Despite record-high spending on social programs and unmatched coverage, the recent tendency of improvement in tackling poverty is rather ambiguous from the perspective of multidimensional poverty. The book covers access to clean energy (SDG7), resilient infrastructure and sustainable industrialization (SDG9), and safeguarding biodiversity (SDG15) by examining three megaproject case studies: the oil refinery Dos Bocas, the Interoceanic Corridor of the Isthmus of Tehuantepec, and the Maya Train, generating concern with the economic, environmental, and social dimensions of sustainable development. The prospects for an ‘enabling environment’ for SDG implementation are hampered by persistently high levels of homicides and impunity (SDG16). Turning Mexico’s Armed Forces into ‘first development partner of choice’ is problematized as regards their reach in infrastructure megaprojects and social welfare programs, in the overall context of the ‘de-risking state’ favoring private capital. The result, as determined by Villanueva Ulfgard, has led Mexico further astray from sustainable and transformative development.

In this book, Elena Block explores the political communication style developed by Chávez to transmit his ideologies and engage with his publics — A style that unfolded incrementally between 1998, the year of his first presidential campaign, and March 13th 2013 when his death was announced after a long struggle with cancer. What sort of political communication did Hugo Chávez develop to establish hegemony in Venezuela? What made him so popular? Block argues that Chávez’s political communication style can be better understood through the concept of mimetisation, a systematic sequence of communicational events and practices whereby the Venezuelan President managed to build a bond with his constituents. Applying a mixed qualitative method of collection and analysis of relevant data, this phenomenon is examined via the President’s emotional use of common cultural symbols; dramatized and informalised language; savvy use of communication and media, and boost of inclusive, compensatory, and participatory practices in which his constituents not only felt mimetically mirrored, but also endowed with an identity. Shedding new light on contemporary theories of populism from the perspective of political communication and identity construction, the notion of mimetisation can be adjusted and applied to study the links of populist phenomena, the mediatisation of politics and government, cultural appeal and identity politics in other cultures and situations in contemporary times.

In a region that has historically struggled to build systems of social protection, the effort to expand benefits was notable. Policies varied in scope and generosity, but in what seemed to signify a new era of state-building, Latin American democracies demonstrated a nearly uniform commitment to providing assistance to the poor. Why did some countries implement broader and more adequate programs than others and why did countries vary in their ability to sustain support over time? This Element argues that three factors explain cross-national and cross-temporal differences in policy effort: policy legacies, unified/divided government, and fiscal space. The study shows that in settings of crisis, the democratic politics of social policy expansion shift, with traditional factors like ideology and electoral competition playing a less central role.
