Have since undergone a great change and now I feel that while upto a certain point this education did us a certain amount of good, for some years backwards however it has been productive of positive harm. It has helped in the multiplication of intellectual and economic parasites and retarded our progress towards freedom. At no time in my life had I any doubt about the underlying motive-of the British Government in their educational policy, but these articles and some others written by the editor of the Modern Review, published in 1908 - 10 confirmed me in my suspicions. Mr. Gandhi's propaganda and the opportunities that it has afforded me of testing the effects of this education by experience acquired in the present struggle for political liberty, has streng thened me in my original belief. At the pre-4 sent moment, I strongly believe that this sys tem of education is more harmful than useful that it is emasculating and enervating that it is denationalizing and degrading; and that the so-called educated man is more effective a. But the whole question of education under this Government is at this moment in the political melting pot. It is, therefore, a question from which any dis orcet representative of another Government flees, as from the plague. I was next advised that something about educa tional affairs in my own country would be a topic of special local interest, and this perhaps one may venture upon without offence. Yet even here it would be easy to be misunderstood. The conditions with us are not the same. In fact, several of them are so unlike British conditions as to make it probable that what seems to suit the one country might be found quite unsuitable for the other. Far be it from me therefore to dream of holding up our experience for imitation or even for instruction! Still, intelligent people, intent on any perplexing subject, are always interested and sometimes helped in noting how other people have had to deal with somewhat similar subjects. Book excerpt: Excerpt from Our Educational Problem: The Jewish Population and the Protestant Schools The second important step in educational matters was taken in 1824, when the Fabrique act was passed authorizing each Roman Catholic parish to devote one quarter of its annual Church revenue to the support of a school for the parish. Under these two acts temporary provision was made for elementary education in a large number of the English and French sections of the Province during the first quarter of the past century. The first public elementary school act for the Province was passed in the year 1829. This act provided that five trustees, elected in each parish or township, should have the management of schools in that district. The act provided for a limited number of schools and a grant of 20 was paid by the Government to each teacher on condition that the school was in operation at least 90 days, and had an average attendance of 20 pupils. These schools were for the rural districts, they were voluntary, free, and without taxation. Although the schools established under this act took their colour as to language and religious teaching, from the communities which maintained them, they were common schools, recognising no religious distinction in the community. As these schools were supported by the Government and the grants were paid through the local member of the Legislature, the people in the French districts of the Province regarded this system as a political propaganda for the destruction of their language and religion. The schools, therefore, under this act met with only a moderate measure of success. About 1300 schools, however, were established under the provision of this act with an attendance of about 36,000 pupils.
