Bereits seit mehreren Jahren wird über zunehmende Politikverdrossenheit, vor allem unter jungen Wählern, diskutiert. Die Fakten sprechen dafür, dass die Politik nicht nur in dieser Zielgruppe einen schweren Stand hat: Die Wahlbeteiligung sinkt, traditionelle Bindungen zu politischen Milieus lösen sich auf, Parteien klagen über Mitgliederschwund. Ein immer größerer Teil der Bevölkerung ist nicht zufrieden damit, wie seine Interessen vertreten werden. Dies birgt Risiken für eine stabile Demokratie – sind politische Repräsentanten in diesem System doch auf die Legitimation durch ihre Wähler angewiesen. Vor diesem Hintergrund ist das Internet in den letzten Jahren Gegenstand vieler Hoffnungen in Bezug auf die Belebung des demokratischen Systems gewesen. Die Entwicklung immer neuer Mitmach-Angebote, zusammengefasst unter dem Schlagwort Web 2.0, hat diese Hoffnungen zusätzlich befeuert. So hat gerade innerhalb des letzten Jahres der neu gewählte US-Präsident Barack Obama gezeigt, wie man diese Technologien nutzen kann, um Anhänger zu mobilisieren und langfristig an sich zu binden. Doch die Angebote des Web 2.0 haben sich noch nicht in breiten gesellschaftlichen Schichten durchgesetzt. Zwischen Nutzern des Web 2.0 und anderen Onlinern zeigen sich deutliche soziodemografische Unterschiede: Web 2.0-Nutzer sind demnach jünger, höher gebildet und verfügen über eine höhere finanzielle Ausstattung. Schon geht die Sorge von einer Vergrößerung der Kluft zwischen beiden Gruppen um. Die vorliegende Arbeit beschäftigt sich mit der Frage, ob sich durch Web 2.0-Angebote neue Chancen für politische Partizipation bieten oder ob sich dadurch im Gegenteil das Problem der Digital Divide weiter vergrößert. Diese Arbeit gliedert sich in drei Teile: Zunächst sollen die Hoffnungen, die in Bezug auf die Belebung der Demokratie in das Internet und speziell das Web 2.0 gesetzt werden, sowie die sich daraus ergebenden Probleme beschrieben werden. In einem zweiten Teil werden die spezifischen Charakteristika des Web 2.0 und dessen aktuelle Nutzung betrachtet. Außerdem soll auf das Problem der Digital Divide eingegangen werden. Der dritte Teil befasst sich mit aktuellen Formen der Nutzung des Web 2.0 durch die Politik und durch zivilgesellschaftliche Akteure. Zum Schluss soll in einem kurzen Fazit eine Antwort auf die leitende Fragestellung dieser Arbeit gefunden werden.
