Book excerpt: Vasili Rukhadze examines the factors that contributed to post-uprising leadership durability in the Ukraine, Kyrgyzstan, and Georgia in 2004–12, after these countries underwent their so-called “Color Revolutions.” Using structured, focused comparison and process tracing, he argues that the key independent variable influencing post-mobilization leadership durability is ruling coalition size and cohesion. He demonstrates that if the ruling coalitions are large and fragmented, as in the Ukraine and Kyrgyzstan, the coalitions disintegrate, thus facilitating the downfall of the governments. Alternatively, if the ruling coalition is small and cohesive, as in Georgia, the coalition maintains unity, hence helping the government to stay in power. This study advances the debate on regime changes. By drawing a clear distinction between political leaderships that come to power as a result of popular uprisings and governments that take power through normal democratic processes, military coup, or any other means, the research offers one of the first studies on post-mobilization leadership. Rukhadze helps scholars differentiate between the factors that affect durability of post-uprising leadership from those factors that impact durability of all other political leadership, in turn equipping researchers with new tools to study power politics.

Book excerpt: The political transformations initiated by the so-called Arab Spring in Egypt, Libya, Tunisia and Yemen have been marked by strong political contention, continued social mobilization and, albeit to different degrees, weak central state institutions. This book proposes that, rather than agreed roadmaps of institutional change (e.g. elections, drawing up new constitutions) and centrally crafted transition processes, it has been the competition of key political actors for resources of political power and control that has set the pace and influenced the direction and depth of the transformation processes. Hence, the contributions in this volume use an actor-centred approach. Two perspectives are assumed: first key political actors – referring to the "Politically Relevant Elite (PRE)"– are identified and their motivations as well as their strategies and capacities to steer the transformation process. Secondly , the authors investigate the capacity of politically "Mobilized Publics" to exert influence on agenda setting and decision making, ask to what extent popular and social movements have emerged as political actors in their own right, and to what extent such forms of bottom-up participation have constituted a fundamental change to the political culture of these countries. Both avenues of inquiry analyze how the elites are constrained by continued social mobilization, how they engage with mobilized publics to promote their own agendas, and whether the extended scope of popular participation contributes to the legitimacy and stability of the emerging political orders, or causes disruption, fragmentation and conflict. Book excerpt: Between 1974 and 1990 more than thirty countries in southern Europe, Latin America, East Asia, and Eastern Europe shifted from authoritarian to democratic systems of government. This global democratic revolution is probably the most important political trend in the late twentieth century. In The Third Wave, Samuel P. Huntington analyzes the causes and nature of these democratic transitions, evaluates the prospects for stability of the new democracies, and explores the possibility of more countries becoming democratic. The recent transitions, he argues, are the third major wave of democratization in the modem world. Each of the two previous waves was followed by a reverse wave in which some countries shifted back to authoritarian government. Using concrete examples, empirical evidence, and insightful analysis, Huntington provides neither a theory nor a history of the third wave, but an explanation of why and how it occurred. Factors responsible for the democratic trend include the legitimacy dilemmas of authoritarian regimes; economic and social development; the changed role of the Catholic Church; the impact of the United States, the European Community, and the Soviet Union; and the "snowballing" phenomenon: change in one country stimulating change in others. Five key elite groups within and outside the nondemocratic regime played roles in shaping the various ways democratization occurred. Compromise was key to all democratizations, and elections and nonviolent tactics also were central. New democracies must deal with the "torturer problem" and the "praetorian problem" and attempt to develop democratic values and processes. Disillusionment with democracy, Huntington argues, is necessary to consolidating democracy. He concludes the book with an analysis of the political, economic, and cultural factors that will decide whether or not the third wave continues. Several "Guidelines for Democratizers" offer specific, practical suggestions for initiating and carrying out reform. Huntington's emphasis on practical application makes this book a valuable tool for anyone engaged in the democratization process. At this volatile time in history, Huntington's assessment of the processes of democratization is indispensable to understanding the future of democracy in the world.
