Available in PDF, EPUB and Kindle. Book excerpt: This book deals with human rights action planning, as a largely under-researched area, from theoretical, doctrinal, empirical, and practical perspectives, and as such, provides the most comprehensive studies of human rights planning to date. At the theoretical level, by advancing a novel general theory of human rights planning, it offers an alternative to the traditional state-centric model of planning. This new theory contains four sub-theories: contextual, substantive, procedural, and analytical ones. At the doctrinal level, by conducting a textual analysis of core human rights conventions, it reveals the scope and nature of the states' obligation to adopt a plan of action for implementing human rights. At the empirical level, a cross-case analysis of national human rights action plans of 53 countries is conducted exploring the major problems of these plans in different phases of planning and uncovering the underlying causes of these problems. At the practical level, this volume sets out how these plans should be developed and implemented, how they can be best monitored by international human rights bodies, and how to maximize their effectiveness. With discussions bridging human rights theory and practice and development discourse, this book will be a useful resource for a wide range of audiences, from academics of different disciplines (law, human rights, social policy, political science, political philosophy, legal philosophy, development studies, planning studies, socio-legal studies) to governments, human rights practitioners, and the UN human rights bodies.

Available in PDF, EPUB and Kindle. Book excerpt: The Women, Peace, and Security (WPS) agenda is celebrated as a landmark global framework for achieving gender equality in peace and security governance. Its power is visible in two decades of United Nations resolutions, national action plans, regional initiatives, and countless activist, academic, and philanthropic projects. Yet despite this vitality, it is haunted by failure, as a lack of political will and stubborn patriarchal resistance frustrate its promise. This book offers a groundbreaking critical account of the WPS agenda, exploring its evolution in relation to the wider politics of global governance and feminism. Paul Kirby and Laura J. Shepherd argue that WPS is not a settled, cohesive policy but a field in flux, defined and disrupted by a growing number of national, supranational, subnational, and transnational agents who in turn act on an expanding catalogue of threats, from climate change to homophobia, challenging traditional boundaries of peace and security. Kirby and Shepherd reconceptualize WPS as a “policy ecosystem,” tracing interaction and contestation around the agenda across levels from the UN Security Council to military alliances to feminist activists. They combine analysis of a vast dataset of policy documents with key informant interviews and close readings of diplomacy, statecraft, the politics of indigeneity, counterinsurgency, antimilitarism, human rights, and the arms trade across the first twenty years of WPS. Far-reaching and incisive, Governing the Feminist Peace poses a provocative question: What if we abandoned the idea of the WPS agenda as a unified political project altogether?

Book excerpt: Vanuatu is a traditionally male dominated and largely patriarchal society. Women have extremely low representation in parliament and in other decision making bodies. Despite this, women are increasingly involved in private sector development and in the market economy. Available statistics suggest that women own nearly 30 percent of all businesses and approximately 20 percent of small and medium-sized enterprises. Yet, government support for women's economic empowerment and women in business has been limited, and reforms are needed to the general legal framework to ensure gender equality. This volume considers barriers to women doing business in Vanuatu using the World Bank Group's Doing Business indicators as a framework. By analyzing the gender dimensions of the cost of doing business, it considers how to take forward reforms to benefit both women and men. The authors argue that designing and implementing these measures makes good economic sense and will ultimately benefit all businesses in Vanuatu - those run by women as well as men.

Available in PDF, EPUB and Kindle. Book excerpt: Transnational Crime and Human Rights offers an evaluation of the responses to the transnational crime of human trafficking and governance of the issue through a case study of the Greater Mekong Subregion (GMS), which comprises Cambodia, the People's Republic of China, Lao People's Democratic Republic, Myanmar, Thailand, and Viet Nam. The book analyses the international and national legal policy frameworks and the role of governments, international and national non-governmental institutions, and regional processes in responding to trafficking issues in the GMS. The book is based on the findings of a three year study conducted in the region, involving interviews with more than 60 individuals from relevant organizations and agencies, and examines the social, political and historical factors, including gender and age, labour exploitation and migration which form the background to human trafficking in the GMS. The authors consider issues of competing mandates, and gaps in strategies for protection and conclude with a discussion of broader lessons to be learned from the GMS situation and suggestions for future governance strategies in the fight against trafficking.

Available in PDF, EPUB and Kindle. Book excerpt: This book introduces the human right to adequate food and nutrition as evolving concept and identifies two structural "disconnects" fueling food insecurity for a billion people, and disproportionally affecting women, children, and rural food producers: the separation of women’s rights from their right to adequate food and nutrition, and the fragmented attention to food as commodity and the medicalization of nutritional health. Three conditions arising from these disconnects are discussed: structural violence and discrimination frustrating the realization of women’s human rights, as well as their private and public contributions to food and nutrition security for all; many women’s experience of their and their children’s simultaneously independent and intertwined subjectivities during pregnancy and breastfeeding being poorly understood in human rights law and abused by poorly-regulated food and nutrition industry marketing practices; and the neoliberal economic system’s interference both with the autonomy and self-determination of women and their communities and with the strengthening of sustainable diets based on democratically governed local food systems. The book calls for a social movement-led reconceptualization of the right to adequate food toward incorporating gender, women’s rights, and nutrition, based on the food sovereignty framework.

Book excerpt: Recent European Union policy discussions have again highlighted the urgent need for consistent recording and analysis of data relating to trafficking in human beings. Without such a framework, the EU's ability to assess the scale and nature of the problem and, consequently, to formulate effective policy responses is severely impaired. MONTRASEC - a model for monitoring trafficking in human beings, as well as sexually exploited and missing children - demonstrates that real progress can be made in addressing these long standing difficulties. Building on the work undertaken in the previous SIAMSECT (Statistical Information and Analysis on Missing and Sexually Exploited Children and Trafficking) research, a practical IT tool has been developed by which the three phenomena can be described, interpreted, and analyzed in an integrated and multidisciplinary fashion. The IT tool also provides National Rapporteurs or similar mechanisms with enhanced and uniform reporting capacity. Recognizing the EU's emerging policy line, the MONTRASEC IT tool provides a building block by which the European Commission or a future European Monitoring Centre on Trafficking in Human Beings can make horizontal comparison between the reports of the Member States. This book describes how a workable IT tool - with contents based on international legal instruments and definitions concerning the three phenomena - has been designed and tested by a range of operational agencies in two separate EU Member States. Critical questions relating to compliance with both Member States and European data protection and privacy legislation are addressed, alongside the need to ensure the highest possible levels of security for sensitive personal data relating to both victims and authors. Furthermore, a CD-ROM is included, containing a live demonstration of all the features and functions of the MONTRASEC IT tool. The MONTRASEC Demo shows that it is actually possible to move beyond theoretical discussions concerning data collection to a point where agencies operating in the field are prepared to work within a unified and consistent data collection regime, inputting live data which can thereafter be analyzed at the Member State and EU level. The book is essential reading for EU policy makers, judicial and law enforcement authorities, and organizations working in the fields of trafficking in human beings, and in the field of sexually exploited and missing children, both in the EU and in a broader international context. It will also appeal to the research community and anyone with an interest in justice and home affairs or criminal policy initiatives in the EU.

This book was released on 2013 with total page 22 pages. Available in PDF, EPUB and Kindle. Book excerpt: The National Plan to Reduce Violence against Women and their Children 2010-2022 is a 12-year strategy which aims to bring together Commonwealth, state and territory government efforts, as well as the important work being done by the non-government sector, to make a sustained reduction in the levels of violence against women. The National Plan is supported by a series of 3-year Action Plans identifying actions, responsibilities and timeframes. This paper takes stock of how the First Action Plan - 'Building a Strong Foundation' (2010-2013) - is progressing. This analysis will inform the development of the Second Action Plan, 'Moving Ahead' (2013-2016).
