Book excerpt: This book presents a comparative history of slavery and the transition from slavery to free labour in Zanzibar and Mauritius, within the context of a wider comparative study of the subject in the Atlantic and Indian Ocean worlds. Both countries are islands, with roughly the same size of area and populations, a common colonial history, and both are multicultural societies. However, despite inhabiting and using the same oceanic space, there are differences in experiences and structures which deserve to be explored. In the nineteenth century, two types of slave systems developed on the islands – while Zanzibar represented a variant of an Indian Ocean slave system, Mauritius represented a variant of the Atlantic system – yet both flourished when the world was already under the hegemony of the global capitalist mode of production. This comparison, therefore, has to be seen in the context of their specific historical conjunctures and the types of slave systems in the overall theoretical conception of modes of production within which they manifested themselves, a concept that has become unfashionable but which is still essential. The starting point of many such efforts to compare slave systems has naturally been the much-studied slavery in the Atlantic region which has been used to provide a paradigm with which to study any type of slavery anywhere in the world. However, while Mauritian slavery was 100 per cent colonial slavery, slavery in Zanzibar has been described as ‘Islamic slavery’. Both established plantation economies, although with different products, Zanzibar with cloves and Mauritius with sugar, and in both cases, the slaves faced a potential conflictual situation between former masters and slaves in the post-emancipation period.

While most neighbouring states have gone through violent conflicts, Tanzania has managed to implement extensive reforms without armed political conflicts, Hence, Tanzania is an interesting case for Peace and Development research. This dissertation analyses the political development in Tanzania since the introduction of the multiparty system in 1992, with a focus on the challenges for the democratisation process in connection with the 2000 and 2005 elections. The question of to what extent Tanzania had moved towards a consolidation of democracy, is analysed by looking at nine different institutions of importance for democratisation grouped in four spheres: the state, the political, civil and economic society. Focus is on the development of the political society, and the role of the opposition in particular. The analysis is based on secondary and primary material collected between September 2000 to April 2010. The main conclusion is that even if the institutions of liberal democracy have gradually developed, in practice single-party rule has continued, manifested in the 2005 election when the CCM won 92% of seats. Despite impressive economic growth, poverty remains deep and has not been substantially reduced. On a theoretical level this brings the old debate between liberal and substantive democracy back to the fore. Neither the economic nor the political reforms have brought about a transformation of the political and economic system resulting in the poor majority gaining substantially more political influence and improved economic conditions. Hence, it is argued that the interface between the economic, political and administrative reforms has not been sufficiently considered in the liberal democratic tradition. Liberal democracy is necessary for a democratic development, but not sufficient for democracy to be consolidated. For that a substantive democratic development is necessary.

In Oman, a historical seafaring nation on the south-eastern corner of the Arabian Peninsula, a culture of agreement that accommodates the interests of everyone has developed around the division of scarce water resources. Life in the arid inland of the Omani Hajar mountains would not have been possible without water. Irrigation channel (falaj) construction is extremely old and skilful therein. Local practices evolved around the division of water and land on the basis of fairness. The community would be best served by inclusion and the avoidance of conflict. A specific Islamic school called Ibadi arrived at Oman early on in the eighth century. Ibadi scholars conserved local practices. Consultation and mediation by sheikhs and the religious leader, Imam, became the law of the land. The Omanis were known as the People of Consultation, Ahl Al Shura. In time, the practice of inclusive agreements would extend far beyond the village level, affecting Oman ́s foreign policy under Sultan Qaboos. Oman ́s water diplomacy succeeded in uniting the contestants of the Middle East Peace Process in the 1990s to work together on common problems of water desalination.

Book excerpt: In this monograph, Roberta Morano re-examines one of the foundational works of the Omani Arabic dialectology field, Carl Reinhardt’s Ein arabischer Dialekt gesprochen in ‘Oman und Zanzibar (1894). This German-authored work was prolific in shaping our knowledge of Omani Arabic during the twentieth century, until the 1980s when more recent linguistic studies on the Arabic varieties spoken in Oman began to appear. Motivated by an urgent need to expand and reinforce our understanding of Omani Arabic, the book provides a linguistic analysis of the Omani vernacular spoken in the al-ʿAwābī district (northern Oman), based on the speech of fifteen informants recruited throughout the area. It also provides a comparative analysis of the new data with that collected by Carl Reinhardt in 1894. This comparison enables the reader to appreciate the extent of diachronic linguistic variation in the region, and also sheds light on the threats that such variation poses to Omani-specific linguistic features. Organised in four chapters, the book presents a sociolinguistic analysis of the Omani linguistic landscape followed by an examination of the phonology, morphology, and syntax of the al-ʿAwābī vernacular. Each chapter contains primary data collected by the author in situ compared, when applicable, with Carl Reinhardt’s materials.
