Book excerpt: Siegel Marsh Dam was originally constructed as a 9 foot high earth embankment with a single concrete spillway 136 feet long. At a later date, the embankment was raised 1.5 feet, the spillway was raised 3.5 feet, and an additional spillway with a length of 126 feet was added. The impoundment is situated in State Game Lands No. 218 and is used for wildlife propagation. The embankment currently consists of three sections separated by two spillway structures. The spillway currently consists of two trapezoidal shaped, broad-crested concrete weirs separated by an earth embankment. A minimum flow of at least 1.71 c.f.s. out of the reservoir is maintained by a set of stop logs on the left side of the right spillway. All of the stop logs can be removed to drain the reservoir. Hydraulic/hydrologic evaluations revealed that the spillway will pass the 1/2 Probable Maximum Flood (1/2 PMF) without overtopping the dam. A spillway design flood (SDF) in the range of the 1/2 PMF to Probable Maximum Flood (PMF) is required for Siegel Marsh Dam. The 1/2 PMF was chosen as the SDF because the dam is on the low side of the 'Intermediate' size category due to the low height of the embankment. The spillways are therefore considered 'adequate'. The inspection revealed certain items of remedial work which should be performed immediately by the owner.

Book excerpt: Smith Reservoir Dam was originally designed (1924) as a 35 foot high earth dam with an emergency spillway excavated in shale in the right abutment. In 1935, the spillway channel was excavated one foot lower and a 2 foot high concrete weir was added to the spillway crest. At the same time the embankment was raised 3 feet. The dam was built for water supply, for which it is still used today. The outlet works consist of two 12 inch cast-iron pipes through the embankment. A valve house is located on the downstream side of the embankment. Both 12 inch pipes can function as blow-offs or supply water into a 24 inch steel pipe leading to the water treatment plant downstream. Hydraulic/hydrologic evaluations revealed that the spillway will pass the 100-year flood without overtopping the dam. A spillway design flood (SDF) in the range of the 100-year flood to the 1/2 Probable Maximum Flood (1/2 PMF) is required for Smith Reservoir Dam. The 100-year flood was chosen because the dam is on the low side of the 'Small' size category according to storage capacity. The spillway is therefore considered 'adequate'. The inspection and review of information revealed certain items of work which should be performed immediately by the owner.

Seepage control is provided by a steel core wall comprised of 72-inch by 96-inch by 1/4-inch steel sheets, which are riveted and welded in place. The downstream embankment rises at a slope of 2 horizontal to 1 vertical (2H:1V) to the crest at elevation 1422.4 feet. The upstream slopes rise at 2.5H:1V to elevation 1412 feet and then 2H:1V to the 12-foot wide crest. The upstream face is lined with well-placed sandstone riprap, typically 1- to 2-foot square. The ogee type spillway has a crest elevation of 1415 feet, or 7 feet lower than the top of dam. Approximately 225 feet to the left of the ogee spillway is a concrete screen chamber built into the embankment. The intake consists of two pipes, a 16-inch cast-iron pipe with an invert elevation of 1400 feet and a 36-inch cast-iron pipe with an invert at elevation 1386.0 feet.

A spillway design flood (SDF) in the range of the 1/2 Probable Maximum Flood (1/2 PMF) to the PMF is required for Martindale Dam. The 1/2 PMF was chosen as the SDF because the dam is on the low end of the 'Small' size category in terms of its storage and height. During the 1/2 PMF, the maximum depth and total duration of overtopping are 0.83 feet and 8.5 hours, respectively. Due to the relatively narrow crest width of the dam and the long duration of overtopping, it was judged that failure of the dam is likely during the 1/2 PMF. To assess the increase in damages downstream from the non-failure cases, the 1/2 PMF was routed through the dam and downstream for both conditions. It was determined that there would be a significant increase in economic damages and possible loss of life if the dam failed. The spillway is therefore categorized as being 'seriously inadequate.'

Since the dam is in the middle of the 'Small' size category according to storage capacity, the 1/2 PMF was selected as the SDF. Hydrologic/hydraulic evaluations, performed in accordance with procedures established by the Baltimore District of the U.S. Army Corps of Engineers, revealed that the available spillway capacity is much greater than the maximum flow expected during the SDF. Therefore, the dam will not be overtopped during the SDF and the spillways are considered to be 'adequate'.

Book excerpt: Based on a visual inspection, operational history, and available engineering data, the dam is considered to be in good condition. The size classification is considered to be high. In accordance with recommended guidelines, the Spillway Design Flood (SDF) for this facility ranges between the 1/2 PMF (Probable Maximum Flood) and the PMF. Due to the high potential for damage to downstream structures and possibly loss of life, the SDF is considered to be the PMF. Results of the hydrologic and hydraulic analysis is indicate the facility will pass and/or store approximately 75 percent of the PMF prior to embankment overtopping. As a result, the spillway is deemed inadequate, but not seriously inadequate.

The dam, a multiple purpose structure, was constructed as a portion of the Brandywine Creek Watershed Project. The reservoir has a normal pool storage capacity of 1,025 acre-feet for sediment accumulation and fish and wildlife. The normal pool surface area is 146 acres. An additional storage capacity of 596 acre-feet is utilized for flood water control. The top of dam elevation is 625.5, the crest width is 14 feet, and the side slopes are 3 horizontal to 1 vertical (3H:1V) upstream and 2.5H:1V downstream. A 12-foot wide berm is provided on the upstream face at Elevation 612.8 and the slope is lined with 18-inch thick riprap from the berm to Elevation 618.8. According to the 'As-Built' plans, the upstream and central portions of the embankment are composed of Zone I material, which is classified as a clayey silt. The central portion includes a cutoff trench with a 12-foot bottom width. The downstream shell (to Elevation 615.8) of Zone II material is classified as silty sand. The two zones are separated by a four-foot wide chimney drain which terminates in a drain trench at the downstream toe of the Zone I material.
