Available in PDF, EPUB and Kindle. Book excerpt: This Note gives an overview of the Rand Strategy Assessment Center's (RSAC) software design and summarizes characteristics of the automated war gaming system. It reviews basic concepts and requirements and examines three different aspects of the RSAC software design: (1) System interface, including the complex communication among the RSAC system's various software modules; (2) the communication mechanism which promotes modularity, thus simplifying system integration, evolution, and maintenance; (3) system control, which treats game phenomena with extensive use of co-routines managed by a coordinating program. The Note discusses interactive gaming with human teams, identifying several classes of interaction and describing techniques that promote it. Finally, it discusses the overall computing milieu characterized by operations on VAX 11-750 or VAX 11-780 computers, the C programming language, Unix operating system, a computer code requiring about 2 megabytes of random access memory, and the potential for eventual operations on geographically separated microprocessors. Originator-supplied key words include: Computer Programs, Computerized Simulation, War Games, Strategic Analyses, Artificial Intelligence.

Book excerpt: The Rand Strategy Assessment Center (RSAC) is a highly ambitious, multiyear research program to develop a system and methodology that combine the systematic reproducibility of analytic modeling/simulation with the behavioral richness of rule-based artificial intelligence technology. The system combines an adaptive simulation model of precombat and combat operations with three rule-based artificial intelligence agents that represent Red, Blue, and third-country behavior. The adaptive simulation model, called the Force Agent, simulates ground, air, and naval warfare in both conventional and nuclear settings on a theaterwide or global basis. The two superpower agents, Red Agent and Blue Agent, utilize wakeup rules to examine the world situation. Third-country behavior is represented by another rule-based agent--Scenario Agent. This paper examines the relationships among the four agents from the system interface, database management, and system control perspectives. The paper also discusses how the RSAC system can be used to support both automated and interactive war games.

Book excerpt: This report documents the results of an effort undertaken for the Capabilities Assessment Division (CAD) of the Joint Staff. The project had two purposes: (1) to demonstrate that the operations and output of the RAND Strategy Assessment System (RSAS) could be calibrated to that of other models and games currently employed by CAD, and (2) to allow CAD to evaluate the utility of the RSAS for their purposes. This report outlines what was done in this effort, how it was done, and the degree to which the results were acceptable to CAD. RSAS proved valuable for many of CAD's assessments. In particular, the combination of analytic war plans and analyst plans used in this work proved quite flexible and robust in controlling and modifying scenario details during the course of the assessments. The most pronounced shortcoming of the RSAS from CAD's perspective is the underdeveloped state of the naval models. The work reported here also resulted in several improvements being made to the baseline RSAS system, including changes to graphics software, force data, and air warfare modeling.

Book excerpt: This user's manual for understanding the behavior of knowledge-based decision models written in the RAND-ABEL programming language and incorporated in the RAND Strategy Assessment System (RSAS) teaches the user how to use the RSAS explanation mechanisms. The limiting factor is often the user's intuition about where to look for the evaluation of variables determining the values of higher-level variables in the RSAS's hierarchical models. Success depends on a top-down understanding of the models (since the RSAS knowledge-based programs are structured to match the conceptual models). Summary procedures that work well and efficiently assist the user.

Available in PDF, EPUB and Kindle. Book excerpt: Reflecting "soft factors" (defined as factors not yet reflected explicitly in analysis, and not yet well understood) has been a major goal since the RAND Strategy Assessment System (RSAS) was designed in 1982. This paper discusses how selected soft factors have been and could be represented in combat models, theater-level decision models dealing with command-control issues, and national-command-level models dealing with issues of national policy, strategy, and controls. The paper also discusses the (limited) empirical basis for the assumptions used and speculates about the degree to which the empirical and subjective bases could be improved. Finally, it notes several recent examples of policy-level analysis that have been strongly affected by assumptions about soft factors involving human and organizational issues--notably factors involving readiness, surprise, national fighting quality, the break-point phenomenon, and command-control adaptability.

Book excerpt: Green Agent, formerly called Scenario Agent, is the Rand Strategy Assessment System's (RSAS's) rule-based computer model of third-country political-military behavior in conflicts involving one or both superpowers. This Note describes the third-generation version, and supersedes all previous Scenario Agent documentation. The Note provides information needed to set up and run the Green Agent in RSAS war games. It should be of interest both to political-military analysts and to modelers.

Book excerpt: Rand's Strategic Assessment Center is a new research facility designed for the development and testing of improved methodologies for the analysis of strategic forces. This note describes the concepts and objectives that have guided the facility design and the methodological developments during the first year. The methodology to be demonstrated in the facility during January 1981, uses the flexible structure of conflict gaming, but resorts to the discipline of analytic models to control the behavior of the game teams. The combination is expected to provide an improved method for the analysis of strategic forces--one with richer contexts and clearer relationships between inputs and outputs than is now available through any single analytical technique. Available in PDF, EPUB and Kindle. Book excerpt: On-line strategic analysis and wargaming are experiencing increased growth within the national government, particularly the Department of Defense. A renewed emphasis on improved methods for net assessment has resulted in the advent of the Rand Strategy Assessment System (RSAS), a new strategic analysis tool which brings automated analysis and wargaming to the forefront of long-range strategic planning. The ability of the RSAS to go beyond net assessment into the areas of decision support systems (DSS), group decision support systems (GDSS), and crisis management decision support systems (CMDSS) is the subject of this thesis. These areas are explored to provide recommendations for system modifications, upgrades, large-scale implementation, and proper utilization within the context of strategic planning and decision-making. Book excerpt: "The Rand Strategy Assessment Center's (RSAC) automated wargaming system includes computer programs that act as agents for Red (Soviet Union) and Blue (United States). Both Red and Blue Agent programs consist of hierarchical levels of rule-based models ranging from the highest national political-military command level to individual theater command levels. The levels below the national command level are collectively referred to as the military command levels. Military command level models are rule-based systems, consisting largely of statements written as human-readable rules that are also executable as computer programs. The rules express knowledge about military command operations. This paper describes the knowledge engineering as RSAC develops the military command level models, and includes a detailed description of the design process and the resultant structure, and a discussion of the process of developing program content."--Rand abstract.
