Realizing the need for an objective approach to this concern, Mr. R. A. Horn; former director of the Division of Special Education, encouraged the development of a plan for the study. Through the cooperation of the Ohio Department of Health, a federal grant was made available for the study and the project was begun in the spring of 1964 in the Columbus Public Schools.
