Book excerpt: This book presents fifteen papers selected from the papers read at the 53rd Congress of the International Institute of Public Finance held at Kyoto, Japan, in August 1997. Although organized under the general title of Public Finance and Public Investment, the Congress covered a wide range of topics in Public Finance. One of the highlights of the Congress was a historic and brilliant debate between two of the greatest living authorities in the area of public finance, Professors James M. Buchanan and Richard A. Musgrave, on the nature of the welfare state and its future. Part I of this book is concerned with this debate and its empirical counterpart. James M. Buchanan (Chapter 1) warns that the welfare state will be unsustainable unless it preserves generality or at least quasi generality in welfare programs. The introduction of overt discrimination in welfare programs through means testing and targeting can only diminish public support. He argues that a political version of the "tragedy of commons" will emerge if and when identifiable interest groups recognize the prospects of particularized gains as promised by discriminatory tax or transfer payments. Faced with mounting pressure from entitlement-like claims of special interest groups against public revenues on one hand and equally strong pressure against further tax burdens on the other, political leaders are attracted to solutions that single out the most vulnerable targets. Distributional disagreement among classes will then become a major source of political discourse and an impetus for class conflict.

Book excerpt: "Based on static partial equilibrium analysis, the "new brain drain" literature argues that, by raising the return to education, a brain drain generates a brain gain that is, under certain conditions, larger than the brain drain itself, and that such a net brain gain results in an increase in welfare and growth due to education's positive externalities. This paper argues that these claims are exaggerated. In the static case, and based on both partial and general equilibrium considerations, the paper shows that (1) the size of the brain gain is smaller than suggested in that literature; (2) the impact on welfare and growth is smaller as well (for any brain gain size); (3) a positive brain gain is likely to result in a smaller, possibly negative human capital gain; (4) an increase in the stock of human capital may have a negative impact on welfare and growth; and (5) in a dynamic framework, the paper shows that the steady-state brain gain is equal to the brain drain so that a "beneficial brain drain" cannot take place, and a net brain loss is likely during the transition.

This represents a shift in the traditional focus of policy analysis, which has largely focused on evaluating the impact of micro level interventions. This dissertation examines this link through three papers. The first paper examines the impact of export growth in Bangladesh on the health of children. Using information on the production network of industries in the country, coupled with district-level employment characteristics, the analysis constructs a gender disaggregated, district-level measure of export exposure. Using variation in this measure across districts and over time, the study analyzes the impact of female-specific export exposure on the incidence of childhood health ailments like diarrhea, acute respiratory infection, and fever. The results indicate that export exposure causes a reduction in the incidence of childhood illness. In addition, export exposure leads to an increase in autonomous decision-making as it relates to healthcare decisions, presenting a possible mechanism underlying the observed health results. Informal employment accounts for the majority of employment in many developing countries, yet its relevance to growth, and its links to the formal sector, remain poorly understood. The second paper of the dissertation examines the link between export growth and informality, also in Bangladesh. In particular, it examines the impact of export-induced demand on four types employment: formal, casual, unpaid, and self. The results suggest that trade triggers an immediate increase in both formal and casual employment, as well as a longer-run increase in self employment. Thus, response to growth opportunities such as trade is not limited to formal employment, and a more nuanced understanding of informality in the growth process is needed. A large literature in economics and epidemiology points to the importance of economic conditions in childhood on health later in life. The final paper of the dissertation analyzes the impact of macroeconomic conditions prevailing around the time of birth (measured using the growth rate of state-wise per capita income) on health in adulthood using the Health and Retirement Study. Health is measured using a variety of biomarker indicators of cardiovascular, metabolic, and inflammation risk. Overall, the analysis finds no impact of economic conditions at birth on health in adulthood.

The impact of poverty and inequality on growth is likewise ambiguous, as several channels mediate the relationship. But most plausible mechanisms suggest that poverty and inequality reduce growth, at least in the long run. Policies play a role in shaping these relationships and those designed to improve equality of opportunity can simultaneously improve inclusiveness and growth.
