Four out of five immigrants in Iceland have come from EU and EFTA countries, although there has been a recent increase in humanitarian arrivals. Employment rates are the highest in the OECD, for both men and women, reflecting the recent and labour market oriented nature of most immigration to Iceland. However, immigrants’ skills are often not well used, as witnessed by the high rate of formal overqualification. What is more, immigrants’ language skills are poor in international comparison and there is evidence of growing settlement of immigrants. Against this backdrop, Iceland is at a turning point in its integration framework, and seeks to develop a comprehensive integration policy for the first time. This review, the fifth in the series Working Together for Integration, provides an in depth analysis of the Icelandic integration system, highlighting its strengths, weaknesses, and potential areas for improvement. Earlier reviews in this series looked at integration in Sweden (2016), Finland (2018), Norway (2022) and Flanders (2023).

The purpose of this report is partly to deepen our understanding of the prevalence of employment barriers among vulnerable groups and partly to group these individuals according to the employment barriers they face. In the report we show that: 1. Individuals with no or weak labour market attachment typically face a complex set of employment barriers. 2. It is possible to group the vulnerable individuals in the Nordic countries into 8 distinct data-driven target groups that share similar employment barriers. 3. Traditional demographic target groups (i.e., young people, seniors, etc.) share common barriers, which challenge their distinct categorisation. These empirical findings demonstrate that future employment policies may derive greater benefits by focusing on the specific employment barriers faced by individuals rather than relying on broad demographic categories as a shorthand for the unique challenges experienced by individuals.

We focus on the Nordic countries which showed one of the highest variations in NPIs despite having similar community spread of COVID-19 at the onset of the pandemic: While Denmark, Finland and Norway imposed strict measures ('lockdowns'), Sweden decided for much lighter restrictions. Empirically, we use novel administrative data on weekly new unemployment and furlough spells from all 56 regions of the Nordic countries to compare the labor market outcomes of Sweden with the ones of its neighbors. Our evidence suggests that the labor markets of all countries were severely hit by the pandemic, although Sweden performed slightly better than its neighbors. Specifically, we find the worsening of the Swedish labor market to occur around 2 to 3 weeks later than in the other Nordic countries, and that its cumulative sum of new unemployment and furlough spells remained significantly lower during the time period of our study (up to week 21 of 2020).

Book excerpt: We study the distributional consequences of the Covid-19 pandemic's impacts on employment, both during the onset of the pandemic and over recent months. Using cross-sectional and matched longitudinal data from the Current Population Survey, we show that the pandemic has exacerbated pre-existing inequalities. Although employment losses have been widespread, they have been substantially larger - and persistently so - in lower-paying occupations and industries. We find that Hispanics and non-white workers suffered larger increases in job losses, not only because of their over-representation in lower paying jobs, but also because of a disproportionate increase in their job displacement probability relative to non-Hispanic white workers with the same job background. Gaps in year-on-year job displacement probabilities between black and white workers have widened throughout the course of the pandemic recession, both overall and conditional on pre-displacement occupation and industry. These gaps are not explained by state-level differences in the severity of the pandemic or the associated response in terms of mitigation policies. We also find evidence that suggests that older workers have been retiring at faster rates.

This study is the first comprehensive analysis of the extent of informality and its implications for a durable economic recovery and for long-term development. It finds that pervasive informality is associated with significantly weaker economic outcomes--including lower government resources to combat recessions, lower per capita incomes, greater poverty, less financial development, and weaker investment and productivity.
