Book excerpt: Maintaining the health and safety of workers in the United States and globally is accomplished in part by reducing hazardous exposures through the use of personal protective equipment. Personal protective technologies (PPT) include respirators worn by construction workers and miners; protective clothing, respirators, and gloves worn by firefighters and mine rescue workers; and respirators and protective clothing worn by healthcare workers. An estimated 5 million workers are required to wear respirators in 1.3 million U.S. workplaces. For some occupations, such as firefighting, the worker's protective equipment is the only form of protection against life-threatening hazards; for other workers, the PPT is a supplement to ventilation and other environmental, engineering, or administrative hazard controls. In the United States, federal responsibility for civilian worker PPT is integral to the mission of the National Institute for Occupational Safety and Health (NIOSH). This book examines the NIOSH Personal Protective Technology Program (PPT Program) and specifically focuses on the relevance and impact of this program in reducing hazardous exposures and improving worker health and safety.

Book excerpt: The National Institute for Occupational Safety and Health (NIOSH) helps ensure U.S. workers operate in safe and healthful working conditions by funding related efforts by external researchers; developing and testing engineering controls, personal protective equipment, and other technologies; and providing educational information, guidance, and training, as well as other services. NIOSH must prioritize its investments in workplace safety and health to make the best use of available funding and must also demonstrate the value of that funding. However, there are a number of challenges in understanding the benefits associated with this or any agency's research activities. In an earlier study, RAND researchers developed an approach for estimating these benefits and demonstrated the approach using three case studies. NIOSH then asked RAND to further build upon that work by developing a process for selecting case studies for evaluation, applying that selection process to a list of ten potential case studies, and selecting three case studies from this list for detailed analysis. In this report, the authors define and document a process for selecting case studies of the economic benefits of research and services at NIOSH and evaluate benefits associated with three selected cases. Together, this body of research helps build a foundation for evaluating the broader societal benefits provided by NIOSH, both by providing quantitative estimates of the benefits associated with specific NIOSH activities and by providing NIOSH with methods and examples for consistently evaluating the societal impact of its own work.

Sensors: Develop, evaluate, and integrate effective residual life indicators and predictive models for protective clothing and respirators into PPE ensembles. NPPTL's products and services include: 1. Peer-reviewed scientific research studies, analyses, and reports to fill PPT knowledge gaps. 2. Standards for advanced PPT to assure appropriate system and guidance to workers. 3. Evaluations of technologies and recommendations for use. 4. Book excerpt: Both the Food and Drug Administration (FDA) and the National Institute for Occupational Safety and Health (NIOSH) have responsibilities for evaluating and regulating respiratory protective devices ("respirators") for health care workers. Respirators protect the user from respiratory hazards by either removing contaminants from the air (air-purifying respirators) or by supplying clean air from another source (air-supplying respirators). Respirators that are used in workplaces in the United States must be approved by NIOSH and meet standards and test results specified by regulation. Respirators used by health care workers are air-purifying respirators that generally fall into three types: (1) disposable particulate filtering facepiece respirators (also termed N95s); (2) elastomeric respirators, also known as reusable respirators because they use a replaceable filter; or (3) powered air-purifying air respirators. To provide input to NIOSH and FDA and to discuss potential next steps to integrate the two agencies' processes to certify and approve N95 respirators for use in health care settings, a workshop was held by the National Academies of Sciences, Engineering, and Medicine in August 2016. The workshop was focused on exploring the strengths and limitations of several current test methods for N95 respirators as well as identifying ongoing research and research needs. This publication summarizes the presentations and discussions from the workshop.

Book excerpt: "NIOSH produced a database that was shared with 17 firefighter associations and firefighter apparatus manufacturers to begin updating their designs of seat belts, fire truck cabs, gloves, boots, seats, self-contained breathing apparatus carrying straps, and protective clothing. NIOSH also developed a series of advanced theories in measuring human body size and shape and its effect on fire apparatus operation to assist the fire apparatus and equipment industry in fire apparatus arrangement and PPE sizing determinations. The NIOSH research team worked with professional associations and fire apparatus and PPE companies on using the data and theories to inform design processes for improved engineering innovations. For example, a fire department in a very large metropolitan area retrofitted older fire apparatus with new seatbelt systems based on the NIOSH data. The NIOSH national firefighter anthropometry data, along with the robust partnerships established throughout this effort, contributed to an NFPA standards update on seatbelt specifications, which resulted in science-based modifications to seatbelt length, configuration, and retracting systems. This standard guides manufacturers in their design process and fire departments in their purchase requirements. The improved fire apparatus and PPE designs will better fit future firefighters and help protect them against injuries and hazardous exposures. This study sets a model for conducting similar studies of other special groups (e.g., law enforcement officers and emergency medical service workers) for effective equipment design."--NIOSHTIC-2.
