Available in PDF, EPUB and Kindle. Book excerpt: This book examines the role of the legislature in the democratic governance of Nigeria. Once one of the foremost political institutions of governance established in the early days of Colonial administration in Nigeria, the legislature has had an inconsistent role since statehood, subject to repeat dissolution at the hands of various military regimes. Focusing on the Nigerian Fourth Republic’s National Assembly (1999-present), this book discusses in detail the ways in which the national assembly has handled each of its major functions, the nature of the relationship between the assembly and the legislature, and the institutional mechanism through which its internal business is facilitated and executed. Furthermore, the chapters examine the level of assertiveness of the legislature, and the degree of importance and weight attached to their contributions to governance in motions, resolutions, and law-making. This book offers a unique look into legislative studies, an area which has been historically overlooked in the research on the Nigerian government, and will be useful to students and researchers in African studies, democracy and state-building and legislative studies.

Book excerpt: This book evaluates the legislative effectiveness of Nigeria’s National Assembly under the Fourth Republic. The assessment covers five Assemblies (4th–8th) and focuses specifically on lawmaking, cost of running the National Assembly, and the budget making process. It empirically assesses the effectiveness of the Nigerian national legislature beyond previous emotional and sentimental evaluations of the institution. It has developed a model ‘Institutional Legislative Effectiveness Score’ used in assessing the institutional performance of the National Assembly from two perspectives: first, by comparing the performances of the two chambers in the same Assembly; and second, by comparing the performances of the institution across Assemblies. Aside lawmaking, the book also covers the major topical issues that characterized public evaluation of the institution. These include: size of the institution, budgeting process, cost of funding the institution, and the debate on the appropriate way in reforming the National Assembly.

Book excerpt: This book unpacks two decades of Nigeria’s National Assembly spanning 4th–8th legislative sessions. It focuses on the core areas of legislative functions – lawmaking, appropriation, oversight and representation – in examining the achievements, challenges and prospects of the legislature. This is particularly important because Nigeria being the most populous country in Africa is a crucial bastion of democratic governance in the region. Therefore, conducting deep diagnostics of the federal legislature as the custodian of popular mandate and the anchor of accountability offered immense opportunity for learning that would catalyze further institutional reforms and democratic consolidation.

Book excerpt: Nigeria¿s future as a unified state is in jeopardy. Those who make or execute U.S. policy will find it difficult to advance U.S. interests in Africa without an understanding of the pressures that tear and bind Nigeria. Despite this, the centrifugal forces that tear at the country and the centripetal forces that have kept it whole are not well understood and rarely examined. After establishing Nigeria¿s importance to the United State as a cohesive and functioning state, this monograph examines the historic, religious, cultural, political, physical, demographic, and economic factors that will determine Nigeria¿s fate. It identifies the specific fault lines along which Nigeria may divide. It concludes with practical policy recommendations for the United States to support Nigerians in their efforts to maintain a functioning and integrated state, and, by so doing, advance U.S. interests.

Book excerpt: This volume engages in an in-depth discussion of Nigerian politics. Written by an expert group of Nigerian researchers, the chapters provide an overarching, Afrocentric view of politics in Nigeria, from pre-colonial history to the current federal system. The book begins with a series of historical chapters analyzing the development of Nigeria from its traditional political institutions through the First Republic. After establishing the necessary historical context, the next few chapters shift the focus to specific political institutions and phenomena, including the National Assembly, local government and governance, party politics, and federalism. The remaining chapters discuss issues that continue to affect Nigerian politics: the debt crisis, oil politics in the Niger Delta, military intervention and civil-military relations, as well as nationalism and inter-group relations. Providing an overview of Nigerian politics that encompasses history, economics, and public administration, this volume will be useful to students and researchers interested in African politics, African studies, democracy, development, history, and legislative studies.

Available in PDF, EPUB and Kindle. Book excerpt: 2007 CHOICE Outstanding Academic Title In this seminal study, Bonny Ibhawoh investigates the links between European imperialism and human rights discourses in African history. Using British-colonized Nigeria as a case study, he examines how diverse interest groups within colonial society deployed the language of rights and liberties to serve varied socioeconomic and political ends. Ibhawoh challenges the linear progressivism that dominates human rights scholarship by arguing that, in the colonial African context, rights discourses were not simple monolithic or progressive narratives. They served both to insulate and legitimize power just as much as they facilitated transformative processes. Drawing extensively on archival material, this book shows how the language of rights, like that of "civilization" and "modernity," became an important part of the discourses deployed to rationalize and legitimize empire.

Available in PDF, EPUB and Kindle. Book excerpt: Nigeria and Nigerians have acquired a notorious reputation for involvement in drug-trafficking, fraud, cyber-crime and other types of serious crime. Successful Nigerian criminal networks have a global reach, interacting with their Italian, Latin American and Russian counterparts. Yet in 1944, a British colonial official wrote that 'the number of persistent and professional criminals is not great' in Nigeria and that 'crime as a career has so far made little appeal to the young Nigerian'. This book traces the origins of Nigerian organised crime to the last years of colonial rule, when nationalist politicians acquired power at a regional level. In need of funds for campaigning, they offered government contracts to foreign businesses in return for kickbacks, in a pattern that recurs to this day. Political corruption encouraged a wider disrespect for the law that spread throughout Nigerian society. When the country's oil boom came to an end in the early 1980s, young Nigerian college graduates headed abroad, eager to make money by any means. Nigerian crime went global at the very moment new criminal markets were emerging all over the world.
