Webs of Corruption is an innovative study demonstrating that terrorist and criminal activity intersect more narrowly than is widely believed—and that the state plays the pivotal role in shaping those interconnections. Mariya Y. Omelicheva and Lawrence P. Markowitz analyze the linkages between the drug trade and terrorism financing in Central Asia, finding that state security services shape the nexus of trafficking and terrorism. While organized crime and terrorism do intersect in parts of the region, profit-driven criminal organizations and politically motivated violent groups come together based on the nature of state involvement. Governments in high-trafficking regions are drawn into illicit economies and forge relationships with a range of nonstate violent actors, such as insurgents, erstwhile regime opponents, and transnational groups. Book excerpt: Vasili Rukhadze examines the factors that contributed to post-uprising leadership durability in the Ukraine, Kyrgyzstan, and Georgia in 2004–12, after these countries underwent their so-called “Color Revolutions.” Using structured, focused comparison and process tracing, he argues that the key independent variable influencing post-mobilization leadership durability is ruling coalition size and cohesion. He demonstrates that if the ruling coalitions are large and fragmented, as in the Ukraine and Kyrgyzstan, the coalitions disintegrate, thus facilitating the downfall of the governments. Alternatively, if the ruling coalition is small and cohesive, as in Georgia, the coalition maintains unity, hence helping the government to stay in power. This study advances the debate on regime changes. By drawing a clear distinction between political leaderships that come to power as a result of popular uprisings and governments that take power through normal democratic processes, military coup, or any other means, the research offers one of the first studies on post-mobilization leadership. Rukhadze helps scholars differentiate between the factors that affect durability of post-uprising leadership from those factors that impact durability of all other political leadership, in turn equipping researchers with new tools to study power politics.

State organized crime refers to the use by senior state officials of the resources of the state to facilitate or participate in organized crime, in pursuit of policy objectives or personal profit. This concept covers diverse forms of government misconduct, including strategic partnerships with drug traffickers, the plundering of a country's resources by kleptocrats, and high-level corruption schemes. The book identifies the distinctive criminological characteristics of state organized crime, and analyses the applicability, potential, and limits of the norms and mechanisms of international law relevant to the suppression of state organized crime. In particular, it discusses whether the involvement of state organs or agents in organized crime may amount to an internationally wrongful act giving rise to the international responsibility of the state, and highlights a number of practical and normative shortcomings of the legal framework established by relevant crime-suppression conventions. The book also sketches proposals to develop an international legal framework designed to hold perpetrators of state organized crime accountable.
