Book excerpt: While supporting the livelihoods of most of the developing world’s urban poor, the informal sector also deprives them of basic services and social protection. Rendered vulnerable to socioeconomic threats, people in the urban informal sector have suffered disproportionately during the coronavirus disease (COVID-19) pandemic and face a highly uncertain future. Informal Services in Asian Cities explores informality’s forms and constraints. It describes the pandemic’s effects on the informal sector and how leveraging informal services can enable urban resilience. Drawing on interdisciplinary research, the book illustrates the transformative potential of urban planning and governance that addresses informality. It also details measures that could boost the informal sector’s inclusive and sustainable growth potential.

Available in PDF, EPUB and Kindle. Book excerpt: Slums, informal settlements, and dilapidated inner-city tenements are problems that many cities in Asia and the Pacific struggle with while their economies try to modernize and develop. Their existence puts at risk not only these economies but also poor people occupying vulnerable areas that climate change and natural disasters will only make worse. Slums are being addressed in countries in Asia and the Pacific but not yet at the rate required to create livable cities. ADB's Strategy 2020 aims for "livable cities" and will address the range of problems resulting from rapid urbanization and the limited capacity of basic service delivery associated with present and future urban growth. To accomplish the vision of livable cities, livelihood opportunities and shelter options of incremental land and housing development are important. ADB's developing member countries will look for viable lending opportunities to finance inclusive cities.

Book excerpt: This book explores how Asia's fast-growing cities can fulfil their potential as engines of economic prosperity and provide a livable environment for all citizens. But for this to happen, major challenges that reduce urban communities' quality of life and economic opportunities must be addressed. These include poor planning, a lack of affordable housing, inequalities, pollution, climate vulnerabilities, and urban infrastructure deficits. The book's 19 articles unwrap these challenges and present solutions focused on smart and inclusive planning, sustainable transport and energy, innovative financing, and resilience and rejuvenation.

The Inclusive City provides case studies of how governmental programs attempt to meet these challenges by directly involving the poor themselves in improving their access to urban services through collaborative efforts. Case studies are drawn from the largest cities in India, Bangladesh, Pakistan, China (including Hong Kong), Indonesia, and the Philippines. Contributors to the book are scholar-practitioners from Asia as well as Australia, Canada, and the United States.

Book excerpt: This report is an important resource to explore critical and emerging policy opportunities to realize urban sustainability for the Asian and Pacific region. It informs policies and actions from a sustainable development perspective, putting cities at the centre of development policy debates. It identifies future policy pathways for urban decision makers and stakeholders to reimagine the built and natural environments in Asian and Pacific cities and offers policy solutions across different types of cities to achieve the global development agendas. The solutions address four major development challenges – natural resource management, climate change, disaster risk and inequalities – through a focus on the key means of implementation to accelerate the achievement of the 2030 Agenda.

Available in PDF, EPUB and Kindle. Book excerpt: During the last two decades, rapid economic growth and development in India has been based upon the mass employment of informal labour. Using case studies from three urban regions, this book examines this growth in modern India’s cities and towns. It argues that India has undergone a process of uneven and combined development during its integration with the world economy, leading to a distorted form of urban development. This book is about work and resistance in India’s massive ‘informal economy’. It looks at the growth of informal labour in Bangalore, Mumbai and New Delhi during an era of neoliberal economic policymaking. Going beyond mainstream accounts, it argues that India’s rapid economic development has been based upon the mass employment of workers on low wages who lack basic social protection and rights at work. It discusses how urban development in India is characterised by a combination of industrialisation, industrial relocation, restructuring and informalisation. Departing from some existing studies of de-industrialisation, it re-frames informalisation as a process that complements, rather than contradicts, contemporary industrialisation in rapidly-emerging economies. The book adopts a ‘classes of labour’ approach, classifying each case of informal labour as a specific ‘form of exploitation’: as a different way for employers to lower production costs, control workers and increase enterprise flexibility. Offering a critique of existing data on the measurement and monitoring of informal labour and employment, the book is relevant to students and scholars of Development Studies, International Political Economy and South Asian Studies.

Available in PDF, EPUB and Kindle. Book excerpt: Urbanization in East Asia and the Pacific has created enormous opportunity for many. Yet the rapid growth of cities can also create challenges as national and local governments try to keep up with the needs of their growing populations. Among these challenges is a lack of affordable housing, resulting in increasing slums, deficits in basic service provision, and widening inequality for urban dwellers. This study aims to better understand urban poverty and inequality in East Asian cities, recognizing that many countries of the region, particularly those of middle-income status, are at a critical juncture in their urbanization and growth process where potential social divisions in cities could harm prospects for future poverty reduction. The study uses a multidimensional approach to understand urban poverty and inclusion and draws on examples of programs and policies that have been successfully implemented in the East Asia region to develop a set of guiding principles for policy makers.
