Book excerpt: Lower Tumbling Run Dam, owned by the Schuylkill Haven Borough, is used as a water supply structure for the town of Schuylkill Haven and surrounding areas. Limited records indicate that the dam was constructed in 1832 and completed in 1833. The dam failed in 1850 and again in 1869. The facility is judged to be in fair condition although the embankment slopes are considered to be steep. Hydrologic and hydraulic calculations indicate that overtopping of the dam will occur at approximately 30% of the probable maximum flood. Therefore, the spillway is considered to be 'Seriously Inadequate.' The dam is classified as an 'Intermediate' structure by virtue of its forty-nine foot height, and as a 'High' hazard dam consistent with a potential at failure for extensive property damage and loss of life at the water treatment plant and further downstream at Mount Carbon, Pennsylvania. There is insufficient engineering and construction data to adequately evaluate the stability of the dam and condition of the outlet works.

Book excerpt: Ashland Dam is a rolled earth embankment with a concrete core wall founded approximately 10 feet into rock. The embankment is approximately 69 feet high at its maximum section with a length of approximately 500 feet impounding a reservoir of approximately 331 acre-feet. The upstream slope is riprapped from the crest to the toe. The downstream slope contains a rock toe drain and is grass covered. The embankment was constructed over an existing 20 feet high dam which became the upstream toe of the new embankment. The principal intake system consists of two pipes located at the base of the dam which are used for water supply and for blow-off. The larger pipe, 16 inches I.D., feeds water into a treatment building at the downstream toe of the embankment. The smaller, 12 inch I.D., pipe also feeds water through the pumphouse and discharges into a blow-off pit approximately 40 feet below the structure. Excess water is discharged over the spillway located on the left abutment. The concrete ogee spillway is approximately 63 feet wide and discharges into the natural stream channel about 400 feet below the dam centerline.

The dam was constructed for recreational purposes and impounds a reservoir with a surface area of 21.9 acres and a storage capacity of 200 acre-feet at normal pool. The top of the dam is 14 feet wide and the side slopes are 3H:1V upstream and 2H:1V downstream. A cofferdam is incorporated into the upstream face of the embankment, forming a 28-foot wide berm from Elevation 582.0 to 584.0. The upstream slope is 2.5H:1V below the berm elevation. According to the information obtained from DER, the embankment is constructed in 3 zones. A central core section with 0.6H:1V side slopes is composed of selected impervious material (class 'A' material). A cutoff trench with 1H:1V side slopes and a 16-foot bottom width is excavated into impervious foundation material below the central core and is also composed of Class 'A' material. The upstream shell of the embankment consists of less impervious material (class 'B' material) and the downstream shell is composed of pervious material consisting of sand and some stones (class 'C' material). According to available information, a concrete cutoff wall extends through the cutoff trench and into the foundation material below the cutoff along the axis of the dam. Seepage control is provided by a downstream toe drain composed of gravel and small stone and an upstream impervious blanket (class 'A' material) which extends approximately 500 feet beyond the upstream toe.

The size classification of the facility is small and its hazard classification is considered to be high. In accordance with the recommended guidelines, the Spillway Design Flood (SDF) for the facility ranges between the 1/2 PMF (Probable Maximum Flood) and the PMF. Due to the high potential for damage to downstream structures and possibly loss of life, the SDF is considered to be the PMF. Results of the hydrologic and hydraulic analysis indicate the facility will pass and/or store approximately 92 percent of the PMF prior to embankment overtopping. Based on screening criteria contained in the recommended guidelines, the spillway is considered to be inadequate, but not seriously inadequate. Deficiencies noted by the inspection team included a seepage condition along a portion of the downstream embankment toe approximately 160 feet to the right of the left abutment hillside and a minor vertical crack in the concrete spillway overflow wall.

The upstream face of the embankment is variable in slope, ranging from 2.5 horizontal to 1 vertical (2.5 H:1V) between Elevations 203.0 and 213.0 to 1.5H:1V between Elevations 213.0 and 223.0 to 10H:1V between Elevations 223.0 and 228.0. The downstream slope of the embankment is 2H:1V from the spillway to the right abutment. The masonry wall forms the downstream face from the spillway to the left abutment. A broad-crested concrete drop spillway with stone masonry training walls is located near the center of the embankment. The spillway crest is 39 feet wide and has a 25-foot long concrete approach apron. The crest and approach apron are at Elevatrion 213.0. The spillway drop is 15 foot to a downstream concrete apron at Elevation 198.0. The apron is 52 feet long and directs flow into the outlet channel at Elevation 196.0. The masonry training walls extend from the entrance to the approach apron to the discharge point of the outlet apron. A concrete foot bridge crosses above the spillway crest at Elevation 222.0. The outlet works consist of a 20-inch diameter wrought iron pipe through the base of the embankment to the left of the spillway. Control of the pipe is provided by a sluice gate approximately 20 feet upstream of the spillway crest.

A 75-foot wide, concrete ogee spillway is located at the right abutment, and a 150-foot wide emergency spillway is located at the left abutment. Seepage control is provided by a steel core wall comprised of 72-inch by 96-inch by 1/4-inch steel sheets, which are riveted and welded in place. The downstream embankment rises at a slope of 2 horizontal to 1 vertical (2H:1V) to the crest at elevation 1422.4 feet. The upstream slopes rise at 2.5H:1V to elevation 1412 feet and then 2H:1V to the 12-foot wide crest. The upstream face is lined with well-placed sandstone riprap, typically 1- to 2-foot square. The ogee type spillway has a crest elevation of 1415 feet, or 7 feet lower than the top of dam. Approximately 225 feet to the left of the ogee spillway is a concrete screen chamber built into the embankment. The intake consists of two pipes, a 16-inch cast-iron pipe with an invert elevation of 1400 feet and a 36-inch cast-iron pipe with an invert at elevation 1386.0 feet.

Book excerpt: Parker Dam is classified as a 'Significant' hazard - 'Small' size dam. The dam and reservoir, owned by the Commonwealth of Pennsylvania, Department of Environmental Resources, are used for recreational purposes. The dam and appurtenant structures were found to be in good overall condition at the time of the inspection. A spillway design flood (SDF) in the range of the 100-year flood to the 1/2 Probable Maximum Flood (1/2 PMF) is required for Parker Dam. Since the dam is in the middle of the 'Small' size category according to storage capacity, the 1/2 PMF was selected as the SDF. Hydrologic/hydraulic evaluations, performed in accordance with procedures established by the Baltimore District of the U.S. Army Corps of Engineers, revealed that the available spillway capacity is much greater than the maximum flow expected during the SDF. Therefore, the dam will not be overtopped during the SDF and the spillways are considered to be 'adequate'.
