The technical term for these theatres is ‘peripheral operations.’ The subject of peripheral campaigns in naval expeditionary warfare is central to the British, the US, and the Australian way of war in the past and in the future. All three are reluctant to engage large land forces because of the high human and economic costs. Instead, they rely as much as possible on sea and air power, and the latter is most often in the form of carrier-based aviation. In order to exert pressure on their enemies, they have often opened additional theaters in on-going, regional, and civil wars. This book contains thirteen case studies by some of the foremost naval historians from the United States, Great Britain, and Australia whose collected case studies examine the most important peripheral operations of the last two centuries. This book will be of much interest to students of naval warfare, military history, strategic studies and security studies.

This power was refined between 1923 and 1940, when the U.S. Navy held twenty-one major fleet exercises designed to develop strategy and allow officers to enact plans in an operational setting. Prior to 1923, naval officers relied heavily on the theories of Capt. Alfred Thayer Mahan, who argued that sea control was vital to military victory, best attained through use of the battleship. Fleet exercises, however, allowed valuable practice with other military resources and theories. As a direct result of these exercises, the navy incorporated different technologies and updated its own outdated strategies. Although World War II brought unforeseen challenges and the disadvantages of simulation exercises quickly became apparent, fleet "problems" may have opened the door to different ideas that allowed the U.S Navy ultimately to succeed. Testing American Sea Power challenges the conventional wisdom that Mahanian theory held the American Navy in a steel grip. Felker's research and analysis, the first to concentrate on the navy's interwar exercises, will make a valuable contribution to naval history for historians, military professionals, and naval instructors.

Book excerpt: At the request of the Chief of Naval Operations, the National Research Council (NRC) conducted a study to determine the technological requirements, operational changes, and combat service support structure necessary to land and support forces ashore under the newly evolving Navy and Marine Corps doctrine. The Committee on Naval Expeditionary Logistics, operating under the auspices of the NRC's Naval Studies Board, was appointed to (1) evaluate the packaging, sealift, and distribution network and identify critical nodes and operations that affect timely insertion of fuels, ammunition, water, medical supplies, food, vehicles, and maintenance parts and tool blocks; (2) determine specific changes required to relieve these critical nodes and support forces ashore, from assault through follow-on echelonment; and (3) present implementable changes to existing support systems, and suggest the development of innovative new systems and technologies to land and sustain dispersed units from the shoreline to 200 miles inland. In the course of its study, the committee soon learned that development of OMFTS is not yet at a stage to allow, directly, detailed answers to many of these questions. As a result, the committee addressed the questions in terms of the major logistics functions of force deployment, force sustainment, and force medical support, and the fundamental logistics issues related to each of these functions.
