Available in PDF, EPUB and Kindle. Book excerpt: Compared to other large engineering projects, geologic repositories for high-level waste present distinctive challenges because: 1) they are first-of-a-kind, complex, and long-term projects that must actively manage hazardous materials for many decades: 2) they are expected to hold these hazardous materials passively safe for many millennia after repository closure; and 3) they are widely perceived to pose serious risks. As is the case for other complex projects, repository programs should proceed in stages. One Step at a Time focuses on a management approach called "adaptive staging" as a promising means to develop geologic repositories for high-level radioactive waste such as the proposed repository at Yucca Mountain, Nevada. Adaptive staging is a learn-as-you-go process that enables project managers to continuously reevaluate and adjust the program in response to new knowledge and stakeholder input. Advice is given on how to implement staging during the construction, operation, closure, and post-closure phases of a repository program.

Available in PDF, EPUB and Kindle. Book excerpt: Spent nuclear fuel -- considered very hazardous -- is accumulating at commercial reactor sites in 33 states. The Nuclear Waste Policy Act of 1982 directs the Dept. of Energy (DoE) to dispose of this waste in a repository at Yucca Mountain, Nevada. In June 2008, DoE submitted a license application for the repository, but in March 2010 moved to withdraw it. However, the NRC or the courts could compel DoE to resume the licensing process. This report examines: (1) the basis for DoE's decision to terminate the Yucca Mountain program; (2) the termination steps DoE has taken and their effects; (3) the major impacts if the repository were terminated; and (4) the principal lessons learned. Charts and tables. This is a print on demand report.

Book excerpt: The United States currently has no place to dispose of the high-level radioactive waste resulting from the production of the nuclear weapons and the operation of nuclear electronic power plants. The only option under formal consideration at this time is to place the waste in an underground geologic repository at Yucca Mountain in Nevada. However, there is strong public debate about whether such a repository could protect humans from the radioactive waste that will be dangerous for many thousands of years. This book shows the extent to which our scientific knowledge can guide the federal government in developing a standard to protect the health of the public from wastes in such a repository at Yucca Mountain. The U.S. Environmental Protection Agency is required to use the recommendations presented in this book as it develops its standard.

Book excerpt: Statement of Mark Gaffigan, Mng. Dir., Natural Resources and Environment, GAO. The U.S. has generated over 75,000 metric tons of spent nuclear fuel and high-level nuclear waste -- extremely hazardous substances -- at 80 sites in 35 states and is expected to more than double that amount by 2055. The Nuclear Waste Policy Act of 1982 (NWPA) required the Dept. of Energy (DOE) to investigate a geologic repository for nuclear waste. In 1987, Congress amended NWPA to direct DOE to focus on a repository at Yucca Mountain, NV. In 2008, DOE submitted a license application for the repository but in March 2010 moved to withdraw it. However, the Nuclear Regulatory Comm. (NRC) or the courts -- as a result of federal lawsuits -- might compel DOE to resume the licensing process. GAO has reported on options for interim storage of this waste and the effects a Yucca Mountain termination could have on both commercial waste and DOE-managed waste. This testimony is based on that prior work and discusses (1) the status of the Yucca Mountain repository and national policy for nuclear waste disposal, (2) options for storing nuclear waste and their benefits and challenges, and (3) principal lessons that can be learned from past nuclear waste management efforts. Figures. This is a print on demand report.

This book was released on 2001 with total page 38 pages. Available in PDF, EPUB and Kindle. Book excerpt: Recognizing the critical need to address the issue of nuclear waste disposal, the Congress enacted the Nuclear Waste Policy Act of 1982 to establish a comprehensive policy and program for the safe, permanent disposal of commercial spent fuel and other highly radioactive wastes in one or more mined geologic repositories. In the act, the Congress stated that federal efforts to devise a permanent solution for disposing of radioactive waste had been inadequate. The act charged DOE with (1) establishing criteria for the recommendation of sites for repositories; (2) "characterizing" (investigating) three sites to determine each site's suitability for a repository; (3) recommending one suitable site to the President who, if he considers the site is qualified for a license application, submits a recommendation of such site to the Congress; and (4) upon approval of a recommended site, seeking a license from NRC to construct and operate a repository at the approved site. The act created the Office of Civilian Radioactive Waste Management within DOE to manage its nuclear waste program. When the act was passed, it was expected that a repository could be operational in 1998. Amendments to the act in 1987 directed DOE to investigate only the Yucca Mountain site. These amendments also established the Nuclear Waste Technical Review Board (the Board). The Board's decision is to review the technical and scientific validity of DOE's activities associated with investigating the site and packaging and transporting wastes, and to report its findings and recommendations to the Congress and DOE at least twice each year. The act does not require DOE to implement the Board's recommendations.

This book was released on 2001-06-11 with total page 156 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Waste Isolation Pilot Plant (WIPP) is a deep underground mined facility for the disposal of transuranic waste resulting from the nation's defense program. Transuranic waste is defined as waste contaminated with transuranic radionuclides with half-life greater than 20 years and activity greater than 100 nanocuries per gram. The waste mainly consists of contaminated protective clothing, rags, old tools and equipment, pieces of dismantled buildings, chemical residues, and scrap materials. The total activity of the waste expected to be disposed at the WIPP is estimated to be approximately 7 million curies, including 12,900 kilograms of plutonium distributed throughout the waste in very dilute form. The WIPP is located near the community of Carlsbad, in southeastern New Mexico. The geological setting is a 600-meter thick, 250 million-year-old saltbed, the Salado Formation, lying 660 meters below the surface. The National Research Council (NRC) has been providing the U.S. Department of Energy (DOE) scientific and technical evaluations of the WIPP since 1978. The committee's task is twofold: (1) to identify technical issues that can be addressed to enhance confidence in the safe and long-term performance of the repository and (2) to identify opportunities for improving the National Transuranic (TRU) Program for waste management, especially with regard to the safety of workers and the public. This is the first full NRC report issued following the certification of the facility by the U.S. Environmental Protection Agency (EPA) on May 18, 1998. An interim report was issued by the committee in April 2000 and is reproduced in this report. The main findings and recommendations from the interim report have been incorporated into the body of this report. The overarching finding and recommendation of this report is that the activity that would best enhance confidence in the safe and long-term performance of the repository is to monitor critical performance parameters during the long pre-closure phase of repository operations (35 to possibly 100 years). Indeed, in the first 50 to 100 years the rates of important processes such as salt creep, brine inflow (if any), and microbial activity are predicted to be the highest and will be less significant later. The committee recommends that the results of the on-site monitoring program be used to improve the performance assessment for recertification purposes. These results will determine whether the need for a new performance assessment is warranted. For the National TRU Program, the committee finds that the DOE is implementing many of the recommendations of its interim report. It is important that the DOE continue its efforts to improve the packaging, characterization, and transportation of the transuranic waste.

Book excerpt: Focused attention by world leaders is needed to address the substantial challenges posed by disposal of spent nuclear fuel from reactors and high-level radioactive waste from processing such fuel. The biggest challenges in achieving safe and secure storage and permanent waste disposal are societal, although technical challenges remain. Disposition of radioactive wastes in a deep geological repository is a sound approach as long as it progresses through a stepwise decision-making process that takes advantage of technical advances, public participation, and international cooperation. Written for concerned citizens as well as policymakers, this book was sponsored by the U.S. Department of Energy, U.S. Nuclear Regulatory Commission, and waste management organizations in eight other countries.

Book excerpt: This volume is one of five volumes shown in the table below that comprise the Safety Evaluation Report (SER). Each volume is to be published separately as it is completed; however, the volume number may not be published in sequence (e.g., Volume 3 is anticipated to be published before Volume 2). The SER volume number and section number of chapters within a volume, are based on the Yucca Mountain Review Plan (YMRP)1 that the U.S. Nuclear Regulatory Commission (NRC) staff used to guide its review of the license application. Use of SER section numbers that correspond to the YMRP section numbers facilitated the NRC staff's writing of the SER, allowing the interested reader to easily find the applicable review methods and acceptance criteria within the YMRP. The following table provides the topics and SER sections for each volume. The table will help the reader locate SER section cross-references in each volume.
