The dam has an average crest width of 14 feet and a typical downstream slope of 2.5H:1V. The upstream face of the dam slopes at approximately 3H:1V and is protected with random size loose riprap. The principal spillway, including the low level outlet system, is located near the center of the dam and consists of a 4-foot square drop inlet structure, an 18-inch square low level sluice gate, and a 30-inch diameter corrugated metal pipe, which conveys discharge from the intake structure to the principal spillway discharge channel. A 75-foot wide emergency spillway is located at the northeastern dam abutment. Based upon the visual inspection of the dam and review of the drawings, the dam is considered to be in poor condition.

The dam has an irregular alignment and consists of a rock-filled, timber crib dam about 1,275 feet in length, flanked on each end with reaches of embankment. A dry, stone masonry wall is located along the downstream side of the timber crib section, and there is an earthfill section upstream from the timber crib. The main spillway is located in the timber crib section of the dam near the original stream bed location. It is a broad crested weir with three concrete steps. The auxiliary spillway consists of a reach of earthen embankment lined with concrete on its downstream side and with riprap on its upstream side. The crest is protected by vegetation. Based on visual inspection, available records, calculations, past operational performance, and according to criteria established for these studies, Lynchwood Lake Dam is judged to be unsafe, non-emergency, because the spillway capacity is rated as seriously inadequate. The existing spillways can pass only 14 percent of the Probable Maximum Flood (PMF) before general overtopping of the dam occurs.

Book excerpt: Monroe Lake Dam is located on Bear Swamp Run, a tributary to Marshall Creek, in Middle Smithfield Township, Monroe County, Pennsylvania. The facility is less than five miles north of the community of Marshalls Creek, Pennsylvania and approximately eight miles north of the city of East Stroudsburg, Pennsylvania. Observations made during the visual inspection indicate the embankment is in fair condition. The structure is characterized as very irregular and poorly aligned both horizontally and vertically. The downstream embankment toe is partially inundated by water that may be attributable to seepage through the embankment and/or leakage through or around the conduit. The water is trapped in a trough area between the embankments of the dam and the downstream roadway. The condition may be exaggerated because the drainage culvert under the road appears to be partially obstructed. Minor erosion was observed along both the upstream and downstream dam faces. Although particularly evident along the upstream slope adjacent the outlet riser and along the steepest portions of the downstream slope, the erosion is not considered to be significant at this time. Field measurements indicate low areas along the embankment crest between one-half and two feet below the elevation of the left spillway wingwall. The crest is covered with gravel and the slopes with weedlike vegetation.

The deficiencies include the following: seepage, steep slopes, a depression on the top of the dam, growth of trees on the dam, and holes and a depression on the downstream slope of the dam. The type of design and methods of construction increase the concern for the deficiencies. The condition of the outlet works is unsatisfatory. There are no upstream closure facilities. The original purpose of the impounded water was for ice making and recreation. Presently, the lake is being used for recreation. The overall appearance of the dam and its appurtenant structures is considered to be poor. The locations of observed deficiencies are shown on the Sketch Plan. The profile and typical sections of the dam are presented, and are based on field survey made on the day of inspection. The survey datum for this inspection was an approximate elevation obtained for the spillway crest from a USGS map. The construction drawings for the dam and appurtenant structures are shown. The elevations shown on the construction drawings are based on a different datum than that of the USGS map. Therefore, to convert the elevations shown on the appended construction drawings to the elevations used in this report, it is necessary to add 609 feet to the elevations shown on the appended drawings. On the inspection date (11/26/80), the lake level was 0.1 foot above the spillway crest (elevation 708 above mean sea level). Deficiencies observed during the field inspection are describes. Visible features of the dam are depicted in photographs.

The 1/2 PMF has been selected as the SDF due to the size of the dam and reservoir, and the downstream conditions. The hydrologic and hydraulic computations indicate that the combination of reservoir storage and spillway discharge capacity will pass only 3 percent of the PMF without overtopping the dam. Overtopping the dam could cause failure, which would lead to a significant increase in downstream loss of life and property damage. Therefore, the spillway for Lake Quinn Dam is considered to be seriously inadequate, and the dam is judged to be unsafe, non-emergency.
