Book excerpt: Since the military draft ended in 1975, newly commissioned officers haveincluded increasing numbers of minorities and women. These officers must beretained and promoted for the senior officer ranks to become as diverse asthe junior officer ranks are today. This report examines whether minorityand women officers obtain these promotions and choose to continue in theircareers at the same rate as other officers. The authors conducted tworesearch efforts: analyzing personnel records and interviewing midcareerofficers, personnel managers, and promotion board members individually andin focus groups. Results for minorities other than blacks were limited dueto small sample sizes. White women were found to be less likely to reachhigher officer ranks than were men, mostly because they chose to leave themilitary between promotions. Black male and black female officers generallyfailed promotions in higher proportions than did white males, but were morelikely to stay in the military between promotions. The interviews and focusgroups revealed different perceptions about careers: Black officers seemedto have greater difficulty forming all-important peer and mentorrelationships and overcoming initial expectations of lower performance.Women's careers have been affected by limited occupational opportunities,inconsistent acceptance of their role as military officers, harassment, andfamily conflicts.

As a result, states have dramatically increased women’s numbers, and improved gender equality by removing a number of restrictions. Yet despite changes and initiatives on both domestic and international levels to integrate gender perspectives into the military, not all states have improved to the same extent. Some have successfully promoted gender integration in the ranks by erasing all forms of discrimination, but others continue to impede it by setting limitations on equal access to careers, combat, and ranks. Why do states abandon their policies of exclusion and promote gender integration in a way that women’s military participation becomes an integral part of military force? By examining twenty-four NATO member states, this book argues that civilian policymakers and military leadership no longer surrender to parochial gendered division of the roles, but rather support integration to meet the recruitment numbers due to military modernization, professionalization and technological advancements. Moreover, it proposes that increased pressure by the United Nations to integrate gender into security and NATO seeking standardization and consistency on the international level, and women’s movements on the domestic level, are contributing to greater gender integration in the military. Winner of the 2015 ERGOMAS "Best Book in Civil-Military Relations" Award.

Task Force Charter On February 5, 2004, Secretary of Defense Donald Rumsfeld directed the Under Secretary of Defense for Personnel and Readiness, Dr. David S.C. Chu, to undertake a 90-day review of all sexual assault policies and programs among the Services and DoD, and recommend changes necessary to increase prevention, promote reporting, enhance the quality and support provided to victims, especially within combat theaters, and improve accountability for offender actions. Review Methodology On February 13, 2004, the Under Secretary of Defense for Personnel and Readiness established an eight member Department of Defense Care for Victims of Sexual Assaults Task Force. The Task Force formulated a review plan, which included the following: Request and analyze sexual assault incidence and demographic data from the Services. Request and assess current DoD-wide, Service-wide and Combatant Command-wide sexual assault policies and programs. Perform literature review on sexual assault, including review of prior studies and reports on DoD sexual assault and related programs. Discuss sexual assault prevention, reporting, response, and disposition issues with commanders, non-commissioned officers, junior enlisted personnel, service providers (medical, mental health, victim advocate, victim witness advocate, chaplains, law enforcement, investigative agencies, and legal personnel), and victims. Consult with subject matter experts within the Department of Defense, other federal agencies, civilian experts, and sexual assault support organizations about matters that should inform our review with respect to prevention, reporting, response, and disposition of sexual assault cases.

In this provocative book Lorry M. Fenner, an active-duty Air Force intelligence officer, calls for opening all aspects of military service to women. Marie deYoung, a former Army chaplain, argues that keeping women out of combat is in the best interests of both sexes and crucial to the effectiveness of the military as a whole. Fenner bases her argument for inclusion of women on the idea that democracies require all citizens to compete in public endeavor and share in civic obligation. She contends that, historically, reasons for banning women from combat have been culturally biased. She argues that membership in a combat force should be based on capability judged against appropriate standards. Moreover, she maintains that excluding women hampers the diversity and adaptability that by necessity will characterize the armed forces in the twenty-first century. In contrast, deYoung declares that the different physical fitness standards for men and women would, in combat, lower morale for both sexes and put women at risk of casualty. Further, she contends that women have neither the physical or emotional strength to endure the overall brutality of the combat experience. She also asserts that calls for lifting the combat ban are politically motivated and are inconsistent with the principles of American democracy and the mission of national defense.
