Available in PDF, EPUB and Kindle. Book excerpt: NATO and the Greater Maghreb offers a distinctive focus and study of NATO’s future policy in North Africa and the Sahel after the new 2022 Strategic Concept, expected to be published during the next NATO Summit in Madrid. The book will use three main axes to frame the contributors’ analysis, which are not usually used together for analyzing NATO policy: Geopolitics, Great Power Competition, and Threats. These lenses create a distinctive approach to reviewing a Greater Mahgreb Regional Security Complex confronted with the necessities of a distinctive approach by NATO. The idea of MENA (Middle East and North Africa), still used by the EU and NATO is already obsolete for several reasons: first, it is no more possible to split West Africa geopolitically from North Africa and Sahel. Second, the action of terrorist groups such as Al Qaida in the Islamic Maghreb, ISIS, and Boko Haram are not related to Middle East problems, nor strategies and policies necessaries to tackle them. Second, the difficulties in cooperation between these countries, the corruption fed by organized crime (above all cocaine trafficking) and the impact of desertization, makes it very difficult to establish sound strategies and policies for the area. Third, there is an increasing presence of Great Powers in the area, including Russia and China, Turkey, and some Gulf states with different goals and policies.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores the causes and implications of the Libyan crisis since the anti-Gaddafi uprisings of 2011 from the perspective of the EU and NATO. It asks the question of why those organizations failed to stabilize the country despite the serious challenges posed by the protracted crisis to European and transatlantic stakes in the region. This book argues that such failure originated in a twofold problem common to both organizations: their prioritization of legitimacy over strategy, and their path dependence – the insufficient degree of adaptation to meet the different needs of the crisis. Through a critical and integrated analysis of official sources and extensive interviews with EU, NATO, UN, and national government officials and militaries, as well as from NGO personnel, Libyan institutions and civil society, and media, the volume brings the perspective of both state and non-state actors to the fore. It reveals how wrong assumptions and centrifugal forces within the EU and NATO hampered initiatives, and how the inability to use hard power judiciously and effectively in an increasingly complex and multifaceted scenario worsened the crisis. This allowed for unprecedented influence of regional and global competitors such as Egypt, the United Arab Emirates (UAE), Turkey and Russia in the richest African country. This book will be of key interest for scholars and students of Libya and North Africa, NATO, the European Union, security and conflict studies, Middle East studies, migration, terrorism, peacebuilding and, more broadly, international relations.

Book excerpt: In this volume security specialists, peace researchers, environmental scholars, demographers as well as climate, desertification, water, food and urbanisation specialists from the Middle East and North Africa, Europe and North America review security and conflict prevention in the Mediterranean. They also analyse NATO’s Mediterranean security dialogue and offer conceptualisations on security and perceptions of security challenges as seen in North and South. The latter half of the book analyses environmental security and conflicts in the Mediterranean and environmental consequences of World War II, the Gulf War, the Balkan wars and the Middle East conflict. It also examines factors of global environmental change: population growth, climate change, desertification, water scarcity, food and urbanisation issues as well as natural disasters. Furthermore, it draws conceptual conclusions for a fourth phase of research on human and environmental security and peace as well as policy conclusions for cooperation and partnership in the Mediterranean in the 21st century.

Available in PDF, EPUB and Kindle. Book excerpt: The overthrow of the regime of President Ben Ali in Tunisia on 14 January 2011 took the world by surprise. The popular revolt in this small Arab country and the effect it had on the wider Arab world prompted questions as to why there had been so little awareness of it up until that point. It also revealed a more general lack of knowledge about the surrounding western part of the Arab world, or the Maghreb, which had long attracted a tiny fraction of the outside interest shown in the eastern Arab world of Egypt, the Levant and the Gulf. This book examines the politics of the three states of the central Maghreb--Algeria, Tunisia and Morocco--since their achievement of independence from European colonial rule in the 1950s and 1960s. It explains the political dynamics of the region by looking at the roles played by the military, political parties and Islamist movements and addresses factors such as Berber identity and economics, as well as how the states of the region interact with each other and with the wider world.

Available in PDF, EPUB and Kindle. Book excerpt: This volume provides an overview of the evolution of NATO, alliances and global security governance in the twenty-first century. For so-long the cornerstone of the transatlantic partnership, the evolution of NATO has profound implications for the co-operative or competitive nature of transatlantic relations and regional and global security governance. As NATO moves into the twenty-first century its role, purpose, utility and very existence as the core transatlantic security alliance is increasingly questioned. For many observers with a more profound understanding of the evolution of NATO, such self-doubt has been a constant feature of NATO throughout its existence. But contemporary debates that question the utility of NATO and its collective security role do appear more strident, extreme and are expressed in a more determined fashion than arguments between allies on how best to secure the Cold War collective defence role. The Iraq War widened the spectrum of opinion as to NATO's future to an unprecedented degree. An interesting feature of this intense debate is that only the extremes tend to prick public consciousness - NATO as train-wreck or NATO in robust and rude health.Understanding NATO in the 21st Centurywill appeal to students of NATO, international security and international relations in general.

Book excerpt: This report is presented prior to the NATO Summit at Bucharest in April 2008 and examines the status of NATO in dealing with the security environment that exists in Europe today. The situation in Afghanistan offers a key test of the strengths and failings of the NATO Alliance. To bring stability and encourage development and reconstruction in this region requires a long-term military and financial commitment on the part of the Alliance. Failure in Afghanistan may diminish the effectiveness of NATO and undermine allied unity, perhaps pushing the United States to question the purpose of NATO itself. The Bucharest Summit will have to address a number of issues in respect of Afghanistan, including the need to generate sufficient military forces to carry out operations. NATO faces broader questions about its role and relevance in the 21st century, and the Defence Committee believes it needs to launch a far-reaching review of its strategic concept, setting forth a future role and purpose. NATO's willingness to fulfil a global role is critical to the continued support of the United States. NATO has shortfalls across a range of specific military capabilities which are seen as compromising its ability to mount and sustain the expeditionary operations that underpin the Alliance. The creation of the NATO Response Force is seen as representing a significant achievement but it needs to be financed out of NATO Common Funding. The Committee states that NATO's biggest shortfall is a lack of political will, where a large and growing gap exists between the United States and the European members in defence spending. The Committee further states that the relationship between NATO and the EU is plagued by mistrust and characterised by unhealthy competition. Improving communication and cordination between the two is seen as essential. The Committee views NATO as indispensable to the Alliance.
