Academic freedom means freedom to teach, research, and serve in multiple political and social roles based on professional principles. It is closely linked to shared governance, in which academics participate in and influence decision making in core academic concerns such as choosing new faculty, faculty promotion, tenure decisions and the approval of new academic programs. In different countries and regions, the duress confronting academic freedom may come from different directions, and the ability of faculty to share power can vary greatly. In authoritarian mainland China, it is mostly political and ideological controls that greatly affect academic freedom, and shared governance is very much limited. In semi-democracies like Hong Kong and Macau and democracies like Taiwan, Japan, South Korea, the U.S. and Australia, corporatization and commercialization have had great impact on both academic freedom and shared governance. The result is that the roles professors play within academia are continually being diminished and the academic profession is struggling to maintain its ground. Similar developments are also occurring in Europe. These developments should cause great concern to educators, researchers and policymakers everywhere. The authors collected here present attempts to learn from current practice in order to move policy into directions that will help protect higher education as a common good. This book highlights the importance of academic freedom and provides insights into the ways it is being infringed both by commercialization and corporatization on the one hand and political repression on the other. Until recently, regionalism has been often framed in terms of economic interdependence and security connectivity in which sovereign states are the key navigators within the liberal world order. Under hyper-globalization in the third millennium, hyper-globalization forces us to capture global politics at two more levels of measurement at the state level and both there below and there above. First, how 29 Asian sovereign states join multilateral treaty participation to develop their global quasi-legislative types and how citizens' satisfaction with quality of life in 29 civil societies shapes their societal types. Second, relating these two features above and below sovereign states, the book attempts to measure the features and speculate on the futures of four Asian regionalisms (Central Asia, South Asia, Southeast Asia and East Asia) and their prospect of the demographically largest continent called Asia in the twenty-first century. Regionalism is measured by the proclivity of 600 multilateral treaty participation in terms of speed (cautious versus agile), angle (global commons versus individual interests) and strategy (aspirational bonding versus mutual binding), whereas quality of life is measured by citizens' satisfaction with 16 domains, aspects and styles of individual daily life in terms of survival (or materialism), social relations (post-materialism) and public policy preponderance. The book opens an innovative vista to better understand tumultuous global politics. This ambitious volume leverages original survey data on citizen satisfaction and country-level data on treaty accessions to characterize the trajectories of countries in four regions of Asia as they adapt -- or fail to adapt -- to the challenges of globalization in the 21st century and beyond. Book excerpt: The expansion of Western education overseas has been both an economic success, if the numbers of American, European, and Australian universities setting up campuses in Asia and the Middle East is a measure -- and a source of consternation for academics concerned with norms of free inquiry and intellectual freedom. Faculty at Western campuses have resisted the new satellite campuses, fearing that colleagues on those campuses would be less free to teach and engage in intellectual inquiry, and that students could be denied the free inquiry normally associated with liberal arts education. Critics point to the denial of visas to academics wishing to carry out research on foreign campuses, the sudden termination of employment at schools in both the Middle East and Asia, or the last-minute cancellation of courses at those schools, as evidence that they were correctly suspicious of the possibility that liberal arts programs could exist in those regions. Supporters of the project have argued that opening up foreign campuses brings free inquiry to closed societies, improves educational opportunities for students who would otherwise be denied them, or, perhaps less frequently, that free inquiry will be no more pressured than in the United States or Western Europe. Normative Tensions examines the consequences not only of expansion overseas, but the increased opening of universities to foreign students.
