Book excerpt: The Occupational Pensions Regulatory Authority (Opra) was established in 1996, under the Pensions Act 1995, in order to regulate occupational pension schemes. This report examines Opra's role in safeguarding the provision of work-based pension schemes and looks at its activities to improve their governance. The report's finds that there are gaps in the current regulatory arrangements to address risks, and there is currently no body that has an overarching regulatory role, unlike in other countries such as the Republic of Ireland and the Netherlands. Although the work of Opra has helped improve the running of pension schemes, there is limited information available to evaluate outcomes. It has taken Opra a long time to develop their approach to identifying high risk schemes. The report makes a number of recommendations including the need: for substantial surveys in order to identify risks to pension scheme members; to clarify Opra's regulatory functions and objectives; and to develop distinct regulatory approaches for different types of schemes.

Book excerpt: The Government Actuary's Department has carried out a major survey of occupational pension schemes in the United Kingdom every four to five years since 1956. The survey determine the extent to which employees in the United Kingdom are covered by occupational pension schemes and analyse the nature of the benefits provided, the contributions paid and other pension topics of interest to the government, employers and employees. The survey is based on information obtained from a large and comprehensive sample of pension schemes. This is the tenth survey in this series. Date relating to 1995 was collected. The survey shows that around 10.3 million employees in the United Kingdom were members of an occupational pension scheme run by their employer in 1995, representing around 46 per cent of all employees in employment. Around 7.5 million people were in receipt of at least one pension from an occupational pension scheme in 1995 and about 7 million people had a right, on reaching pension age, to a preserved pension in respect of a former employment. Around 8.9 million employees were members of defined benefit occupational schemes, and 1.1 million were members of defined contribution occupational schemes. A further 0.3 million were members of hybrid arrangements. Around 9 million employees are contracted-out of the state earnings related pension scheme, with 1.3 million not contracted out. The survey methodology, a copy of the questionnaire and a glossary are included as appendices.

This paper takes stock of the adequacy of the system and highlights its challenges. Chile’s defined contribution system was quite influential when introduced, and was taken as an example by other countries. However, it is now delivering low replacement rates relative to OECD peers, as its parameters did not adapt over time to changing demographics and global returns, while informality persists in the labor market. In the absence of reforms, the system’s inability to deliver adequate outcomes for a large share of participants will continue to magnify, as demographic trends and low global interest rates will continue to reduce replacement rates. In addition, recent legislation allowing for pension savings withdrawals to counter the effects from the COVID-19 pandemic, is projected to further reduce replacement rates and increase fiscal costs. A substantial improvement in replacement rates is feasible, via a reform that raises contribution rates and the retirement age, coupled with policies that increases workers’ contribution density.
