Book excerpt: The issue of how to achieve value for money from government-funded R&D has over recent years become increasingly important in all industrial nations. The findings of a study which surveys the methods and techniques used to evaluate applied research in Japan are presented. Their analysis determines what lessons can be learned from the approaches to evaluation employed in the main Japanese mission-oriented agencies, in particular MITI and the Science and Technology Agency. First published in 1988, this title is part of the Bloomsbury Academic Collections series.

Available in PDF, EPUB and Kindle. Book excerpt: This book clarifies the challenges and outcomes of the Sunshine Project, a national project in Japan for developing new energy that was launched about 40 years ago at the time of the first oil crisis in the early 1970s and ended, as planned, in the early 2000s. The Sunshine Project was the government’s national project for developing new energy technologies such as solar energy and other natural energy sources—what we call renewable energy today. The book considers why policies were successful in some areas but did not have the intended effect in other areas. It explains how technology innovation was employed to achieve energy policy goals and to tackle environmental issues. If we can present suggestions for how to structure national projects, it may also be possible to identify ways for industry, government, and academia to come together to find solutions not only to environmental energy problems, but also to other social problems. Herein lies the goal of this book. Although the development of new energy is the main subject of the book, the author also scrutinizes the governmental decision-making process involved in planning policy, the creative process, and the design of systems of collaboration between industry, government, and academia as well as cases where corporations have developed commercial versions of new energy products. The main part of the book consists of three case studies interspersed with two reflective chapters. The first case study describes the Sunshine Project from the perspective of project management based on the perspective of government. The second case study is a detailed examination of the routines in all organizations, whether industry, government, or academia, and of the autonomy of the project organization. The third case study increases the degree of detail to focus on the smallest unit of analysis, the intentions and motivations of key individuals participating in the project.

Book Synopsis Technology and the Wealth of Nations by :
Download or read book Technology and the Wealth of Nations written by and published by Stanford University Press. This book was released on 1992-10 with total page 470 pages. Available in PDF, EPUB and Kindle. Book excerpt: Most discussions of U.S. economic competitiveness focus on the creation of new technologies, but the abundant evidence presented in this timely book indicates that the key factor underpinning U.S. competitiveness is not the development of technology itself, but the factors that influence the commercialization of technology. The importance of effective management and performance in the commercialization of new technologies reflects today's changing environment. The post-war decades of undisputed U.S. scientific and technological hegemony have been replaced by a period in which U.S. firms are challenged by foreign competitors in some fields, and struggling to regain their former positions in others. Although the U.S. scientific research establishment arguably has lost little if any of its post-war preeminence, the same cannot be said with respect to the performance of U.S. firms as developers, adapters, and managers of new technologies, largely because government policies have not been conducive to successful commercialization of technology. As we enter the last decade of the twentieth century, economic policy and performance are being linked more and more closely to technology-related issues. Technology commercialization is now recognized as critical to this linkage, and this book constitutes a state-of-the-art analysis of this vital but often overlooked aspect of technological innovation. The sixteen papers in this volume contribute to three important tasks. First, they draw on new developments in theoretical and empirical analysis to integrate the macro-and microeconomic dimensions of technological innovation and commercialization. Second, they extend and enrich the macroeconomic analysis of growth, capital formation, and international economic interactions to highlight the influences of macroeconomic variables on technology commercialization. Technology and capital investment are shown to be complementary inputs to the growth process, which means that favorable investment conditions are prerequisites for higher growth rates. Third, they also extend and enrich the microeconomic analysis of technological innovation and commercialization, in the process providing guidance for managers seeking to improve performance in both of the areas.

Download or read book Ocean Resources written by D.A. Ardus and published by Springer Science & Business Media. This book was released on 2012-12-06 with total page 240 pages. Available in PDF, EPUB and Kindle. Book excerpt: Ocean engineering is generally considered to be concerned with studies on the effects of the ocean on the land and with the design, construction and operation of vehicles, structures and systems for use in the ocean or marine environment. The practice of engineering differs from that of science in both motivations and objectives. Science seeks understanding of the principles of nature in terms of generalizations expressed as laws and classifications. Engineering seeks the application of knowledge of the physical and natural world to produce a benefit expressed as a device, system, material, and/or process. From the standpoint of the financial sponsors of an engineering project, the ideal approach is one of minimal risk in which only proven knowledge, materials and procedures are employed. There is frequent departure from this ideal in anticipation of the increased benefit expected from a large increase in performance of a structure or device. The process of acquiring this new capability is engineering research. Historically, ocean engineering developed with the application of engineering principles and processes to the design of ships and, later, to the machinery that propels them. In most societies, naval architecture and marine engineering are recognised as the origin of ocean engineering. In fact, the design of a ship constitutes the original systems engineering programme involving hydrodynamics/fluid flow, structural design, machinery design, electrical engineering and so on as well as requiring knowledge of the ocean environment (waves, corrosion, etc.).
