It includes Naval Special Warfare; Mine Warfare; Amphibious Warfare; Navy Expeditionary Combat; and Seabasing Integration programs for which the Navy's Expeditionary Warfare Division (N85) provides resource sponsorship and/or has current or future requirements oversight. While addressing programs supporting amphibious capabilities of the Navy - Marine Corps team, it also addresses a wide spectrum of expeditionary capabilities that are similarly important to our nation. This edition of the Naval Expeditionary Warfare Plan will follow the format of its predecessors; it will describe expeditionary warfare assets and programs, and their uses in current expeditionary operations worldwide. The objectives of this publication are to: Promote an increased awareness of current and future expeditionary warfare capabilities and to stimulate discussion amongst the target audience; Show how expeditionary forces support the Maritime Strategy and combatant commanders' (CCDRs') requirements by being forward deployed and rapidly deployable to influence events on a global scale; Describe expeditionary forces and recent expeditionary operations.

Recent advances in directed energy technologies have made the development of both high-energy laser and high-power microwave weapons technically feasible. This study examines the potential adaptation of such weapons for the defense of naval forces. This study considers options for using directed energy systems on naval vessels in the context of the U.S. maritime strategy and emerging threats in international politics. The framework for this study is an integrated system of microwave devices, high-energy lasers, and surface-to-air missiles which are evaluated in terms of their ability to enhance anti-ship cruise missile defense, tactical air defense, and fast patrol boat defense. This study also examines collateral capabilities, such as non-lethal defensive measures and countersurveillance operations. The global proliferation of increasingly sophisticated weapons and the expanding demands placed on its ever-smaller navy require the United States to reassess its current approach to fleet operations. This study concludes that directed energy technology has made sufficient progress to warrant the development of sea-based weapons systems for deployment in the first two decades of the next century. For operational and technical reasons, a Nimitz class aircraft carrier may be the preferred platform for the initial implementation of directed energy weapons. If successful, the robust self-defense capability provided by directed energy weapons will permit a fundamental shift in carrier battle group operations from a massed, attrition oriented defense to a more dynamic, dispersed offense.

NECC consolidated and facilitated the expansion of a number of Navy organizations that have a role in IW operations. The Navy also established the Navy Irregular Warfare Office in July 2008, published a vision statement for irregular warfare in January 2010, and established "a community of interest" (COI) to develop and advance ideas, collaboration, and advocacy related to IW in December 2010. The Navy during these years also reestablished its riverine force and initiated The Global Maritime Partnership, which was a U.S. Navy initiative to achieve an enhanced degree of cooperation between the U.S. Navy and foreign navies, coast guards, and maritime police forces, for the purpose of ensuring global maritime security against common threats. In addition, the Navy operated the Southern Partnership Station (SPS) and the Africa Partnership Station (APS), which were Navy ships, such as amphibious ships or high-speed sealift ships, that deployed to the Caribbean and to waters off Africa, respectively, to support U.S. Navy engagement with countries in those regions, particularly for purposes of building security partnerships with those countries and for increasing the capabilities of those countries for performing maritime-security operations. The Navy's current IW and CT activities pose a number of potential oversight issues for Congress, including how much emphasis to place on IW and CT activities in Navy budgets, particularly in a context of constraints on Navy budgets and Navy desires to devote resources to developing "high end" combat capabilities for countering improved conventional military capabilities of countries such as China and Russia.

The ability of the Marine Corps to move substantial combat power into theater and sustain that combat power is dependent on the Maritime Prepositioning Force (MPF). However, current capabilities are not able to support the total vision of EMW. EMW places emphasis on rapid deployment with the ability to sustain forces from the sea. This requires a sea-based logistics capability and ships specifically designed to meet the needs of the expeditionary force. Currently, there are three MPS squadrons that support this mission. Each squadron is designed to support one MEB (17,000 personnel) for 30 days. The problem with the current capability is that a permissive area is required to conduct the offloading and marrying of supplies and troops. The MPF ships need a secure port facility to offload supplies, and the troops need a secure airfield to fly into. After Desert Storm, the Marine Corps implemented the MPF enhancement program, which adds one MPF ship, with improved capabilities, to each squadron. Each of the enhanced ships has a Naval fleet hospital, a Naval Mobile Construction Battalion, and expeditionary airfield capabilities. The new ships have roll on/roll off, lift on/lift off, and in-stride and in-stream capabilities. They can offload cargo either pier side or at anchor in a sea state of up to three. However, these enhancements still do not satisfy current EMW requirements. The Marine Corps vision of MPF, as outlined in MPF 2010 and beyond, lays out five pillars and three capabilities that are necessary to support several EMW concepts. The pillars of force closure (arrival and assembly at sea), indefinite sustainment (sea-based logistics), and the capability of sustained seabasing are going to require ships that are not currently in the inventory or part of the MPF enhancement program.

Narrowing that focus presumes the Nation will want to maintain capable forces to underwrite its security and that of its allies and friends around the globe. It also accepts that use of force will be circumscribed by a variety of organizational, operational, legal, and moral constraints. Moreover, it emphasizes naval combat operations, not humanitarian operations or presence. Joint Vision 2010 provides an operational structure for operations in the early 21st century through four operational concepts: dominant maneuver, precision engagement, full dimensional protection, and focused logistics. These concepts are part and parcel of Naval Operational Concept and Operational Maneuver from the Sea issued by the Navy and Marine Corps, respectively. For analytical purposes they can be applied within the context of the accompanying illustration as a means of grasping 2010 with naval forces. While the concepts describe the environment of the future in terms of critical tasks being faced by naval forces, operations cannot be factored into its constituent parts because of inevitable overlap and duplication.
