Book excerpt: The United States Navy Chief of Naval Operations Assessment Division (N81) is responsible for planning long-range capital expenditure on ships, submarines and aircraft. This planning is complicated, involves billions of dollars over decades, and determines future Navy capability. Navy force structure analysts have to balance: yearly budgets; requirements, current inventory, and procurement options for ships, submarines, and aircraft; and capacity and workforce levels of shipyards and factories. N81 Navy analysts currently use the Extended Planning Annex/Total Obligated Authority (a spreadsheet that estimates the financial impact of any complete future plan) to assist them with their complex planning. The Capital Investment Planning Aid (CIPA) is a prototypic optimization model, limited in scale, previously developed to demonstrate the benefits of augmenting EPA/TOA with optimization. This thesis introduces Generalizing Procurement Planning for Naval Ships and Aircraft (GENSA), which extends CIPA. GENSA is tested with a 30-year planning horizon with 29 mission areas, 45 ship classes, 39 aircraft types, 13 production facilities, and four categories of money. A current base case and an excursion demonstrate GENSA can be used to address exigent issues optimally.

Without CIPA, such alternatives must be manually assembled-a slow, laborious, demanding task fraught with opportunities for clerical error. CIPA offers a graphical interface to organize planning data, accepts ad hoc manual guidance, optimally completes the missing details of any alternate scenario in a second or two, displays its recommendations and their consequences, and provides scenario cataloging and comparison tools. CIPA reduces to minutes the planning cycle from exigent question to exploratory scenarios to PowerPoint slides displaying results. This document describes the planning environment into which CIPA has been introduced, how CIPA works, and shows how CIPA is used.

Book excerpt: Rising procurement costs for Navy ships have recently emerged as a matter of concern for both Navy officials and some Members of Congress who track Navy-related issues. Combined with constraints on ship-procurement funding, these rising costs have caused the Navy to reduce planned ship procurement rates. The issue for Congress is how to respond to rising Navy ship procurement costs. Aside from reducing planned ship procurement rates, one option would be to reduce procurement costs by shifting from currently planned designs to designs with lower unit procurement costs. Lower cost designs for attack submarines, aircraft carriers, larger surface combatants, and smaller surface combatants have been proposed in recent reports by the Congressional Budget Office (CBO), DoD's Office of Force Transformation (OFT), and the Center for Strategic and Budgetary Assessments (CSBA). Options for lower cost designs can be generated by reducing ship size; shifting from nuclear to conventional propulsion; shifting from a hull built to military survivability standards to a hull built to commercial ship survivability standards; or using a common hull design for multiple classes of ships. Compared to the current Virginia-class, nuclear-powered attack submarine (SSN) design, lower cost options include a non-nuclear-powered submarine equipped with an air-independent propulsion (AIP) system and a reduced-cost SSN design using new technologies now being developed. Compared to today's large, nuclear-powered aircraft carriers, lower cost options include a medium-sized, conventionally powered carrier based on either the LHA(R) amphibious assault ship design or a commercial-like hull, and a small, high-speed carrier using a surface effect ship (SES)/catamaran hull. Compared to the current 14,000-ton DD(X) destroyer design, lower cost options include a newly designed 9,000-ton surface combatant (SC(X)), a 6,000-ton frigate (FFG(X)), or a low-cost gunfire support ship.

For Department of Defense (DOD) procurement programs, the full funding policy requires the entire procurement cost of a usable end item (such as a Navy ship) to be funded in the year in which the item is procured. Congress imposed the full funding policy on DOD in the 1950s to strengthen discipline in DOD budgeting and improve Congress's ability to control DOD spending and carry out its oversight of DOD activities. Under incremental funding, a weapon's cost is divided into two or more annual increments that Congress approves separately each year. Supporters could argue that using it could avoid or mitigate budget spikes associated with procuring very expensive ships such as aircraft carriers or "large-deck" amphibious assault ships. Opponents could argue that using it could make total ship procurement costs less visible and permit one Congress to budgetarily "tie the hands" of future Congresses. Under advance appropriations, Congress makes a one-time decision to fund the entire procurement cost of an end item. That cost can then be divided into two or more annual increments that are assigned to (in budget terminology, "scored in") two or more fiscal years. Supporters could argue that using advance appropriations could avoid or mitigate budget spikes without some of the potential disadvantages of incremental funding. Opponents could argue that advance appropriations retains (or even expands) a key potential disadvantage of incremental finding -- that of tying the hands of future Congresses. Using incremental funding or advance appropriations could, under certain circumstances, marginally reduce the cost of Navy ships. Under certain other circumstances, however, it could increase costs. Options for Congress include maintaining current ship-procurement funding practices; strengthening adherence to the full funding policy; increasing the use of incremental funding; beginning to use advance appropriations; and transferring lead-ship detailed design and nonrecurring engineering costs to the research and development account. Arguments could be made in support of or against each of these options. This report will be updated as events warrant.
