A filter trench with two drain outlets was installed in the main embankment from Station 14+94 to Station 18+41.

The upstream side slope is 3H:1V (Horizontal to Vertical) with a 10-foot wide berm at E1. 1108.0 feet. The downstream side slope is 2H:1V with a 10-foot wide berm at E1. 1117.0 feet. A foundation drain is provided under the downstream portion of the embankment. A 4-foot wide trench was excavated in the foundation to depths varying from 3 to 10 feet. A 12-inch diameter perforated drainpipe is provided in the foundation drain with its outlet discharging into the impact basin. The principal spillway is located approximately 630 feet from the left abutment. The main features of the spillway are a pond drain, a reinforced concrete riser and a pipe conduit through the fill with an impact basin at the discharge end.

A foundation cutoff trench with a base width of 12 feet, 1H:1V side slopes, a length of about 100 feet, and a depth of about 5 feet to bedrock was constructed in the valley bottom (Plate 5). Cutoff trenches of similiar cross-section were also constructed in the soil abutments (Plate 5). The outlet works (principal spillway in SCS terminology) consist of a reinforced concrete riser connected to a 24-inch diameter reinforced concrete pipe is located beneath the embankment in the valley bottom. The outlet pipe, with six reinforced concrete anti-seep collars, was installed on a concrete cradle founded on bedrock.

The dam consists of a zoned earth embankment, a vegetated earth emergency spillway channel, a riser intake with a 36-inch diameter outlet conduit, and a saddle dike located to the right of the main embankment. The crest length of the main embankment is 1640 feet. The maximum height of the dam at the original steambed is 30 feet. The dam crest is at E1. 1264.3 feet and the top width is 14 feet. The inclination of the upstream face is 2.5H;1V (Horizontal to Vertical) with a 10-foot wide berm at E1. 1242 feet. The downstream slope is 2.5h:1V. A filter trench was installed in the downstream prism of the embankment from original Station 4+92 to 9+77. A portion of the filter trench is provided with 6-inch diameter filter drainpipe. The two outlets of the filter drainpipes exit into the impact basin approximately 1 foot downstream of the baffle wall. To the right of the main embankment is a small knoll which separates the saddle dike from the main embankment. This knoll consists primarily of sandy silt (ML) soils and is approximately 540-feet long between the two embankments. The crest length of the dike is 670 feet and the maximum height is 9 feet. The crest width of the homogeneous embankment (dike) is 14 feet. The inclination of both the upstream and downstream slopes of the dike is 2.5h:1V. (Author).

Book excerpt: Little Shenango Dam (PA 490) is a homogeneous earth floodwater retarding dam designed by the U.S. Department of Agriculture, Soil Conservation Service. The dam has a crest length of 430 feet, a maximum height of 45 feet, a storage volume of 472 acre-feet at spillway crest level, and a storage volume of 19 acre-feet at normal pool level. The dam was found to be in generally poor condition at the time of inspection. The inspection did disclose potential problems with seepage and piping in the dam embankment and abutments. A detailed engineering investigation of seepage, piping, erosion, and structural stability of the dam should be initiated as expeditiously as possible. Hydraulic/hydrologic evaluations revealed that the spillway will pass the Probable Maximum Flood (PMF) without overtopping the dam. The spillway is therefore considered 'adequate'.

The low-level inlet on the concrete riser is a 9 inch high by 15 inch wide orifice; this inlet maintains the normal pool level. There is 25.1 acre-feet of storage at normal pool level, all of which is reserved for a 50-year accumulation of sediment. Hydraulic/hydrologic evaluations, revealed that the spillway will pass the Probable Maximum Flood (PMF) without overtopping the dam. A spillway design flood (SDF) in the range of the 1/2 Probable Maximum Flood (1/2 PMF) to the PMF is required for PA 480. The 1/2 PMF was selected as the SDF. The spillway is therefore considered to be 'adequate'.

The size classification of the facility is small and its hazard classification is considered to be high. In accordance with the recommended guidelines, the Spillway Design Flood (SDF) for the facility ranges between the 1/2-PMF (Probable Maximum Flood) and the PMF. Due to the relatively small storage capacity and the unusually stable embankment configuration the SDF for the facility is considered to be the 1/2-PMF. Results of the hydrologic and hydraulic analysis indicate the facility is capable of passing and/or storing a flood of 1/2-PMF magnitude. Consequently, the spillway is considered adequate. It is recommended that the owner: (a) Develop a formal emergency warning system to notify downstream residents should hazardous conditions develop. Included in the plan should be provisions for around-the-clock surveillance of the facility during periods of unusually heavy precipitation. (b) Observe the cracking in the spillway overflow wall and outlet conduit headwall in future inspections and take remedial measures if necessary. (c) Develop formal manuals of operation and maintenance to ensure the continued proper care of the facility.

Book excerpt: Tamarack Lake is impounded by two separate dams at opposite ends of the reservoir. Tamarack Lake Dam 'B' is located at the southern end of the reservoir and Tamarack Lake Dam 'A' is located at the northern end of the reservoir. Tamarack Lake Dam 'B' is a homogeneous earth dam designed by the Soil Conservation Service (SCS), U.S. Department of Agriculture. This multi-purpose reservoir and dam is presently owned and operated by the Pennsylvania Fish Commission. The dam has a crest length of 425 feet and a maximum height of 21 feet. A 6-foot-high dike was constructed in a saddle area to the left of the emergency spillway channel. Tamarack Lake Dam 'B' is classified as a 'High' hazard-'Intermediate' size dam. The dam was found to be in good overall condition at the time of inspection. Hydraulic/hydrologic evaluations revealed that the spillways will pass the Probable Maximum Flood (PMF) without overtopping the dam. The spillways are therefore considered 'adequate.'

Book excerpt: Based on a visual inspection, past performance, and available engineering data, the facility is considered to be in good condition. The size classification of the facility is intermediate and the hazard classification is considered to be high. The emergency spillway is capable of discharging the peak inflow resulting from a storm of PMF intensity and is, therefore, considered adequate. It is recommended that the owner: (a) Repair the damaged pond drain gate control and replace the missing manhole cover atop the service spillway riser. Consideration should be given to redesigning the gate control mechanism to protect it from future vandalism. (b) Consult with the U.S.D.A., Soil Conservation Service, to assess the erosion on the upstream slope in the area of the service spillway riser and implement any remedial measures deemed necessary. (c) Curtail the unauthorized vehicular travel across the embankment and repair and reseed any damaged (bare) areas. If control of unauthorized travel is not practical, some provision should be made to protect the embankment from rutting and erosion by placing a layer of gravel or stone across the crest. (d) Develop a formal operation and maintenance manual to ensure the continued proper care of the facility. In addition, a formal warning system should be implemented which provides detailed procedures to protect the lives and property of downstream residents. Included in the plan should be provisions for around-the-clock surveillance of the facility during periods of unusually heavy percipitation.
