Abstract: Abstract of thesis entitled Partnerships in Sanitary Services Delivery for the Urban Poor in Bangladesh Cities: Governance and Capacity Building Submitted by Mallik Akram Hossain For the Degree of Doctor of Philosophy At The University of Hong Kong August 2007 Currently less than 40 percent of the population in Asia is living in urban areas. Projections indicate that more than 50 percent of the Asian people will be living in urban centers by 2030. In South Asia, the surge of urban population has also been very high. One of the major sources of this unfettered urban population growth is rural-urban migration. One consequence of this rapid urbanization is the spontaneous growth of informal settlements, with minimal urban services. Inadequate urban services for the urban poor residing in slums and squatters have led to their ill health, lower productivity, reduced incomes and lower quality of life, often termed as the 'brown agenda'. Chronic shortage of sanitary services for the slum poor and their consequent environmental and health impacts are common phenomena in developing countries such as Bangladesh. The prime objective of this research is to find an effective approach through which improved sanitary services can be provided in the slum settlements in the cities of Bangladesh. The slums of two cities: Khluna and Rajshahi were studied. An investigation and field surveys were made to see if partnerships arrangements worked in the socio-political contexts of the two cities. Focusing on the case studies of the two cities, this research argues that urban governance-the relationships between the city government and the civil society- does play an important role in making the variations in partnerships performance. The study finds that the two cities vary in SSD, probably a result of the specific partnerships arrangements. Rajshahi city performs better than Khulna city when measured by two indicators: participation and sense of ownership. The factors that emerge as having an influence on partnerships performance are the capacity of the city governments, leaderships of the people representative and active civil society organizations. This study demonstrates the importance of including the civil society and the local context when the relationships between urban governance and partnerships arrangements are investigated. The study also argues that in improving sanitary conditions in slums, the city authority which lacks the financial resources to provide adequate sanitary facilities should not just rely on donor-driven projects. The capacity of the city authority to facilitate partnership arrangements at the community level is of crucial importance. Leadership of the mayor, capacity to raise local finance, strong sense of ownership and ability of community members to cooperate in the cleaning and maintenance works are important factors in sustaining sanitation services delivery in slums. The most recent one involves Public Private Partnerships (PPPs), which are collaborations between partners in different sectors. PPPs are assumed to be effective for reducing poverty as they are seen to optimise the use of scarce resources, promote economic growth, and enhance efficiency. The Government of Bangladesh has recognised the use of PPPs as an innovative and effective approach for poverty alleviation in Bangladesh. Partnership for Development addresses this major policy issue by examining the novel arrangements of PPPs to determine how this approach can assist in alleviating poverty. This book explores different PPP arrangements for poverty alleviation in Bangladesh and evaluates their performance and effects. It identifies opportunities and constraints affecting these PPPs. It utilises the multiple-case study methodology, examining two cases, namely, the Income Generation for Vulnerable Group Development (IGVGD) and Rural Micro Credit (RMC) PPPs that have been introduced in Bangladesh as poverty alleviation measures. The book also identifies the rationale, features and mechanisms of the IGVGD and RMC PPPs using interviews with key persons who were involved in the policy making, and in the design and implementation of the PPPs. Different stakeholders were asked about the effects of the PPPs and suggestions for their improvement. The beneficiaries were also asked about the economic and social changes to their lives as a result of the PPPs. A model of PPPs for poverty alleviation is developed from the literature on the subject and then used to analyse the data from the Bangladesh case studies.

Dhaka, the economic powerhouse of the country, stands on the cusp of a dramatic transformation that could make it much more prosperous and livable. Today, Dhaka is prone to flooding, congestion, and messiness, to a point that is clogging its growth. But toward its east, where two major highway corridors will one day intersect, is a vast expanse of largely rural land. And much of it is within 6 kilometers of the most valuable parts of the city. The time to make the most of this eastward opportunity is now. Many parts of East Dhaka are already being developed in a haphazard way at an alarmingly rapid pace. Private developers are buying land and filling it with sand so they can build and sell new houses and apartments. Canals and ponds are disappearing, and the few narrow roads crossing the area are being encroached by construction. This spontaneous development could soon make East Dhaka look like the messy western part of the city, and retrofitting it later will be more difficult and costlier than properly planning and developing it now. Toward Great Dhaka: A New Urban Development Paradigm Eastward seeks to analyze how the opportunity of East Dhaka could be realized. Using state-of-the-art modeling techniques, the study simulates population, housing, economic activity, and commuting times across the 266 unions that constitute Greater Dhaka. It does so under various scenarios for the development of East Dhaka, but always assessing the implications for the entire city. The simulations suggest that pursuing a strategic approach to the development of East Dhaka would make Greater Dhaka a much more productive and livable city than continuing with business as usual. Based on current trends, Greater Dhaka would have a population of 25 million in 2035 and an income per capita of US$8,000 at 2015 prices. However, embracing a strategic approach would add 5 million people to the city. And, it would be a more productive city, with nearly 1.8 million more jobs and an income per capita of more than US$9,200 at 2015 prices, enough to put Dhaka on the map of global cities.
