In countries with high-value natural resources – including oil, gas, diamonds, other minerals, and timber –the stakes are unusually high and peacebuilding is especially challenging. Resource-rich post-conflict countries face both unique problems and opportunities. They enter peacebuilding with an advantage that distinguishes them from other war-torn societies: access to natural resources that can yield substantial revenues for alleviating poverty, compensating victims, creating jobs, and rebuilding the country and the economy. Evidence shows, however, that this opportunity is often wasted. Resource-rich countries do not have a better record in sustaining peace. In fact, resource-related conflicts are more likely to relapse. Focusing on the relationship between high-value natural resources and peacebuilding in post-conflict settings, this book identifies opportunities and strategies for converting resource revenues to a peaceful future. Its thirty chapters draw on the experiences of forty-one researchers and practitioners – as well as the broader literature – and cover a range of key issues, including resource extraction, revenue sharing and allocation, and institution building. The book provides a concise theoretical and practical framework that policy makers, researchers, practitioners, and students can use to understand and address the complex interplay between the management of high-value resources and peace. High-Value Natural Resources and Post-Conflict Peacebuilding is part of a global initiative led by the Environmental Law Institute (ELI), the United Nations Environment Programme (UNEP), the University of Tokyo, and McGill University to identify and analyze lessons in natural resource management and post-conflict peacebuilding. Unfortunately, in many African States, mineral resources are owned, explored and marketed by the machinery of the state. The problem arises when the masses begin to challenge state access and ownership of resources that are domiciled within their ancestral land, communities, and constituencies. Often the challenge and resistance to state ownership of resources is generated by communal or group sense of exploitation, negligence and widespread poverty in the face of high resource endowment and waste by the government officials. Paradoxically, in Niger Delta of Nigeria, as discussed in the book, the state has unleashed unlimited might upon all social groups and agitators, thereby leading to the increased act of taking arms by such groups. When the informal resource agitators succeed in arming themselves, they begin to demand social and environmental justice, thereby leading to mass armed conflict between them and the government security agencies. Sometimes, the confrontation could be between them and other rival local resource actors in the informal sector of their country’s economy bearing in mind that the resources within their jurisdiction have become the central determinant of national commonwealth. It is at that state of desperado to control access, extraction and sale of natural resources in a State, by different armed groups that the process of natural resources extraction qualifies as the most visible cause of conflicts and crises around the African continent that is the centrepiece of the book. This is quite understandable given that mineral resource is a gift of nature; and nature is that phenomenon that every human, group and nation claim to represent, or, believe to represent them.

The author shows how international peacebuilders active in Liberia and Sierra Leone pursued a collective strategy to transform “conflict resources” into “peace resources” vis-à-vis a policy agenda that promoted “securitization” and “marketization” of natural resources. However, the exclusive focus on securitization and marketization have been counterproductive for peacebuilding since these interventions render invisible issues connected to land ownership, environmental protection and sustainable livelihoods and mirror pre-war governing arrangements in which corruption, exclusion and exploitation took root. Natural resource governance and peacebuilding must go beyond narrow debates about securitization and marketization, and instead be a catalyst for trust–building and cooperation that has a local focus, and pursues an inclusive agenda that not only serves the cause of peace, but the cause of people.

The Arab Spring, the rise of ISIS and terrorism ignite the debate on studying conflict and natural resources. Uniquely, the book discusses the sources of the conflicts and the institutions that are managing the conflicts. The natural resources, defense spending, conflict and human welfare are intertwined. In support of the ‘resource curse’ hypothesis, the book shows that an abundance of natural resources, particularly oil, encourages an increase in military spending and lower economic growth. In addition, the good economic and political institutions do reduce the hazard of conflict; and strong political institutions for checks and balances appear to weaken the impact of natural resources on conflicts. The book also examines the relationship between defense and social welfare expenditures – specifically, health and education. Shedding light on the complicated nature of the relationship between defense spending, inequality, and types of political and welfare regimes gives us a deeper understanding of the type of democratic systems that will likely improve social welfare. In studying the political economy of defense spending, the book shows the link between public opinion toward defense spending and voters' support for candidates. The analysis shows that party identification or having a vested interest in defense industries do correlate with a preference for increasing defense spending. Thus, managing conflicts in a peaceful manner is decisive not only for successful and sustainable resource management but for societal stability in general. Despite this connection, the knowledge and experience gained in the fields of conflict transformation and peacebuilding in the last decades are often not used by natural resource managers. One reason is that this knowledge has not been translated into user-friendly resources that can be easily understood by practitioners without prior experience in these fields. This handbook and toolkit helps fill this gap, providing an orientation to the issues and a suite of practical exercises and tools to support participatory processes.
