This existential threat affects the physical existence of aid workers and the implementation of humanitarian programs, and the core beliefs of humanitarians and the underlying principles of humanitarian action. For NGOs it is difficult to accept that they are attacked despite their good intentions, sometimes even by the very communities they seek to help. For these reasons, humanitarian NGOs have to change their approaches to security by not only adapting their policies, procedures and structures to the changing environment, but also reviewing the underlying principles of their work. The author notes that the time of transition may be over, according to the timetable of the United Nations, but it is clear that the work of transformation is just beginning. In considering whether political and social chaos in Somalia is ending, Shay sees two possible futures. One possibility is the establishment of a reform government that unifies Somali society; another is continued strife that accelerates Somalia's descent into the endless violence of a failed state. Shay believes the international approach to Somalia requires a thorough reassessment. He argues it has been limited to two Western priorities-terrorism and piracy-while largely ignoring domestic issues of critical concern to Somalis. As a result, many Somalis have come to view those participating in the international effort as a foreign occupation.

It aims to raise awareness of the continuing severe violations of their human rights, so that they can move from exclusion and poverty towards a future of dignity, equal opportunities and non-discrimination alongside their fellow citizens. The report examines the current situation in three regions of Somalia – Somaliland, Puntland and south-central Somalia – where differing political climates have left minorities in a state of desperation. MRG emphasizes, among other recommendations, that the future new Constitution of Somalia must recognize the country’s minorities and guarantee their right to non-discrimination; that the participation of minorities in public life should be promoted; and that special measures should be implemented to protect and promote the rights of women from minority communities. The report’s author, Martin Hill, is a specialist on Somali human rights. He has extensive experience of the Horn of Africa, having spent more than 30 years as a researcher for Amnesty International.
