The size classification of the facility is small and its hazard classification is considered to be high. In accordance with the recommended guidelines, the Spillway Design Flood (SDF) of the facility ranges between the 1/2-PMF (Probable Maximum Flood) and the PMF. Due to the high potential for damage to downstream structures and possible loss of life, the SDF is considered to be the PMF. Results of the hydrologic and hydraulic analysis indicate the facility will pass and/or store approximately 51% of the PMF prior to embankment overtopping at the low top of dam. Thus, the spillway system is considered to be inadequate, but not seriously inadequate. Should the embankment crest be regraded to design elevation, the spillway would be capable of passing approximately 60% of the PMF prior to embankment overtopping.

Book excerpt: The inspection and review of data of the Cokeburg Water Supply Dam revealed that further investigations of the magnitude of a Phase II are required. The inspection did not reveal any problems which require immediate emergency action. The dam appears to be in poor condition and poorly maintained. The structure is classified an unsafe, non-emergency. The stability of the structure is questionable due to the existence of coke ovens in the downstream slope of the embankment and failure of the discharge culvert outlet. Considerable erosion and/or settlement has occurred near the outlet of the spillway discharge culvert. The interior walls of the culvert, at the outlet are caving in and debris partially blocks the outlet. Portions of the reservoir slopes may contain coal refuse, which could lead to potential landslides affecting the storage and volume of the reservoir. During periods of heavy precipitation a potential landslide could occur, increasing the possibility for overtopping of the structure. The Cokeburg Water Supply Dam is a high hazard-small size dam. The Spillway Design Flood (SDF) for a dam of this size and classification is in the range of 1/2 PMF to the PMF. The PMF has been selected as the spillway design flood based on the downstream potential for loss of life and property damage.

Flow through the reservoir outlet is controlled by a manually operated sluice gate lcoated in the drop inlet structure.

The total length of the dam is 555 feet, including the emergency spillway on the right abutement; the maximum height of the dam is 66 feet. The principal spillway is a drop-inlet structure consisting of a two-stage reinforced concrete riser connected to a 30 inch diameter reinforced concrete outlet pipe. The low-level inlet on the concrete riser is a 9 inch high by 15 inch wide orifice; this inlet maintains the normal pool level. There is 25.1 acre-feet of storage at normal pool level, all of which is reserved for a 50-year accumulation of sediment. Hydraulic/hydrologic evaluations, revealed that the spillway will pass the Probable Maximum Flood (PMF) without overtopping the dam. A spillway design flood (SDF) in the range of the 1/2 Probable Maximum Flood (1/2 PMF) to the PMF is required for PA 480. The 1/2 PMF was selected as the SDF. The spillway is therefore considered to be 'adequate'.
