Book excerpt: This study examined the impact on student success of district structure, organization and other institutional characteristics in California Community Colleges (CCCs). Controlling for institutional characteristics related to demographics of the student body, urbanicity, and institutional size, the study asked if the structure of the district (in which CCCs operate) accounts for variation in institutional student success measures. The study further asked whether student success significantly correlates with the proportion of a college's expenditures related to student instruction, the percentage of full-time faculty, or the ratio of faculty to administrators. Using Mintzberg's (1979) organizational structures as a theoretical framework, the study contrasted sing single-college districts (SCDs) and multi-college districts (MCDs). The research used data gathered from both California Community College Chancellor's Office (CCCCO) DataMart, as well as from the Department of Education's Integrated Postsecondary Education Data System (IPEDS). The data was examined quantitatively using regression analysis, bi-variate correlation analysis, t-tests, and F-tests. The study found a significant association between the type of district that a college belongs to and several measures of student success. The study also found a significant association between the percent of full-time faculty at the college and student success, and a significant association between the percent of the budget spent on instruction and student success. Outside of the research questions, the study also found a significant positive association between college size, as measured by full-time equivalent students (FTES), and student success and a significant negative association between the percent of students on BOG (Board of Governor's) waiver and student success.

This research analysis seeks to use the uniformity of system-wide institutional policy adoption as a frame for illuminating and comparing CCC system governance to the governance of the public community college system in Florida, and to the CCC's sister systems of higher education the California State University and University of California systems. Specifically, this dissertation seeks to ask: 1) What effect does state higher education governance structure have upon individual postsecondary institutional behaviors regarding policy adoption and enforcement? 2) Are there organizational or state governance structure characteristics that differentiate the CCC system from statewide systems of community colleges in Florida or from the CSU or UC systems? 3) Do emergent differences in state level postsecondary governance structures measurably impact statewide institutional adoption of selected policy metrics within these states? 4) If certain state or system-wide postsecondary governance structures lend themselves to more consistent system-wide adoption of policy, what factor(s) contribute to the ability or inability to implement such governance structures? 5) Within the CCC system, who are the actors tasked with governance, how and why do they encourage or discourage adoption of differing governance structures/forms, and how do these actions manifest themselves in terms of uniformity of policy adoption? 6) What are the effects of these actions upon CCC students and California taxpayers? How might any change to the existing system come about? The primary research method used is a qualitative comparative analysis, utilizing the differences in governance structure between the CCC system and those of UC, CSU and the State of Florida's public community college system as the independent variable and the uniform adoption of a specific set of policies as the dependent variable. Emergent differences in governance structures that lend themselves towards increased levels of institutional adoption of a specific set of policies are illuminated, allowing further explanation of the origins and causes of these differences. Included in this research process is a review of existing taxonomies for public higher education governance and the forwarding of a new bi-level taxonomy that better captures the complexities of state public postsecondary systems. The policy set used for this analysis includes policies regarding placement assessment, academic advising, inter-institutional course articulation, and common course numbering systems. While these policies are intended to increase student success and persistence in all populations of college attendees, the unique nature of student transfer from community college to four-year schools makes this policy set particularly important to community college students and institutions. The first section of this dissertation defines governance, describes its general form in higher education and situates it in American historical context. I then explore existing literature on the two primary levels of public higher educational governance, individual institutions and statewide postsecondary systems. A brief explanation of differing postsecondary institutional types and their origins is followed by a review of the literature regarding the effect of governance structures on postsecondary policy initiatives and an analysis of my first set of findings. I then provide a modified set of conceptual frameworks for defining governance structures and use those frameworks to examine the effects of state and system governance on my chosen set of policy metrics. The second section of this dissertation is focused upon a comparative analysis of the CCC system against both the UC and CSU systems, as well as the postsecondary system in Florida. This comparison uses the chosen conceptual frameworks for governance to compare the uniformity of policy adoption. I then explore the basis for any emergent differences and suggest how governance plays a role in their perpetuation. The final section of The Illusion of Control is a historical and political analysis focused upon CCC governance, its historical basis, the individuals and agentive entities that participate in governing at local, system and state levels, and the benefits/problems introduced by such governance. I follow with an exploration of strategies for encouraging or facilitating any perceived need for change in CCC system governance, and an exploration of the potential of disruptive technologies or educational delivery systems as catalysts for change.

Book excerpt: The purpose of this research was to compare the differing structures of governance within the California Community College (CCC) system in relation to resource development and grant management. This is to explain how governance may impact the effectiveness of institutions to strengthen services to students with funding resources secured through state and federal grants. Research methodology for the study was quantitative causal comparative. Theoretical foundation was that of student engagement and integration from Vincent Tinto, which has shown the criticality of engaging students through support services in order to increase persistence along the educational pathway. Student support services require funding. Unfortunately, California higher education has been severely impacted by deep budget cuts. Student support services are often the first to be eliminated. The over-arching research question that guided the study was which form of governance is more effective at securing alternate funding and more effectively serving students. Data collection instrument was the researcher utilizing checklists and coding sheets created by the researcher for a structured archived record review. The study population consisted of 112 CCC's, with a sample of seven single-college district campuses, and seven multi-college district campuses. The totality of findings concluded that there is one form of governance structure that is more effective than the other in securing larger amounts of funding from grants, and serving higher numbers of students per executive manager.

Under contract with the California Community Colleges Chancellor's Office, a six-member panel of the Research and Planning Group for California Community Colleges (RP Group) Center for Student Success (CSS) carried out a study to develop a set of performance frameworks, performance indicators and recommended approach to performance evaluation for discussion and review by an External Panel of Experts, a Statewide Oversight Committee of CA Community College Leaders, the Department of Finance and the Legislative Analyst's Office in response to AB1417 (Pacheco) [Chapter 581, Statues of 2004], for eventual adoption by the Board of Governors of the California Community Colleges and submission to Legislature and the Governor of California. These recommendations are well-tailored to the uniquely varied educational needs and missions of the California Community Colleges. The recommended framework would provide valuable information not only to state policymakers, but also to local community college districts, which over time could contribute toward improved instruction and related programs for students. Implementation of this framework would require the enactment of authorizing legislation and a relatively modest augmentation of resources for the Chancellor's Office. Appendix A lists the members of the Research and Planning Group/Center for Student Success. Appendix B lists the members of the six-member External Panel reviewed the draft framework twice and provided comment and guidance in the project, and has given the proposal high marks. Appendix C lists the members of the Oversight Committee. Appendix D provides the performance reporting project proposed metrics.

Book excerpt: The issue of student success has become significant if not dominant in discussions at all levels of education since the early part of the 21st century. Discussions of public education have historically focused on issues of access, stemming from the belief that everyone should have the opportunity to benefit from education. In recent years, however, the focus of this discussion has shifted to the obligation of educational institutions to ensure students not only have access to education, but that they are successful. In response to the growing concerns about student success, the California State Senate, in 2010, passed SB 1143, which authorized the California Community College Board of Governors to form the California Community College Student Success Task Force, a body led by California Community College Chancellor Jack Scott. The task force was charged with producing actionable recommendations that would improve the success of California's community college students. The Student Success Task Force produced 22 recommendations, published in the Student Success Task Force Final Report (2012). Most of these recommendations were implemented by the time this study was completed. Implementation has had a considerable impact on the California community college system and its students. While the recommendations and their implementation have received considerable attention, relatively little is known about the process by which they were formed. This case study of the Student Success Task Force was designed to examine the ways in which educational policy is formed. Specifically, the study sought to examine policy formation from a systems theory perspective. The study explored ways in which student success was defined by the task force and by individual members, the ways in which these definitions were influenced by educational research and theory, and the degree to which the task force employed formal research methodology in the formation of its recommendations. The study found that the Student Success Task Force represented an effective model for policy development, and that its structure, developed by the architects of the task force, provided a sound foundation for discussions. The deliberate inclusion of all stakeholder groups provided representation from a broad range of perspectives, though faculty, community college administrators, and outside interests, which collectively had the largest numbers of representatives, appear to have had had the greatest influence on discussions. Stakeholder obligation also played a significant role in the development of the task force recommendations. Perhaps the most important influence on the task force and the development of its recommendations was the strength of leadership provided by Chancellor Jack Scott and by the California community college CEOs.
