This paper reviews the historical context for the Niagara Escarpment Biosphere Reserve, the Niagara Escarpment Plan as the implementing tool for the Reserve, and land use issues in the Escarpment area. It discusses four issues related to environment versus development: mineral resource extraction, lot creation in rural areas, urban sprawl, and clash of urban/rural values. It concludes with a discussion on public and private issues in the Escarpment.
