For those students who do transfer, often the responsibility for the application process, retention, graduation, and overall success is placed on them rather than their respective institutions. This book aims to provide direction toward the development and maintenance of a transfer receptive culture, which is defined as an institutional commitment by a university to support transfer students of color. A transfer receptive culture explicitly acknowledges the roles of race and racism in the vertical transfer process from a community college to a university and unapologetically centers transfer as a form of equity in the higher education pipeline. The framework is guided by critical race theory in education, which acknowledges the role of white supremacy and its contemporary and historical role in shaping institutions of higher learning.

Book excerpt: In an effort to identify effective transfer practices appropriate to different community college circumstances, and to establish a quantitative database that would enable valid comparisons of transfer between their 28 member institutions, the National Effective Transfer Consortium (NETC) sponsored a survey of more than 30,000 students attending NETC colleges. A database was created containing responses from 14,000 students, representing a 44% response rate. Additional data were added on ethnicity, gender, age, and enrollment status on all credit enrollees from each member college for spring and fall 1988, amounting to information on almost 300,000 students in 13 states. This report presents the results of the first year's research efforts of the NETC. Chapter 1 reviews the inadequacies of the most common current approach to measuring transfer rates, proposes a new definition of transfer rate, and presents findings from the study in support of the new measurement. Chapter 2 uses data obtained from the NETC colleges to illustrate the possibility of calculating an expected transfer rate range for any college or group of colleges. Chapter 3 considers the different propensities to transfer of different types of students, and discusses a new way to measure transfer effectiveness based on this insight. Chapters 4 and 5 review organizational issues and transfer practices and strategies that colleges must consider in order to achieve high transfer effectiveness. Chapter 6 sketches a specific approach colleges can use to enhance their transfer function. Appendixes contain an overview of the study methods, the questionnaire, and a brief portrait of each of the member colleges of NETC. (GFW)

Book excerpt: An increasing number of students are engaged in "non-traditional" pathways enrolling at multiple institutions within a system and across segments. These varied patterns were identified decades ago, yet most higher education studies have focused on the "traditional" pathway of students who begin at a community college to transfer to a four-year or students who begin at a four-year right out of high school. This study explores one of these other enrollment patterns, specifically, the reverse transfer phenomenon. Reverse transfer students are those who transfer to a community college from a four-year institution before obtaining a baccalaureate degree. The goal of this study was to construct common themes of the reverse transfer phenomenon using in-depth student interviews. Within these interviews, the protocol was structured to extract how students engage in the college selection process and to better understand how they perceived their higher education journey. Twelve community college students participated in this study at various points of their community college journey after transferring from their original four-year institution. Each interview was used to develop individual student profiles as one part of the analysis process, assisting in the identification of shared themes across participant stories. Students in this study held negative perceptions of the community college when they were in high school, which deterred them from enrolling directly into one. However, their perceptions changed once they enrolled in a community college to redirect their higher education journey. The reasons for enrolling in the community college included financial considerations and exploration of interests. Additionally, the students in this study share a common interest in continuing toward a baccalaureate degree; the community college is not meant to be the end of their schooling.

Book excerpt: Latinas/os who enter postsecondary education through the community college have high aspirations but low transfer rates. Existing empirical studies that focus on Latina/o transfer issues emphasize academic preparation, financial barriers, and the role of social and cultural capital in successful navigation through postsecondary structures. Most studies associate these factors as deficits related to transfer and degree completion for students of color. Offering an alternative perspective, this dissertation set out to expose an overlooked narrative to those prevalent in educational research, by highlighting the stories of current community college students who participated in the 2013 Summer Intensive Transfer Experience (S.I.T.E.) program. The program focuses on serving low-income, first-generation community college students through a culturally sensitive model and seeks to expose participants to the traditional forms of capital that are valued and exchangeable in higher education, as well as the cultural wealth they posses, in order to better understand how it can be leveraged to navigate the transfer pathway. Two theoretical and conceptual frameworks guided this study: Bourdieu's social and cultural capital, and Yosso's community cultural wealth model. By applying these frameworks, I sought to understand what forms of social and cultural capital participants recognized as useful and exchangeable before, during, and after the S.I.T.E. program. Guided by a participatory action research orientation, a case study method served as the design for this dissertation. An overall sample of eighty-seven participants was represented, with an emphasis on a Latina/o subsample of twelve one-on-one, semi-structured interviews. Findings suggest that participants entered the S.I.T.E. program with a notion that they were deficient in academic preparation and exchangeable capital--reflecting existing narratives that focus on traditional capital. Upon completing the S.I.T.E. program, participants demonstrated an understanding of their community cultural wealth and its role in supporting them through the transfer pathway. The narratives of these Latina/os are not only important, but also critical in providing an alternative and expanded lens of the transfer function for researchers, practitioners, and students alike.
