Book excerpt: We quantify the extent to which public-sector employment crowds out private-sector employment using specially assembled datasets for a large cross-section of developing and advanced countries, and discuss the implications for countries in the Middle East, North Africa, Caucasus and Central Asia. These countries simultaneously display high unemployment rates, low private-sector employment rates and high proportions of government-sector employment. Regressions of either private-sector employment rates or unemployment rates on two measures of public-sector employment point to full crowding out. This means that high rates of public employment, which incur substantial fiscal costs, have a large negative impact on private employment rates and do not reduce overall unemployment rates.

Book excerpt: This paper contributes to the debate on the relationship between public-capital accumulation and private investment in India along the following dimensions. First, acknowledging major structural changes that the Indian economy has undergone in the past three decades, we study whether public investment in recent years has become more or less complementary to private investment in comparison to the period before 1980. Second, we construct a novel data-set of quarterly aggregate public and private investment in India over the period 1996Q2-2015Q1 using investment-project data from the CapEx-CMIE database. Third, embedding a theory-driven long-run relationship on the model, we estimate a range of Structural Vector Error Correction Models (SVECMs) to re-examine the public and private investment relationship in India. Identification is achieved by decomposing shocks into those with transitory and permanent effects. Our results suggest that while public-capital accumulation crowds out private investment in India over 1950-2012, the opposite is true when we restrict the sample post 1980 or conduct a quarterly analysis since 1996Q2. This change can most likely be attributed to the policy reforms which started during early 1980s and gained momentum after the 1991 crises.

Book excerpt: This paper documents a form of private sector bailout that is much more common (and yet unnoticed) than the typical bank bailout. Building on the newly-created Global Debt Database, we show that excess private debt systematically turns into higher public debt, regardless of whether the credit boom resulted in a crisis or a more orderly deleveraging process. This debt migration operates mainly through growth rather than explicit bailouts: private deleveraging weighs on activity, prompting a countercyclical government response to support economic activity. Ultimately, whether this debt substitution results in a net increase or a net decline of overall indebtedness in the economy depends on the extent of the growth slowdown during the deleveraging spell. These findings suggest that markets and policymakers should move away from looking at private and sovereign debt in silos and pay closer attention to the total stock of debt in the economy, as the line between the two tends to become blurry.

Despite enormous opposition from some political segments and the catastrophic effects of the AIDS crisis, the last five decades have witnessed improvement in the conditions of the lives of LGBTQ individuals in the United States. As such, the realities and challenges faced by a young gay man coming of age and coming out in the 1960s is, in many profound ways, different from the experiences of a young gay man coming of age and coming out today. Out in Time explores the life experiences of three generations of gay men --the Stonewall, AIDS, and Queer generations-- arguing that while there are generational differences in the lived experiences of young gay men, each one confronts its own unique historical events, realities, and socio-political conditions, there are consistencies across time that define and unify the identity formation of gay men. Guided by the vast research literature on gay identity formation and coming out, the ideas and themes explored here are seen through the oral histories of a diverse set of fifteen gay men, five from each generation. Out in Time demonstrates how early life challenges define and shape the life courses of gay men, demarcating both the specific time-bound challenges encountered by each generation, and the universal challenges encountered by gay men coming of age across all generations and the conditions that define their lives.

Book excerpt: For six months in 2004, controversy raged in Hamtramck, Michigan, as residents debated a proposed amendment that would exempt the adhan, or Islamic call to prayer, from the city’s anti-noise ordinance. The call to prayer functioned as a flashpoint in disputes about the integration of Muslims into this historically Polish-Catholic community. No one openly contested Muslims’ right to worship in their mosques, but many neighbors framed their resistance around what they regarded as the inappropriate public pronouncement of Islamic presence, an announcement that audibly intruded upon their public space. Throughout U.S. history, complaints about religion as noise have proven useful both for restraining religious dissent and for circumscribing religion’s boundaries more generally. At the same time, religious individuals and groups rarely have kept quiet. They have insisted on their right to practice religion out loud, implicitly advancing alternative understandings of religion and its place in the modern world. In Religion Out Loud, Isaac Weiner takes such sonic disputes seriously. Weaving the story of religious “noise” through multiple historical eras and diverse religious communities, he convincingly demonstrates that religious pluralism has never been solely a matter of competing values, truth claims, or moral doctrines, but of different styles of public practice, of fundamentally different ways of using body and space—and that these differences ultimately have expressed very different conceptions of religion itself. Weiner’s innovative work encourages scholars to pay much greater attention to the publicly contested sensory cultures of American religious life.
