Le rapport de Daniel Cohen et Michèle Debonneuil affirme qu'une révolution industrielle est en marche aux Etats-Unis, sous l'effet des technologies de l'information et de la communication qui montent en régime, grâce à un effort de recherche et développement, à des moyens de financement appropriés et à la déréglementation des anciens monopoles. Leur diffusion, associée à la réorganisation des modes de production, suscite un regain de productivité. Ce mouvement s'était accompagné d'un élargissement des inégalités, qui parait actuellement marquer une pause, mais menace cependant d'engendrer une " fracture digitale ", tant l'accès à ces technologies est inégalement réparti. La France et l'Europe accusent dans la diffusion des TIC un retard de six à sept ans par rapport aux Etats-Unis. En outre, elles doivent acquérir la plupart de leurs investissements dans ces technologies à l'étranger (principalement aux Etats-Unis). Or, malgré la baisse très rapide des prix qui profite aux utilisateurs, les pays acheteurs pourraient moins bien tirer parti des nouvelles technologies que les pays producteurs, qui conservent des rentes et accumulent l'expérience. Dans le contexte de reprise qui se développe en Europe, un effort important doit donc être réalisé, non seulement dans la diffusion et l'assimilation des nouvelles technologies, mais aussi dans la R&D et la production. Le rapport principal s'appuie sur neuf contributions complémentaires. Il est discuté par Dominique Strauss-Kahn et Olivier Davanne.
