Book excerpt: This book systematically explores the relationship between party funding and corruption, and addresses fundamental concerns in the continued consideration of how democracy should function. The book analyses whether parties funded primarily through private donations are necessarily more corrupt than those funded by the state, and whether different types of corruption are evident in different funding regimes. Drawing on a comparison of Great Britain and Denmark, the author argues that levels of state subsidy are, in fact, unrelated to the type of corruption found. Subsidies are not a cure for corruption or, importantly, perceived corruption, so if they are to be introduced or sustained, this should be done for other reasons. Subsidies can, for example, be justified on grounds of public utility. Meanwhile, anti-corruption measures should focus on other regulations, but even then we should not expect such measures to impact on perceptions of corruption in the short term.

Do business contributions to political parties convey different messages in different countries? This book answers these questions based on intensive case studies of Australia, Canada, and Germany, as well as data from other countries. Business money does talk politics. In liberal Australia and Canada, the competitive short-term focus of firms generated substantial demand for private goods that could help firms develop an advantage over their rivals. Thus, business financing of parties conveyed a pragmatic message: in exchange for small but certain financial benefits, contributing businesses expect, as a reciprocation, to receive special consideration of their lobbying efforts. Australia's left-right party system created an awareness of policy risk, which motivated ideological payments, but there was no ideological bias in business financing of politics in centrist Canada. In Germany's co-ordinated economy, the most important policies for firms tend to be the public goods defined, championed, and delivered by their business associations. In this context, the pragmatic motivation for contributions to political parties is weak. The combination of consensual political institutions and constrained parties means there is a very low risk of major policy change from election to election. So, there is also little interest in ideological financing of political parties. If money talks, what does it say? places business financing of political parties in the context of debates about political corruption and offers advice on political reform. Book excerpt: Since the end of the Cold War, while democracy has spread among many countries, the costs of funding political campaigns are also increasing rapidly, leading to growing reliance on funding from private sources. This increasing reliance on private money appears to be associated with greater vulnerability of political systems to corruption. Based on a sample of 50 old and young democracies, the paper explores whether high levels of perceived corruption in politics is associated with an absence of, or weaknesses in, key measures to regulate political party funding. The paper concludes that it is difficult to make any categorical statements about whether the absence of, or weaknesses in, such measures is a good predictor of higher levels of perceived corruption in political party funding systems. Political parties are rated poorly in countries with “light touch” regulatory regimes, but this is also true of countries where regulatory systems are stronger. Imperfections can be found even in countries that tick all the right boxes in terms of regulatory practice. However, it is not unreasonable to conclude that, as a general principle, effective and properly enforced regulations, focused on increasing transparency, capping donations and expenditure and judicious use of public subsidies, are better than no regulations.

When the Supreme Court linked political speech to campaign finance in its landmark Buckley v. Valeo (1976) decision, the modern era of campaign finance regulation was born. In practical terms, this decision meant that in order to pass constitutional muster, any laws limiting money in politics must be narrowly-tailored and serve a compelling state interest. The lone state interest the Court was willing to entertain was the mitigation of corruption. In order to reach this argument the Court advanced a sophisticated behavioral model, one with key assumptions about how laws will affect voters' opinions and behavior. These assumptions have received surprisingly little attention in the literature. This book takes up the task of identifying and analyzing empirically the Court's presumed links between campaign finance regulations and political opinions and behavior.
