The first of them was to create a description of the main changes that have been made to the system since the beginning of the 2018-2024 Administration in Mexico. Thus, understanding the impact and extension of the reforms was one of the priorities of this study. Consequently, it was sought to develop a consultation document that allows identifying the current state of the SNS. The World Health Organization (who) has pointed out that health systems comprise all the institutions, organizations and resources used to produce actions aimed at improving health. Its performance can be measured based on its ability to respond to the needs of the population through actions such as increasing equality in access to health, reducing health risks and protecting individuals from the financial consequences caused by hight costs deseases. In this way, it is imperative that health systems have an efficient design that allows guaranteeing the protection of the right to health.

Book excerpt: A muchos pacientes se les niega el acceso a los servicios de salud y a los medicamentos en América Latina, por lo que los jueces tienen que intervenir. Esta tendencia de judicialización se ha acelerado durante la última década. En un sentido similar, la literatura existente sobre la justiciabilidad y judicialización del derecho a la salud se ocupa de la cuestión de si los jueces deben intervenir o no en la protección del derecho a la salud. Objetivo: Evaluar los desafíos derivados del litigio del Derecho a la Salud en Colombia, Argentina, Brasil y México. Metodología: Marco analítico y metodológico cualitativo, descriptivo y comparativo. Incluye una revisión bibliográfica y 37 entrevistas semiestructuradas a jueces, académicos y funcionarios gubernamentales. Además, se realizó un análisis jurisprudencial de la jurisprudencia más reciente en los 4 países mediante análisis de contenido. Resultados: En los cuatro países estudiados persiste un enfoque moderado orientado a las repercusiones en el litigio y, preocupado por las consecuencias del proceso de judicialización. Esto supone, en primer lugar, la incorporación de algunos límites y condiciones en el reconocimiento del derecho a la salud por parte de los Tribunales y, en segundo lugar, en términos generales, que las sentencias no están teniendo en cuenta las causas estructurales que afectan a la litigiosidad. Conclusiones: Los tribunales deberían avanzar hacia un equilibrio intencional en el reconocimiento, los remedios, la supervisión y la evaluación de las sentencias. Esto implica ser más reflexivos y estratégicos que reactivos y pasivos. En otras palabras, cuanto más inmaduro sea el sistema sanitario y más causas estructurales se perciban, más reflexivos y estratégicos deberían ser los Tribunales y más se debería promover el reconocimiento, la protección, la supervisión y la evaluación. Los Estados también deben adoptar medidas contundentes contra las causas estructurales y deben hacer operativo un enfoque de la salud más práctico y basado en los derechos, de manera tangible.

In this period, Mexican state-sponsored institutions charged with the education and health of the population sought to strengthen and improve the future of the nation, and to forge a more racially homogeneous sense of collective identity and history. Influenced by regional and global movements in eugenics and hygiene, Mexican educators, writers, physicians, and statesmen argued for the widespread physical and cognitive testing and categorization of schoolchildren, so as to produce an accurate and complete picture of “the Mexican child,” and to carefully monitor and control forms of unwanted difference, including disability and racialized characteristics. Differences were not generally marked for eradication—as would be the case in eugenics movements in the US, Canada, and parts of Europe—but instead represented possible influences from a historically distant or immediate reproductive past, or served as warnings of potential danger haunting individual or collective futures. Weaving between the historical context of Mexico’s post-revolutionary period and our present-day world, Embodied Archive approaches literary and archival documents that include anti-alcohol and hygiene campaigns; projects in school architecture and psychopedagogy; biotypological studies of urban schoolchildren and indigenous populations; and literary approaches to futuristic utopias or violent pasts. It focuses in particular on the way disability is represented indirectly through factors that may have caused it in the past or may cause it in the future, or through perceptions and measurements that cannot fully capture it. In engaging with these narratives, the book proposes an archival encounter, a witnessing of past injustices and their implications for the disability of our present and future.

For the last five decades, they have been a leading force in the developing world, providing humanitarian aid (or “cooperation,” as Cuba’s communist government prefers) and initiating programs for preventative care and medical training. In Healthcare without Borders, John Kirk examines the role of Cuban medical teams in disaster relief, biotechnology joint ventures, and in the Latin American School—the largest medical faculty in the world. He looks at their responses to various crises worldwide, including the 1960 earthquake in Chile, the Chernobyl disaster in the Ukraine, the earthquake that wracked Haiti in 2010 and the subsequent cholera outbreak, and the 2014 Ebola epidemic in West Africa. Book excerpt: For much of the nineteenth century and all of the twentieth, the per capita rate of suicide in Cuba was the highest in Latin America and among the highest in the world--a condition made all the more extraordinary in light of Cuba's historic ties to the Catholic church. In this richly illustrated social and cultural history of suicide in Cuba, Louis A. Perez Jr. explores the way suicide passed from the unthinkable to the unremarkable in Cuban society. In a study that spans the experiences of enslaved Africans and indentured Chinese in the colony, nationalists of the twentieth-century republic, and emigrants from Cuba to Florida following the 1959 revolution, Perez finds that the act of suicide was loaded with meanings that changed over time. Analyzing the social context of suicide, he argues that in addition to confirming despair, suicide sometimes served as a way to consecrate patriotism, affirm personal agency, or protest injustice. The act was often seen by suicidal persons and their contemporaries as an entirely reasonable response to circumstances of affliction, whether economic, political, or social. Bringing an important historical perspective to the study of suicide, Perez offers a valuable new understanding of the strategies with which vast numbers of people made their way through life--if only to choose to end it. To Die in Cuba ultimately tells as much about Cubans' lives, culture, and society as it does about their self-inflicted deaths.
