Book excerpt: Women in Nepal have long experienced poverty, social exclusion, and marginalization because of their gender, especially among ethnic minorities and low-caste groups. Between 2002 and 2013, the Asian Development Bank and the Government of Nepal developed and implemented the Gender Equality and Empowerment of Women Project to reduce poverty by empowering rural women and members of other disadvantaged groups through an integrated process of economic, social, legal, and political empowerment. Book excerpt: Assuming that women’s empowerment would accelerate the pace of social change in rural Nepal, the World Bank urged the Nepali government to undertake a “Gender Activities Project” within an ongoing long-term water-engineering scheme. The author, an anthropologist specializing in bureaucratic organizations and gender studies, was hired to monitor the project. Analyzing her own experience as a practicing “development expert,” she demonstrates that the professed goal of “women’s empowerment” is a pretext for promoting economic organizational goals and the interests of local elites. She shows how a project intended to benefit women, through teaching them literary and agricultural skills, fails to provide them with any of the promised resources. Going beyond the conventional analysis that positions aid givers vis-à-vis powerless victimized recipients, she draws attention to the complexity of the process and the active role played by the Nepalese rural women who pursue their own interests and aspirations within this unequal world. The book makes an important contribution to the growing critique of “development” projects and of women’s development projects in particular.

Book excerpt: The Community-Based Water Supply and Sanitation Sector Project aimed at expanding the coverage of improved water supply and sanitation facilities to poor and remote areas, and improving health and hygiene practices. Promoting equality between women and men and gender relations is relevant to the main aim of the project as well as to the project strategies. In this initiative, the focus was on gender equality and social inclusion, with an emphasis on inequalities among women and men, and among people from various castes and ethnic minorities. The project developed a gender, caste, and ethnicity strategy that sought to ensure the participation of women and ethnic minorities in decision-making processes, as well as their increased representation in leadership positions. It encouraged user committees led or owned by women and community-based organizations to participate in project activities for making positive changes in the lives of women and for their empowerment.

Book excerpt: In this paper, we explore how different norms around property rights affect the empowerment of women of different social positions over the life cycle. We first review the conceptual foundations of property, empowerment, and intersectionality, and then present the methodology and empirical findings from ethnographic field work in Nepal. Going beyond formal ownership of property, we look at changes in property rights over personal and joint property at different stages of women’s lives. Finally, the paper makes recommendations for how research and development projects, especially in South Asia, can avoid misinterpreting asset and empowerment data by incorporating nuance around the concepts of property rights over the household life cycle

Available in PDF, EPUB and Kindle. Book excerpt: International development efforts aimed at improving girls’ lives and education have been well-intended, somewhat effective, but ultimately short-sighted and incomplete. This is because international development efforts often operate under a reductive understanding of the term 'gender' and how it influences the lives of girls and boys. Gender is more commonly conceived by international efforts as characteristics which are ascribed to girls as norms for behaviour. In particular, the analysis in Gender Trouble Makers focuses on the social constructions of gender and the ways in which gender was reinforced and maintained through a case study in rural Nepal. In developing countries like Nepal, promoting access to and participation in existing formal education programme is clearly necessary, but it is not, in itself, sufficient to transform gender power relations in the broader society. When gender is properly addressed as a process, then all stakeholders involved - researchers, governmental officials, and community members - can begin to understand and devise more effective ways to increase both girl and boy students’ enrollment, participation, and success in school.

Available in PDF, EPUB and Kindle. Book excerpt: Despite recent advances in important aspects of the lives of girls and women, pervasive challenges remain. These challenges reflect widespread deprivations and constraints and include epidemic levels of gender-based violence and discriminatory laws and norms that prevent women from owning property, being educated, and making meaningful decisions about their own lives--such as whether and when to marry or have children. These often violate their most basic rights and are magnified and multiplied by poverty and lack of education. This groundbreaking book distills vast data and hundreds of studies to shed new light on deprivations and constraints facing the voice and agency of women and girls worldwide, and on the associated costs for individuals, families, communities, and global development. The volume presents major new findings about the patterns of constraints and overlapping deprivations and focuses on several areas key to women s empowerment: freedom from violence, sexual and reproductive health and rights, ownership of land and housing, and voice and collective action. It highlights promising reforms and interventions from around the world and lays out an urgent agenda for governments, civil society, development agencies, and other stakeholders, including a call for greater investment in data and knowledge to benchmark progress.

Book excerpt: Upon signing the Millennium Declaration in 2000, the international community committed itself to eight development goals with timebound targets and measurable indicators. The third of these eight goals was to 'promote gender equality and empower women'. The third Millennium Development Goal (MDG3) in the Millennium Declaration has spurred national and international efforts to improve women's situation around the globe. 'Equality for Women: Where Do We Stand on Millennium Goal 3?' tracks countries' progress with implementing and financing MDG3 by examining national experiences and successes with policies and programs. It also contains an assessment of the effectiveness of different strategies in achieving MDG3 and the financial requirements needed to attain MDG3 by 2015. 'Equality for Women' will be useful for gender analysts, policy makers, government officials, and others working to promote gender mainstreaming.
