Available in PDF, EPUB and Kindle. Book excerpt: The Pacific is the last major world region to be discovered by humans. Although small in total land area, its numerous islands and archipelagoes with their startlingly diverse habitats and biotas, extend across a third of the globe. This revised edition of a popular text explores the diverse landforms, climates, and ecosystems of the Pacific island region. Multiple chapters, written by leading specialists, cover the environment, history, culture, population, and economy. The work includes new or completely revised chapters on gender, music, logging, development, education, urbanization, health, ocean resources, and tourism. Throughout two key issues are addressed: the exceptional environmental challenges and the demographic/economic/political challenges facing the region. Although modern technology and media and waves of continental tourists are fast eroding island cultures, the continuing resilience of Pacific island populations is apparent. This is the only contemporary text on the Pacific Islands that covers both environment and sociocultural issues and will thus be indispensable for any serious student of the region. Unlike other reviews, it treats the entirety of Oceania (with the exception of Australia) and is well illustrated with numerous photos and maps, including a regional atlas. Available in PDF, EPUB and Kindle. Book excerpt: In this ground-breaking study M.I. Franklin explores the form and substance of everyday life online from a critical postcolonial perspective. With Internet access and social media uses accelerating in the Global South, in-depth studies of just how non-western communities, at home and living abroad, actually use the Internet and web-based media are still relatively few. This book’s pioneering use of virtual ethnography and mixed method research in this study of a longstanding ‘media diaspora’ incorporates online participant-observation with offline fieldwork to explore how postcolonial diasporas from the south Pacific have been using the Internet since the early ways of the web. Through a critical reconsideration of the work of Michel de Certeau in light of postcolonial and feminist theories, the book provides insights into the practice of everyday life in a global and digital age by non-western participants online and offline. Critical of techno- and media-centric analyses of cyberspatial practices and power hierarchies, Franklin argues that a closer look at the content and communicative styles of these contemporary Pacific traversals suggest other Internet futures. These are visions of social media that can be more hospitable, culturally inclusive and economically equitable than those promulgated by both powerful commercial interests and state actors looking to take charge of the Internet ‘after Web 2.0’. The book will be of interest to students of international politics, media and communications, cultural studies, science and technology studies, anthropology and sociology interested in how successive waves of new media interact with shifting power relations at the intersection of politics, culture, and society.

Available in PDF, EPUB and Kindle. Book excerpt: The new edition of this major work offers a comprehensive analysis of international communication systems and the global flow of information. Hamid Mowlana places the analysis of global mass media and other forms of communication within a critical overview of international and intercultural relations. Extensively rewritten and revised, Global Information and World Communication deals with the phenomenon of global information flow in all contexts - political, economic, cultural, technological, legal and professional. Mowlana illustrates how different communication strategies and systems have contributed to the creation of powerful interests and have altered the global scene. He takes into account recent events and shows how these have challenged basic assumptions and theories, enabling the debate about communication and world society to embrace broader concepts of world politics, information economy, cultural ecology and international development.

Book excerpt: Following the East Asian financial crisis, the Pacific Island Member Countries (PMC) appear to be headed toward recession. The governments are increasingly aware that state-led growth, based upon high levels of public investment and financial aid, has not substantially increased per capita income or the quality of life. Building a more resilient economic base has become a matter of political urgency. This report discusses how the PMC's development agenda could be implemented and emphasizes interlinking themes about enhancing the role of government.

Available in PDF, EPUB and Kindle. Book excerpt: This book analyzes the common set of obstacles to the development and integration of government Information and Communication Technology (ICT) projects and effective e-government initiatives in developing countries. It draws on the expertise and experience of more developed states in the Pacific, notably Australia and New Zealand, both highly rated in global rankings for e-government and active in a variety of e-government development projects across the region. There has been a general failure to identify priorities and align projects with local needs in ICT/e-government projects. Small Island Developing States (or SIDS) present a unique problem in terms of e-government. Not only do they suffer from a common set of barriers to ICT development such as their remoteness, geographical dispersion, moist tropical climates, largely rural populations, and lack of ICT capacity and infrastructure, but are also dependent on external agencies for investment, and must negotiate with powerful donors who have conflicting agendas. E-government is widely regarded as 'transformational', increasing efficiency, productivity, accountability, economic growth, and citizen involvement. But while the governments of SIDS are committed to harnessing ICTs for effective government and economic development, they face major challenges in establishing successful e-government initiatives, due to the problems outlined above, coupled with a lack of HR capacities and appropriate strategies and policies. Drawing on the experience of the states mentioned above, as well as regional quasi-governmental bodies, nongovernmental organizations (NGOs), aid agencies, and the private sector, the book will be of interest to researchers and students in the fields of e-government, public administration, political science, communication, information science, and social media.

Book excerpt: As cyberspace continues to rapidly expand, its infrastructure is now an in- gral part of the world's economy and social structure. Given this increasing int- connectivity and interdependence, what progress has been made in developing an ecosystem of safety and security? This study is the second phase of an initial - tempt to survey and catalog the multitude of emerging organizations promoting global initiatives to secure cyberspace. The authors provide a breakdown and analysis of organizations by type, - cluding international, regional, private-public, and non-governmental organi- tions. Concluding with a discussion of the progress made in recent years, the study explores current trends regarding the effectiveness and scope of coverage provided by these organizations and addresses several questions concerning the overall state of international cyber security. The authors would like to thank Mr. Anthony Rutkowski for generously p- viding his time, guidance, and support. The authors would also like to thank the International Telecommunication Union (ITU) Telecommunication Development Sector (ITU-D) and the United States National Science Foundation (NSF Grant R3772) for partially supporting the research conducted in this study. In addition, the authors would like to thank the Georgia Institute of Technology’s Center for International Strategy, Technology, and Policy (CISTP) for assistance in hosting the Cyber Security Organization Catalog, and the Georgia Tech Information Se- rity Center (GTISC) for cooperation and promotion of this study.
