The Radiance of France asks how it happened that technological prowess and national glory (or “radiance,” which also means “radiation” in French) became synonymous in France as nowhere else. To answer this question, Gabrielle Hecht has forged an innovative combination of technology studies and cultural and political history in a book that, as Michel Callon writes in the new foreword to this edition, “not only sheds new light on the role of technology in the construction of national identities” but is also “a seminal contribution to the history of contemporary France.” Proposing the concept of technopolitical regime as a way to analyze the social, political, cultural, and technological dynamics among engineering elites, unionized workers, and rural communities, Hecht shows how the history of France's first generation of nuclear reactors is also a history of the multiple meanings of nationalism, from the postwar period (and France's desire for post-Vichy redemption) to 1969 and the adoption of a “Frenchified” American design. Drawing on research conducted in collaboration with the French Institute for Radiological Protection and Nuclear Safety (IRSN), the ideas that are put forward rely on a review of the practices of specialists in human and organizational factors concerning nuclear safety. The author shows that the French approach depends on maintaining a technical dialogue between the regulatory authority (ASN), IRSN and nuclear operators. This method of risk management is known as "French cooking" in the Anglo-Saxon world, where a more formal regulatory approach is taken. It addresses the sizing of France’s nuclear forces, technological assistance to countries with nuclear weapons programs, uranium prospection, nuclear testing, its health effects and protests against it, as well as plans to prevent and manage accidents in nuclear power plants. It is based on new questions and new sources from France and abroad. The chapters in this volume show how independent and interdisciplinary scholarship free from conflicts of interests can uniquely advance our understanding of nuclear history and politics. This is the case because it does not treat the categories and judgments of official discourse as neutral starting points of the analysis. This volume is based on untapped primary sources from France, the UK, the US, India, South Africa and Iran, on a new assessment of the health consequences of French nuclear testing in Polynesia thanks to a modern atmospheric particle transport code coupled with historical weather data, open-source information about radioactive debris (“mushroom”) clouds, as well as data on the composition and particle sizes of the fallout; and on new survey data about French knowledge of and attitudes towards nuclear weapons and nuclear energy. They show notably that the first generation of French nuclear forces lacked technical credibility despite reliance on outside help. Several French officials knew this, as did France's allies and adversaries. Moreover, French strategic collaborations associated to nuclear programs extended to India and South Africa; nuclear safety regulations changed fundamentally after the Cold War, and approximately 110,000 people, i.e. 90% of the French Polynesian population in the 1970s, could have received doses that would qualify them for compensation according to French law. The volume will be of interest to scholars and students of history, politics, international relations, military history, war studies, conflict and global governance. Most of the chapters in this book were originally published as a special issue in Cold War History. A few chapters were first published in the Nonproliferation Review, Diplomacy & Statecraft and Science & Global Security.

Book excerpt: A NATO workshop was held in September 2007 under the Security through Science framework to consider the current challenges in regulation of the nuclear legacy. The overall objective was to share East-West competence and experience in radiation protection and nuclear safety supervision of installations built during the cold war, particularly in relation to regulatory strategies for safe decommissioning of unique or unusual nuclear facilities and remediation activities. There were over 60 participants from 8 countries as well as representatives from the International Commission on Radiological Protection, the International Atomic Energy Agency and NATO. The organisations involved included regulatory authorities, operators and technical support organizations. The new Russian Federation Unified State Programme for Handling Spent Fuel and Radioactive Waste was introduced and the steps necessary to set this up as a comprehensive programme of activities were described. Some waste management sites are in a poor state. Legacy management experience was provided from the UK, France and the USA. Information was provided on methods for site characterisation and separation of wastes into exempt, low-level and intermediate level waste, and the complication of dealing at the same time with chemical hazards, such as beryllium. Strategies for contaminated site management were also explained and the associated risk assessment methods outlined. The Russian Federation has responsibility to manage its own nuclear legacy. But it is also one of several countries in the global network of nuclear activities. Harmonisation of approaches is valuable in building future cooperation, but local conditions may influence the best local solution. Accordingly, future exchanges, such as those provided for by this workshop, should be encouraged. There are many complex issues to be addressed and they cannot all be solved at once. Clear recognition of the major threats, as well as weakness in regulatory processes, can be useful in directing future resources. However, at this stage it is clear that there are specific regulatory issues to address as well as a need to maintain development of an enhanced overall safety culture. Such guidance needs to be thoroughly based on the best use of scientific and technical information. At the same time, part of the solution relates to policy issues and value judgements, and so broader interaction among regulators, operators and other stakeholders is to be encouraged.
