While all eight risk areas outlined in this report threaten reconstruction, the questionable capabilities of the Afghan security forces and pervasive corruption are the most critical. Without addressing entrenched corruption, the legitimacy and effectiveness of the Afghan government will remain in a perilous state. If these two risk areas are not addressed, I fear that our reconstruction efforts could ultimately fail, to the detriment of our national-security goals in Afghanistan. This High-Risk List has been updated to identify and address systemic problems facing U.S.-funded reconstruction efforts in Afghanistan. The report highlights program areas where SIGAR believes implementing agencies need to focus. It also discusses how specific agencies are failing to mitigate risks in areas that involve their operations. The current report differs from the 2014 report in that it has separated contract management and oversight into two areas in recognition of the increased risk to both.

We found that despite ongoing capacity development, the Afghan government continues to face challenges that will likely prevent it from fully sustaining ANSF facilities after the 2014 transition. Further, although Exelis generally invoiced and provided services in accordance with the terms of the contracts, its northern contract is projected to run out of funds in March 2014, 16 months short of the full period of performance, and Exelis has not fully implemented quality control efforts for its southern contract. This report recommends that USACE (1) implement standardized procedures for overseeing the two contracts, (2) direct Exelis to fully implement its quality control program in southern Afghanistan, and (3) complete its plan and procedures for removing partial facilities from the contracts and reclassifying these facilities in order to reduce O&M costs.

These projects do not constitute a representative sample of all DOD reconstruction projects. As a result, we do not use our findings to draw conclusions about the full population of DOD reconstruction projects. However, our findings provide valuable insight into the varying quality of projects that exist and the reasons for these project outcomes. Figure 1 shows the location of each of the 45 DOD reconstruction projects we inspected.

Book excerpt: This report discusses the results of a performance audit of two firm fixed-price contracts currently valued at $72.8 million for the construction of the Afghanistan National Army garrison in Kunduz Province. One objective of coalition efforts in Afghanistan is to build the country's capacity to provide for its own security by training and equipping the Afghan National Security Forces (ANSF). Current plans call for the Afghanistan National Army (ANA) to grow from 103,475, as of June 2009, to almost 172,000 by October 2011. As a result, additional facilities will be needed to train, base, and house the Afghan forces. SIGAR is making three recommendations to address construction issues and improve oversight. To ensure the structural integrity of the construction of the Kunduz garrison, SIGAR recommends that the U.S. Commanding General, USACE, direct AED-North to (1) repair the welds and mitigate the rust on steel supports on the affected structures; and (2) resolve the soil stability issue and determine what mitigation or corrective actions are required for DynCorp to complete, including ensuring that the site is properly graded. Furthermore, to address contract oversight issues, SIGAR recommends that the U.S. Commanding General, USACE, direct AED-North to (3) ensure the Kunduz's garrison's contract files are maintained according to USACE guidance.
