The dam completely encircles the impoundment except for a 300-foot wide breach at the north (up-stream) end where the structure failed in 1975. The dam cannot retain water in its present state because of this breach in the dam. This dam is classified as large. The U.S. Corps of Engineers has classified it as having a high downstream hazard potential to indicate that failure of this dam could threaten life and property. The damage zone, estimated by the U.S. Corps of Engineers, extends about 6 miles downstream of the dam. Since the embankment cannot retain water, the overtopping potential of the embankment was not analyzed. Instead, studies were made to estimate the amount of flow that could occur in the diversion ditch (located to the west and south of the impoundment) under different flood conditions. It was calculated that the diversion ditch could pass a 100-year flood probably without significant erosion of the ditch or adjacent embankment toe. However, it was estimated that the ditch cannot pass 50 percent of the Probable Maximum Flood without significant erosion of the ditch and adjacent embankment materials.

Book excerpt: Old Viburnum Tailings Dam was constructed over a rock-fill starter dam. The main embankment was constructed of cyclone-deposited tailings, apparently maintaining a constant dam crest centerline over the starter dam. The decant system which passed water from the reservoir to the downstream toe was sealed with grout when operations on this dam ended in 1972. The embankment was covered with a thin mantle of soil, and grass was planted to control erosion. However, the vegetation has not become well established and substantial erosion gullies have developed. The most prominent gullies are along the abutments where overland runoff flows onto the tailings embankment. The spillway is about 900 ft southwest of the dam axis and consists of a cut through the ridge which forms the southeast side of the reservoir and right abutment of the dam. The excavation for the spillway extends into weathered bedrock and little or no erosion in the spillway is anticipated during flood flows. Hydraulic and hydrologic analyses including multiple dam analyses of the significant upstream dams indicate the dam will not be overtopped by 100 percent of the PMF.

The St Louis District (SLD), Corps of Engineers, has classified this dam as having a high hazard potential. The SLD estimated damage zone length extends approximately 15 miles downstream of the dam. Within five miles downstream are several dwellings, a church, a quarry and the town of Courtois. The contents of a portion of the damage zone were verified by aerial reconnaissance. New Viburnum Tailings Dam is classified large size based on its present height of approximately 110 ft. The present storage capacity to the spillway crest is approximately 4750 ac-ft, of which approximately 4000 ac-ft is tailings. The large size dam classification includes dams higher than 100 ft, or having storage capacity greater than 50,000 ac-ft, whichever gives the larger classification. On the basis of the visual inspection, review of available data, and inspection of aerial photos, the dam is judged to be in poor condition. This judgement is based on observation of uncontrolled seepage and associated slumping at the downstream toe of the dam, the presence of a large, 20 to 30 ft diameter sinkhole on aerial photos of the dam taken in November 1980, and lack of knowledge on the remedial measures taken to repair the sinkhole. No evidence was noted of cracking, extensive erosion, deep seated slope instability, or settlement of the crest. During the field inspection in February 1981, we did not detect the presence of the sinkhole, but did observe a drain pipe flowing at the rate of about 125 gal/min, a zone of wet tailings, and uncontrolled seepage and slumping, in the area where the sinkhole existed in November 1980.

The dam is classified intermediate size based on its height of about 45 to 50 feet. The downstream face is steep, on the order of 33 to 35 degrees, is constructed of cohesionless sand gravel, and could be severely eroded if overtopped. Scattered large trees up to 12 in. diameter are growing on the downstream face of the dam. The reservoir storage volume is completely filled with fine tailings and storage of water is limited to two small ponds at the upstream end of the impoundment, and shallow, intermittent ponds on the surface of the tailings. Hydraulic/hydrologic analyses indicate the dam and informal spillway will pass the 1 percent probability-of-occurrence event (100-year flood) without overtopping the embankment. These analyses further indicate the dam will be overtopped by a storm which produces greater than 55 percent of the Probable Maximum Flood (PMF). Based on the inspection of the Dam, it is recommended that further study be conducted without undue delay, under the guidance of an engineer experienced in the design and construction of tailings dams.

Book excerpt: This report was prepared under the National Program of Inspection of NOn-Federal Dams. This report assesses the general condition of the dam with respect to safety, based on available data and on visual inspection, to determine if the dam poses hazards to human life or property. This dam has been classified as unsafe, non-emergency by the St. Louis District as a result of the application of the following criteria: (1) Spillway will not pass 50 percent of the Probable Maximum Flood without overtopping the dam; (2) Overtopping of the dam could result in failure of the dam; and (3) Dam failure significantly increases the hazard to loss of life downstream.
