At the request of the National Aeronautics and Space Administration, the National Research Council convened a committee to examine the scientific accomplishments that have resulted from space-based observations. This book describes how the ability to view the entire globe at once, uniquely available from satellite observations, has revolutionized Earth studies and ushered in a new era of multidisciplinary Earth sciences. In particular, the ability to gather satellite images frequently enough to create "movies" of the changing planet is improving the understanding of Earth's dynamic processes and helping society to manage limited resources and environmental challenges. The book concludes that continued Earth observations from space will be required to address scientific and societal challenges of the future.

The European Network for the development of Advanced Models to interpret Optical Remote Sensing data over terrestrial environments (ENAMORS) is a consortium of academic and research institutions involved in methodological research and in applications of remote sensing techniques for Earth Observation. It was supported initially through a Concerted Action from the Environment and Climate Research and Technology Development Program in the 4th Framework Program of the European Commission. Its activities include the organization of international scientific conferences, the first of which took place in Tuusula, Finland, from September 17 to 19, 1997. This book contains the proceedings of that conference and effectively summarizes the discussions and conclusions reached by the participants. The title of this meeting was ‘Optical Remote Sensing of Terrestrial Surfaces: New Sensors, Advanced Algorithms, and the Opportunity for Novel Applications’. It aimed at assembling representatives from the policy maker, remote sensing research and end-user communities, as well as from national and international space agencies and aerospace industries. Together, they discussed the need for R&D support, as well as the contents and priorities of such a program in this economic sector during the period covered by the 5th Framework Program (1999--2002).

Until recently NASA had no formal mechanism for determining whether those missions should be extended or whether the resources necessary for the extension should be applied to new missions. In August 2004, when NASA merged Earth and space sciences, the agency began using the Science Review process to make those extension determinations. NASA had asked the NRC to assess extension review processes, and after the merger, this study focused on the Science Review process. This report presents an assessment of that process and provides recommendations for adapting it to Earth Science missions.

Earth observations provide the foundation for critical scientific advances and environmental data products derived from these observations are used in resource management and for an extraordinary range of societal applications including weather forecasts, climate projections, sea level change, water management, disease early warning, agricultural production, and the response to natural disasters. As the complexity of societal infrastructure and its vulnerability to environmental disruption increases, the demands for deeper scientific insights and more actionable information continue to rise. To serve these demands, NASA's ESD is challenged with optimizing the partitioning of its finite resources among measurements intended for exploring new science frontiers, carefully characterizing long-term changes in the Earth system, and supporting ongoing societal applications. This challenge is most acute in the decisions the Division makes between supporting measurement continuity of data streams that are critical components of Earth science research programs and the development of new measurement capabilities. This report seeks to establish a more quantitative understanding of the need for measurement continuity and the consequences of measurement gaps. Continuity of NASA's Earth's Observations presents a framework to assist NASA's ESD in their determinations of when a measurement or dataset should be collected for durations longer than the typical lifetimes of single satellite missions.

To assist NASA, NOAA, and the USGS develop these tools, the NRC was asked by these agencies to carry out a decadal strategy survey of Earth science and applications from space. In particular, the study is to develop the key scientific questions on which to focus Earth and environmental observations in the period 2005-2015, and a prioritized list of space programs, missions, and supporting activities to address these questions. This interim report outlines a key element of the studyâ€"the rationale for tying Earth observations to societal needâ€"and identifies urgent near-term actions needed to achieve this goal. A final report, due in late 2006, will provide the list of recommended space missions, programs, and supporting.
