Book excerpt: Edwards Dam consists of an earth embankment approximately 300 feet long with a maximum height of 30 feet from the downstream toe. The crest of the dam is irregular in the transverse direction with an average crest width of 8 feet. While the middle of the embankment is straight across the valley, short sections on each abutment side curve upstream. As designed, the embankment slopes are 2H to 1V on the upstream slope and 1.5H to 1V on the downstream slope. The flood discharge facilities for the reservoir consist of a 15-foot-wide, 4-foot-deep open channel located on the left abutment, equipped with an ogee overflow section. Flow from the overflow section discharges onto a 10-foot-long concrete apron which in turn discharges into an earth channel. The records indicate that the outlet facilities consist of a 12-inch cast-iron blow-off pipe and a 6-inch cast-iron supply line. Flow through the blow-off valve is controlled by a downstream valve located near the downstream toe of the embankment. The reservoir appears to be significantly silted. Therefore, the operational condition of the blow-off valve is questionable. This outlet system constitutes the emergency drawdown facility for the reservoir. (Author).

The crest width is approximately 10 feet. A 10-foot-wide berm is located on the downstream slope at about midheight of the embankment. The downstream slope of the embankment is approximately 1.5H to 1V above the berm and 2.5H to 1V below that level. The flood discharge facilities for the reservoir consist of a concrete overflow structure located on the left abutment (looking downstream). The overflow section is approximately 15 feet wide and 3 feet deep and discharges onto an approximately 30-foot-long concrete chute. According to the previous inspection reports, the outlet facilities consist of two cast-iron pipes 4 and 6 inches in diameter. the location of the pipes and the manner in which flow through these pipes is controlled is unknown. In the design drawings, flow through these pipes is shown to be controlled by valves located in a valve chamber on the downstream side of the dam. However, this valve chamber could not be located at the site during this inspection. As it presently exists, the dam has no functional emergency drawdown facilities. (Author).

As designed, the downstream face of the dam was to be protected by grass, and a vertical concrete wall on the upstream side was to provide shoreline protection. Presently, the downstream face of the dam is covered with brush and trees up to 10 feet high and the concrete wall on the upstream side has partially collapsed. The spillway structures are comprised of an 18-foot-wide concrete ogee overflow section which discharges into an 18-foot-long concrete channel, incorporating an energy dissipator sill. Based on the evaluation of the existing conditions, the condition of Sample Run Dam is considered to be poor. The dam is abandoned and is in complete disrepair. A valve house located at the downstream toe of the dam has collapsed, covering most of the operating equipment with rubble. The flood discharge capacity of the dam was evaluated according to the recommended procedure and was found to pass 20 percent of the probable maximum flood (PMF).

Book excerpt: Based on the evaluation of the existing conditions, the condition of Elroy Face Dam is considered to be unsafe/nonemergency. A portion of the embankment crest adjacent to the overflow spillway located on the left abutment was found to be about 3 feet below the design crest level and only 8 inches above normal pool level. Relative to this low spot, the capacity of the spillway is estimated to be 66 cfs (approximately 5 percent of the probable maximum flood), which is significantly less than the lower limit of the recommended spillway design flood of the 100-year flood for the dam, based on its size and hazard classification. Therefore, the spillway capacity is considered to be inadequate. A preliminary survey of the crest of the dam indicated that the remaining portion of the crest is also below the design level by about one to two feet. The crest and the downstream face of the dam were found to be covered with thick brush and trees, essentially precluding proper inspection of the embankment. The embankment was generally found to be in poor condition with extensive swampy areas along the downstream toe and shoreline erosion on the upstream side. The spillway structures and the downstream end of the outlet pipe were found to be structurally in poor condition and requiring repairs.

The total length of the dam is 555 feet, including the emergency spillway on the right abutement; the maximum height of the dam is 66 feet. The principal spillway is a drop-inlet structure consisting of a two-stage reinforced concrete riser connected to a 30 inch diameter reinforced concrete outlet pipe. The low-level inlet on the concrete riser is a 9 inch high by 15 inch wide orifice; this inlet maintains the normal pool level. There is 25.1 acre-feet of storage at normal pool level, all of which is reserved for a 50-year accumulation of sediment. Hydraulic/hydrologic evaluations, revealed that the spillway will pass the Probable Maximum Flood (PMF) without overtopping the dam. A spillway design flood (SDF) in the range of the 1/2 Probable Maximum Flood (1/2 PMF) to the PMF is required for PA 480. The 1/2 PMF was selected as the SDF. The spillway is therefore considered to be 'adequate'.

According to the recommended criteria, intermediate size dams in the significant hazard category are required to pass from 50 percent of the probable maximum flood (PMF) to full PMF. In view of the downstream damage potential, the lower limit of the recommended range is considered to be applicable to this dam. The flood discharge capacity was evaluated according to the recommended procedure and the dam was found to impound less than 20 percent of the PMF without overtopping the embankment. Therefore, the flood discharge capacity of the dam is classified to be inadequate.

The structure is provided with a tapered clay core founded on alluvial materials in a 10-foot deep cut-off trench. The facility is served by an emergency spillway, principal spillway, and a pumping system. The emergency spillway is cut into natural materials on the right abutment and lined with riprap to a height of five feet above the spillway floor. The principal spillway is composed of a 30-inch diameter steel riser set on the upstream left abutment at normal pool elevation 1735. A 24-inch diameter blow-off pipe provides for emergency drawdown. The blow-off pipe is valved at the bottom of a manhole accessible from the embankment crest. By-pass piping is also provided on the blow-off line in order to maintain minimum required downstream flow. The water supply system consists of two 12-inch diameter steel pipes with intake elevations at 1720 and 1725, respectively. Book excerpt: Based on the evaluation of the conditions of Musser Forests Dam, the dam is considered to be unsafe due to severe erosion in the primary spillway and emergency discharge channel along the toe of the dam near the left abutment and due to the lack of an operable outlet works for the reservoir. However, it is not considered to be an emergency condition. Field observations indicate that the crest of the dam is irregular with elevations ranging from 1.7 to 5.9 feet above the emergency spillway crest level. The irregularities do not appear to be due to recent movements. The upstream slope of the dam has no erosion protection and has been partially eroded by wave action. The emergency spillway approach channel is overgrown with tall grass and cattails which may constitute a partial obstruction to flow through the spillway. The flood discharge capacity of Musser Forests Dam was evaluated and found to pass 30% of the probable maximum flood (PMF) without overtopping the low spot on the crest of the dam. Therefore, according to the recommended criteria, the flood discharge capacity of Musser Forests Dam is classified to be inadequate.

Book excerpt: Shirf's Run Dam consists of an earth embankment approximately 320 feet long with a maximum height of 15 feet from the downstream toe and a crest width of 10 feet. The upstream side of the dam is protected by riprap and the downstream slope is covered with grass. The spillway discharge facilities for the dam consist of an earth channel located at the right abutment. The outlet facilities consist of a 12-inch cast-iron pipe encased in concrete through the embankment. Based on the evaluation of the existing conditions, the condition of Shirf's Run dam is considered to be good. The only condition noted which requires attention is the lack of adequate erosion protection on the left side of the emergency spillway channel against the embankment. This condition is considered to pose breach potential in the event of large flows through the spillway. The flood discharge capacity of the dam was evaluated according to the recommended procedure and was found to pass approximately 50 percent of the probable maximum flood (PMF) without overtopping the embankment.

The appurtenant structures of the dam consist of a combined primary and emergency spillway located on the left abutment (looking downstream) and outlet works near the right abutment. Based on the evaluation of the existing conditions, the condition of Storage Dam is considered to be good. Numerous seeps were observed along the left abutment, but these seeps are not considered to be a threat to the integrity of the embankment. However, a slump and an associated wet area were observed along the toe of the dam near the left abutment. This condition should be investigated and necessary repairs performed. The flood discharge capacity of the Storage Dam spillway was evaluated according to the recommended procedure and it was found to be 40 percent of the probable maximum flood (PMF) without overtopping the embankment. Therefore, according to the recommended criteria, the flood discharge capacity of the dam is classified to be inadequate.
