Book excerpt: The biggest challenge involves striking the right balance between meeting the energy needs of economic development and the need to protect and preserve the environment. [...] Given the direct correlation between economic growth and the increase in the NWT's greenhouse gas emissions, it is recognized that the goals and actions in the NWT Greenhouse Gas Strategy need to be generally consistent with broader energy and A. Veitch/GNWT economic strategies and plans. [...] In 1999, the GNWT initiated the development of the NWT Greenhouse Gas Strategy with the participation of a broad range of stakeholders. Book excerpt: The world's nations are moving toward agreements that will bind us together in an effort to limit future greenhouse gas emissions. With such agreements will come the need for all nations to make accurate estimates of greenhouse gas emissions and to monitor changes over time. In this context, the present book focuses on the greenhouse gases that result from human activities, have long lifetimes in the atmosphere and thus will change global climate for decades to millennia or more, and are currently included in international agreements. The book devotes considerably more space to CO2 than to the other gases because CO2 is the largest single contributor to global climate change and is thus the focus of many mitigation efforts. Only data in the public domain were considered because public access and transparency are necessary to build trust in a climate treaty. The book concludes that each country could estimate fossil-fuel CO2 emissions accurately enough to support monitoring of a climate treaty. However, current methods are not sufficiently accurate to check these self-reported estimates against independent data or to estimate other greenhouse gas emissions. Strategic investments would, within 5 years, improve reporting of emissions by countries and yield a useful capability for independent verification of greenhouse gas emissions reported by countries.

Book excerpt: This report summarizes the work completed by a working committee formed to develop a strategy to control greenhouse gas (GHG) emissions in the Northwest Territories. After an introduction on the importance of this effort, section 2 describes the approach used and lists priority GHG initiatives for further analysis. Section 3 describes the specific initiatives developed by the committee and their expected impact on GHG emissions, the public, and the economy. These initiatives fall under three groups: public education & outreach, energy management, and shifts in energy use. The final section summarizes the proposed initiatives, their order-of-magnitude costs, percent reduction in GHG emissions, and significant impacts.

Available in PDF, EPUB and Kindle. Book excerpt: The world is getting warmer. Among scientists concerned with global climate change this is the broad consensus. How fast and by how much, are questions which cannot be answered quantitatively, but the probability of rising temperatures must be faced in a prudent manner - there is enough certainty of change so that we must anticipate and prepare before irreparable damage is done to our world. Even if it isn't going to be as bad as some people think, the actions we propose will benefit the earth and give us a kind of insurance. The root of the change is population growth, and its attendant demand for energy. While the developed world expects to hold future emissions relatively steady, the developing countries, where population growth is most rampant, will expand the use of energy as they aspire to a better quality of life. H greater energy use is inevitable it behooves us to produce that energy in the least objectionable manner, and to produce it where the cost is lowest in dollars, GNP, and environmental change.

Summarizes the GHG control policies in effect or under consideration in the European Union and various other large countries. It emphasizes how particular trade-sensitive sectors may be treated in the context of each national program. All countries examined have in place, or are developing, some enforceable policies that serve to reduce GHG emissions. The wealthiest countries have all taken on GHG limitation or reduction targets under the Kyoto Protocol. Some of the emerging economies have voluntarily stated GHG targets, though none have yet accepted legally binding obligations in an international agreement. All have policies that affect carbon dioxide emissions. Charts and tables.

Book excerpt: Climate change is fundamentally changing ecosystems and their fire conditions, and the 2023 fire season highlighted the urgency of developing and implementing solutions to address wildland fires. Wildland fires transfer carbon between the land and the atmosphere through emissions of greenhouse gases (GHGs), along with other gasses and particles. Though fires can be a natural part of healthy, evolving ecosystems, large, uncontrolled wildland fires can have devastating consequences to human health, communities, and biodiversity. Human-driven changes in wildland fire regimes have the potential to increase GHG emissions at a scale that could inhibit global efforts to achieve net-zero GHG emissions in the coming decades. The National Academies of Sciences, Engineering, and Medicine convened a workshop on September 13-15, 2023, to identify opportunities to improve measurements and model projections of GHG emissions from wildland fires and discuss management practices that could be incorporated into current and future action plans. Participants emphasized the importance of learning from historic and current Indigenous fire management practices and centering Indigenous voices and leadership across all stages of fire management. Different global ecosystems - particularly temperate, boreal, and tropical biomes - have been impacted by climate and land use changes where historical fire regimes and the carbon balance have been disrupted. However, discussions highlighted the diverse set of available regionally differentiated and ecosystem-appropriate mitigation strategies. With improved understanding of fires and their GHG emissions, better information for mitigation and management, and incorporation of wildfire GHG emissions into national accounting mechanisms, practitioners, communities, and decision makers will be better equipped to prepare, adapt, and respond to future wildland fires.

At the same time, these businesses are discovering that effective greenhouse gas management can enhance their brands, motivate employees, increase operational efficiencies, and save money. This guide walks readers through the key activities that make up a greenhouse gas management program, including measuring, reducing, and offsetting emissions and developing a communications strategy around the program. Throughout, case studies of over fifty leading businesses from around the world highlight innovation and solutions to common challenges, and further resources are provided for each section. While this guide was developed primarily for the business community, many of the greenhouse gas management practices explored can also be used by other organizations that wish to reduce their climate impact, including government agencies, municipalities, non-governmental organizations and educational institutions.
