Book excerpt: This Multi-level Governance Series study focuses on Ukraine's advances in regional development, territorial reform and decentralisation since 2014. The Government launched a reform to merge local governments and strengthen the decentralisation process, giving additional power and resources to sub-national authorities. In a short period, successful steps have been taken toward achieving municipal mergers and greater fiscal, administrative and political decentralisation, complemented by the State Strategy for Regional Development 2015-2020. The first local elections have been held and more public services are being delivered by certain local authorities. Yet, important challenges remain, ranging from a need to address rising disparities and adjusting multi-level governance practices and territorial structures, to better structuring fiscal decentralisation. This report addresses regional performance and disparities in Ukraine, provides insight into Ukraine's current territorial reform and approach to decentralisation, explores the impact of fiscal decentralisation measures, and includes a case study of the transport sector. It also provides a set of recommendations for action to support Ukraine in meeting the conditions for successful decentralisation.

They provide not just jobs but a whole range of public, cultural, social and consumption amenities. Transport is what connects people to these opportunities and cities provide access with varying degrees of success – especially when it comes to modes of transport that favour a green transition. This report argues that building sustainable transport networks for accessible cities requires a holistic planning approach, a sound institutional framework, reliable sources of funding, strong governmental capacity, and should build on community engagement.

Book excerpt: Even before achieving victorious peace in the war against the Russian aggressor, the process of economic recovery has begun in Ukraine. The purpose of this monograph is to explore the possibilities of the post-war revival of the main sectors of the Ukraine’s economy based on positive world experience and advanced technologies. To obtain practically applicable results, highly qualified researchers from various universities and research centres of Ukraine were involved. The main focus of the monograph is the study of the problems of the transformation and post-war reconstruction of the economy and it is mainly intended for potential practical participants in these processes. However, the authors are convinced that it will be interesting and useful to all researchers analysing the transformations of complex economic systems. Methodological approaches and practical recommendations can be adapted to the specifics of a country that is solving the problems of transformation and building an economic model that would correspond to new geostrategic realities.

Available in PDF, EPUB and Kindle. Book excerpt: Resilience has emerged as a key concept in EU foreign policy. The policy debate around this concept has been vigorous, but theoretical attempts to develop the concept are few. Covering fields of strategical importance, such as economic governance; growth and sustainable development; energy, environment and climate action; education, the labour market, and foreign affairs, this book is one of the first attempts to profoundly theorise the concept of ‘resilience’ in international relations by looking at several policy areas and countries. Faced with multiple crises (the economic crisis, the Brexit referendum, the refugee crisis, terrorist attacks, geopolitics such as events in the Ukraine), and challenges with its integration process, the European Union needs to become not only more intelligent, more inclusive and more sustainable, but also more resilient and more capable of reacting to different internal and external shocks. This book integrates a systemic assessment of the regions’ specific shocks and risks in relation to internal vulnerabilities (i.e. structural economic, social, institutional and political fragility) and to their long and medium-term impact on the stability, security and sustainable development in the region.

Available in PDF, EPUB and Kindle. Book excerpt: Cosmopolitan Spaces in Odesa: A Case Study of an Urban Context is the first book to explore Odesa’s cosmopolitan spaces in an urban context from the nineteenth to twenty-first centuries. Leading scholars shed new light on encounters between Jewish, Ukrainian, and Russian cultures. They debate different understandings of cosmopolitanism as they are reflected in Odesa’s rich multilingual culture, ranging from intellectual history and education to music, opera, and literature. The issues of language and interethnic tensions, imperialist repression, and language choice are still with us today. Moreover, the book affords a historical view of what lay behind the Odesa myth, as well as insights into the Jewish and Ukrainian cultural revivals of the early twentieth century.

Available in PDF, EPUB and Kindle. Book excerpt: This edited volume focuses on the links between the ongoing crisis in and around Ukraine, regional diversity, and the reform of decentralization. It provides in-depth insights into the historical constitution of regional diversity and the evolution of center-periphery relationships in Ukraine, the legal qualification of the conflict in Eastern Ukraine, and the role of the decentralization reform in promoting conflict resolution, as well as modernization, democratization and European integration of Ukraine. Particular emphasis lies on the securitization of both regional diversity issues and territorial self-government arrangements in terms of Russia’s support for self-proclaimed Donetsk and Luhansk People’s Republics. The volume captures the complexity of contemporary “hybrid” conflicts, involving both internal and external aspects, and the hybridization and securitization of territorial self-governance solutions. It thus provides an important contribution to the debate on territorial self-government and conflict resolution.
