Book excerpt: At a moment when the discipline of Canadian art history seems to be in flux and the study of Canadian visual culture is gaining traction outside of art history departments, the authors of Negotiations in a Vacant Lot were asked: is "Canada" - or any other nation - still relevant as a category of inquiry? Is our country simply one of many "vacant lots" where class, gender, race, ethnicity, and sexual orientation interact? What happens to the project of Canadian visual history if we imagine that Canada, as essence, place, nation, or ideal, does not exist? The argument that culture is increasingly used as an economic and socio-political resource resonates strongly with the popular strategies of "urban gurus" such as Richard Florida, and increasingly with government policy. Such strategies both contrast with, but also speak to traditions of Canadian state support for culture that have shaped the national(ist) discipline of Canadian art history. The authors of this collection stand at the multiple points where national culture and globalization collide, however, suggesting that academic investigation of the visual in Canada is contested in ways that cannot be contained by arbitrary borders. After entering the Canadian federation, recreational painters worked to create a venue for the display of art. The Cause of Art tells the story of the advocates, curators, and professional artists who laid the foundation for an artistic community in the province. The Memorial University Art Gallery was the site of a struggle between recreational painters who aspired to express their creative impulse and develop a Newfoundland art, and curators who wanted artists to participate in the Canadian art market and international artistic movements. The book recounts the history of passionate and strong-willed curators and cultural administrators who fought for control of the gallery. It reveals how they appealed to competing conceptions of professionalization, as well as diverse political and aesthetic preferences. The 34,500-hectare Gatineau Park is an ecologically diverse wilderness area near the cities of Ottawa (Canada’s national capital) and Gatineau. Gatineau Park is planned and managed as the “Capital’s Conservation Park” by the federal government, specifically the National Capital Commission (NCC). This monograph examines numerous governmental and non-governmental actors that are engaged in the governance of a near-urban wilderness area. Unlike Canada’s national parks, Gatineau Park’s administration involves all three levels of government (federal, provincial, and four municipalities). This book is the first to document the relations among the public and private entities, and is one of only a handful of studies concerning the governance of Canada’s National Capital Region (NCR), which is relatively unique in the literature on federal capitals. Of particular interest to students of governance will be the examination of federal-provincial relations, as the Governments of Canada and Quebec have had a notoriously strained relationship.
