The dam and reservoir, owned by the Claysville-Donegal Municipal Water Authority, are used for water supply. The dam was found to be in fair overall condition at the time of inspection. Hydraulic/hydrologic evaluations, performed in accordance with procedures established by the Baltimore District, Corps of Engineers, for Phase I Inspection Reports, revealed that the spillway will pass approximately 35 percent of the Probable Maximum Flood (PMF) before overtopping will occur. A spillway design flood (SDF) in the range of the 1.2 Probable Maximum Flood (1.2 PMF) to the PMF is required for Claysville No. 1 Dam. The PMF was chosen because an elementary school is located within the floodplain 900 feet downstream from the dam. Because the duration and depth of overtopping under the 1.2 PMF (2.83 hours and 0.59 foot, respectively) did not meet the limiting criteria for failure of the dam (2 hours and 1.0 foot), the spillway is assessed as 'Inadequate, ' but not 'seriously inadequate.' It is recommended that the owner immediately initiate an engineering study to develop recommendations for remedial measures to reduce the overtopping potential of the dam.

The 100-year flood was chosen because the dam is on the low side of the 'Small' size category. The spillway is therefore considered 'adequate.' Several minor items of remedial work should be performed by the owner as soon as practicable.

The flood discharge facilities for the dam consist of a combined primary and emergency spillway located on the left abutment (looking downstream). The spillway structures of the dam consist of a concrete overflow section, a trapezoidal concrete-lined spillway discharge channel which terminates in a concrete-lined plunge pool at the toe level of the dam near the left abutment. The overflow structure of the spillway is an 89-foot-long concrete weir, trapezoidal in cross section, located at an elevation approximately 10 feet below the dam crest. The outlet works consist of a reinforced concrete box culvert and a control tower located at the center of the embankment. The conduit is equipped with trask rack devices on the upstream end with a stilling basin at the discharge end. The flow through the conduit is controlled by stop logs located in the control tower. The stop logs divide the control tower into inflow and outflow chambers. The stop logs in the control tower extend from the invert elevation of the box culvert to the normal pool elevation. The flow entering into the intake chamber of the control tower through the upstream portion of the outlet conduit rises to the normal pool elevation, spills over the stop logs into the outflow chamber, which in turn discharges into the downstream portion of the outlet conduit. The lake can be drawn down below the normal pool elevation by removing the stop logs. The control tower is not equipped with any mechanical device for removing the stop logs. This outlet system constitutes the emergency drawdown facility for the dam. (Author).

Hydraulic/hydrologic evaluations, performed in accordance with procedures established by the Baltimore District, Corps of Engineers, for Phase I Inspection Reports, revealed that the spillway will pass 27.5 percent of the Probable Maximum Flood (PMF) before overtopping of the dam occurs. A spillway design flood (SDF) in the range of the 1/2 Probable Maximum Flood (1/2 PMF) to the PMF is required for Lake Jo-Ann Dam. Because the dam is on the low end of the 'Small' size category, the 1/2 PMF was selected as the SDF. It was determined that during the 1/2 PMF the embankment would be overtopped by a maximum depth of 0.89 foot and a total duration of 5.00 hours. Because a limiting criteria of one foot or greater of overtopping and duration in excess of 2 hours was estimated for this dam, it was concluded that a dam failure during the 1/2 PMF is unlikely to occur.

The primary spillway structures consist of a two-stage reinforced concrete riser, a 24-inch-diameter reinforced concrete conduit, and a reinforced concrete impact basin at the downstream end of the outlet pipe. The emergency spillway is a 200-foot-wide trapezoidal earth channel excavated into the left abutment. The reservoir outlet for the dam consists of a 15-inch steel pipe extending from the upstream toe of the dam to the drop inlet structure. Flow through the reservoir outlet is controlled by a manually operated sluice gate lcoated in the drop inlet structure.

Book excerpt: The visual inspection, operational history and hydrologic/hydraulic analysis indicate that the facility is in good condition. The size classification of the facility is small and its hazard classification is considered to be high. In accordance with the recommended guidelines, the Spillway Design Flood (SDF) of the facility ranges between the 1/2-PMF (Probable Maximum Flood) and the PMF. Due to the high potential for damage to downstream structures and possible loss of life, the SDF is considered to be the PMF. Results of the hydrologic and hydraulic analysis indicate the facility will pass and/or store approximately 51% of the PMF prior to embankment overtopping at the low top of dam. Thus, the spillway system is considered to be inadequate, but not seriously inadequate. Should the embankment crest be regraded to design elevation, the spillway would be capable of passing approximately 60% of the PMF prior to embankment overtopping.

Book excerpt: The general condition of the Refuse Settling Basin is considered to be fair. This assessment is based on visual observations that indicate a possible inadequate margin of safety against slope failure of a high ground water level exists in Embankment A. The condition is not considered to represent an immediate threat to the structure because of the relatively low impoundment pool elevation. It should, however, be evaluated. If a high ground water does not exist in Embankment A, the facility can be considered to be in good condition. The structure is classified as an 'intermediate' size, 'high' hazard dam. Corps of Engineers guidelines recommend the Probable Maximum Flood (PMF) as the Spillway Design Flood for an 'intermediate' size, 'high' hazard dam. The visual inspection indicated several minor deficiencies in addition to the possible high ground water condition. The deficiencies can be corrected or improved through implementation of the following recommended evaluation, remedial, monitoring and/or maintenance efforts.
