Book excerpt: Visual inspection of this dam and engineering analyses which have been performed revealed that several deficiencies exist on this structure. The worst of these deficiencies was the localized spalling and erosion of the gunite covering the dam. This was observed in three areas on the downstream face and toe. A more thorough examination of the gunite when there is no discharge over the spillway is needed to evaluate the extent and cause of this deterioration. If the gunite is not repaired, the interior concrete of the dam will become exposed to erosion. Using the Corps of Engineer's Guidelines for the initial review of spillway adequacy, it has been determined that the structure would be overtopped by all storms exceeding 31 percent of the Probable Maximum Flood (PMF). During a one-half PMF storm, the abutments of the dam would be overtopped by 3.4 feet. The dam is a concrete arch-gravity structure with bedrock at both abutments. While overtopping is not likely to induce failure from erosion, a stability analysis indicates that the factor of safety is below the recommended level during the one-half PMF storm. If the dam were to fail, it would increase the degree of flooding in downstream residential areas. Therefore, the spillway is assessed as seriously inadequate.

However, several deficiencies were noted which should be evaluated and remedied. The most serious deficiency was a lack of a safe, suitable access to the operating mechanism for the low-level outlet. In the event of an emergency at the dam, it would be extremely difficult to dewater the reservoir under present conditions. The hydrologic/hydraulic analysis performed indicates that the spillway does not have sufficient capacity to discharge the peak outflow from storms exceeding 7.5 percent of the Probable Maximum Flood (PMF). Since the spillway already extends across the full width of the gorge, there is no way to effectively increase its length or capacity. In addition, it should be noted that even if the dam did not exist, downstream flooding would occur during large storm events due to the configuration of the bedrock channel.

The dam is used as a flood protection facility for the City of Syracuse. The visual inspection revealed that the embankment is in good condition and has been properly maintained throughout its life. No conditions were detected which might indicate instability of the structure. The surficial cracking of the exposed concrete of the spillway structure indicates that more serious spalling may soon occur. A protective coating designed to protect the structure from penetration of moisture into the concrete surfaces would serve to slow the spalling process and preserve the concrete in its present condition. This coating should be undertaken in the course of standard maintenance procedures.

There is an abandoned canal at the western end of the dam which may function as an overflow channel. The dam is a total of 241 feet long and is a maximum of 10 feet high. It is divided into 6 bays each of which has an opening of 36 feet. However, the dam has some deficiencies which require further investigations and remedial work. The spillway does not have sufficient capacity to discharge the peak outflow from one-half the Probable Maximum Flood (PMF). For this storm event, high discharges will cause damage in the channel downstream of the dam. However, dam failure would not significantly increase the hazard to loss of life downstream from that which would exist just prior to an overtopping-induced failure.

These areas are: (1) Repair the deteriorated portions of the concrete on the downstream edges of the concrete paving; (2) Repair the undermining of the concrete paving; (3) Provide a program of periodic inspection and maintenance of the dam and appurtenances; and (4) An emergency action plan must be developed and maintained.
